1. Classification

2. Source Selection Communications and Ground Rules

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6 and FAR Part 13, using Simplified Acquisition Procedures, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Paper copies of this solicitation will not be available. This solicitation documents and incorporates provisions and clauses in effect through FAC 2023-04. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions.

This is a total small business set-side for NAICS 517810. The Government requests responses from qualified sources capable of meeting the requirement herein. The Government anticipates making a single contract award for this requirement but reserves the right to make no contract award.

Point of Contact: The Procuring Contracting Officer (PCO) is the sole point of contact for this acquisition. The offeror shall address any questions, concerns or requests for clarification to the PCO annotated herein. When appropriate, answers to questions and concerns will be made available to all offerors.

Required Registrations: All offerors responding must be registered with the System for Award Management (SAM). To register, please visit http://www.sam.gov. Offerors shall electronically complete FAR/DFARS Representations and Certification at http://www.sam.gov.

Discussions: The Government intends to award without discussions. The Government reserves the right, if it is determined to be in its best interest, to hold discussions. Clarifications may be requested during system capability demonstration.

Offer Markings: Each page containing proprietary information should be so marked. Each page should contain the following legend at the bottom of each sheet:

Payment for Offeror responses: The Government will not pay any costs incurred by in the preparation and submission of offers in response to this RFQ, including all costs incurred supporting on-site system capability demonstrations.

3. Description and Requirement(s)

The Government is interested in purchasing assembly, configuration, installation and integration of Six (6) identical telemetry front-end processor systems. Systems may be comprised of multiple configured/integrated parts and software. The Government is specifically looking for non-developmental items (NDI) that meet current performance requirements. The telemetry systems must meet the following performance requirements:

3.1 Be capable of processing 32 channels of Telemetry data plus 1 channel of time in IRIG-B and IRIG-G.

3.2 Be capable of processing 32 channels of PCM data. The connectors must be BNC with TTL logic.

3.3 Be capable of processing 32 channels of TMoIP data in the form of Ch10-UDP and/or RCC218-20 or newer.

3.4 Be capable of processing 0-30Mbps on each telemetry channel with a +/- 5% error of the programmed bitrate.

3.5 Have auto polarity detection for normal or inverted data on a channel-by-channel basis.

3.6 Be capable of frame synchronization with editable frame synchronization options of “Bits in Minor Frame”, “Frame Sync Pattern”, “Frame Sync Mask”, and “Frame Sync Size”.

3.7 Be capable of best source selection for the telemetry channels. The best source selector must be able to:

3.7.1 Align incoming data channels to prevent data repeat or loss.

3.7.2 Exclude data channels that are out of lock.

3.7.3 Function in different modes including in-lock-weighted, last-in-lock, data merging, etc.

3.7.4 Handle up to 16 channels per selection.

3.7.5 Allow 4 or more best source selector groupings of channels.

3.7.6 Have a best data merge function that allows bit-level error checking/comparing.

3.7.7 Be capable of processing PCM and TMoIP data streams or any combination of the two.

3.7.8 Be capable of merging PCM channels with TMoIP channels.

3.7.9 Have a GUI capable of changing/editing all user options including but not limited to data stream source, type, bitrate, channels included in each best source selector, frame sync and bit sync parameters, and recording options.

3.8 Have a GUI capable of editing each channel name/source and display the name/source.

3.9 Be capable of recording both incoming channels and the output of the best source selector.

3.10 Be capable of fitting in a 4U rack space with additional breakout boards if necessary.

3.11 Have at least 2 network interfaces capable of being configured for either copper and/or fiber connections.

3.12 Have an output TMoIP stream that is configurable for Ch10-UDP and/or RCC218-20 or newer.

4. Instructions to Offerors / Offer Content

The provision at 52.212‐1 Instructions to Offerors—Commercial Products and Commercial Services (Mar 2023), applies to this acquisition. Provisions and clauses can be viewed via internet at Acquisition.gov.

ADDENDUM TO FAR 52.212‐1 Instructions to Offerors Commercial Items (Mar 2023)

This section provides general guidance for preparing offers as well as specific instructions on the format and content of the offer. The offer must include all data and information requested in this combined synopsis/solicitation and must be submitted in accordance with these instructions. The offer shall be compliant with the requirements as stated in the combined synopsis/solicitation and applicable attachments. Non-conformance with the instructions provided in the combined synopsis/solicitation and this section may result in an unfavorable proposal evaluation or rejection of the proposal. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims.

Offerors shall prepare their offers IAW FAR 52.212‐1, in addition the following information/actions shall be included:

a.CAGE Code
b.Payment terms (net30) or discount
c.Primary point of contact, including phone number and email address
d.Date that the offer expires, offers shall be valid for a minimum of 150 days
e.Completed copy of FAR 52.204‐24, Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment (Nov 2021)
g.Offers shall be submitted electronically to the PCO by the date required herein
f.Offers shall be priced as Firm Fixed Price per part/component and summarized in a total amount
g.All material handling and shipping charges should be included in the offer and shall be fixed price

Verbal Presentation and System Capability Demonstration: Offerors are required to complete a verbal presentation and system demonstration as part of this source selection. Upon receipt of Offers, verbal presentations and system capability demonstrations will be scheduled individually with Offerors. It is anticipated that the presentation and demonstration events will take place no more than 45 days after Government receipt of offers and will be conducted at Vandenberg Space Force Base. To conduct these events, participants must have a valid state or federal issued photo ID for access to US Government facilities. A Government representative will escort the presenters to the appropriate location. It is recommended that the Offerors representative team include not more than four (4) individuals, one of which must be a technical/engineering representative. Participation in the verbal presentation and system capability demonstration is a mandatory part of this source selection.

Offerors shall include within their SF1449 submittal, a list of all part numbers, components, software and peripherals required and included for system configuration and operation within the Government’s operational environment. Offers shall include a single firm fixed price for the proposed system/solution to include installation and operational checkout.

Offerors shall also include technical documentation with their final system delivery in order to enable Government operators’ efficient operation of the installed system. Formal acceptance of the installed system will not be considered complete until technical and training documentation has been reviewed and accepted by the Government.

5. Evaluation Basis for Award

The provision at 52.212-2 -- Evaluation -- Commercial Products and Commercial Services (NOV 2021) applies to this acquisition.

ADDENDUM TO FAR 52.212‐2 -- Evaluation -- Commercial Products and Commercial Services (NOV 2021)

Government evaluation will be conducted to determine best value. The Government may consider elements of an offerors proposed system to be advantageous to Government operations and make specific trade-off decisions between demonstrated capability and proposed price. For the purposes of this source selection, technical performance is significantly more important than price. The following factors shall be used to evaluate offers: 1) System Capability Demonstration 2) Price

1) System Capability Demonstration

System Capability Demonstration: Offeror system capability demonstrations will be evaluated to ensure that the offeror proposed system meets or exceeds all Government performance requirements. Systems that do not meet or exceed all Government performance requirements will be eliminated from competition. Government evaluators will closely monitor and document system demonstrations in order to validate system performance and annotate system performance areas that have merit and will be considered during trade-off decisions.

The system capability demonstration does not replace or otherwise remove the requirement for the device to pass acceptance testing and operational checkout following contract award.

Although government personnel will conduct the evaluation tasks, vendors shall ensure that one of their presenters can instruct the government test personnel on the operation of their offered device along with providing the operator’s technical manual.

2) Price

Normally, competition establishes price reasonableness. The Government reserves the right to conduct price analysis required to establish reasonableness of the otherwise successful offerors price. Offerors proposed total price will be considered as an element for award decision and will be evaluated as a trade-off to system performance elements.

6. Other Applicable Clauses

Applicable clauses are included in the draft SF1449 included as an attachment to this combined solicitation/synopsis.

7. Offer Submission Instructions

If your company is capable of meeting the requirements of this combined synopsis/solicitation, please submit an offer no later than 8/19/2023 Mountain Standard Time to the Contracting Officer (CO): Benjamin Eddy at benjamin.eddy@us.af.mil. Ensure your proposal addresses the requirement in the Instructions and Notices to Offerors and your ability to meet the selection criteria in the award evaluation.
