About this file
Summary: SW 205th Avenue - Baseline to Quatama Improvements
This document comprises the Special Provisions (Book 2 of 2) for a comprehensive roadway and infrastructure improvement project in Washington County, Oregon, issued by the Washington County Department of Land Use & Transportation. The project, numbered 100690 with Bid Number 2026.028-LUT CPS, involves extensive work including temporary traffic control and erosion control, earthwork, water main installation, sanitary and storm sewer work, retaining wall installation, bridge removal and replacement, pavement removal and replacement, traffic signal installation, illumination systems, aggregate base and asphalt concrete pavement, concrete structures, permanent signing and striping, seeding and landscaping, and water quality facilities. The project is classified as Bridges and Structures work and is estimated to cost between $15,000,000 and $30,000,000. The document, dated March 2, 2026, incorporates the 2024 Oregon Standard Specifications for Construction as modified by these Special Provisions. Project contacts are Jason Kivett (Project Manager) at 971-470-9325 and Kira Furby (Engineering Associate) at 503-969-7990, with questions to be submitted through the County's OpenGov Procurement Portal.
The Special Provisions establish detailed requirements for all aspects of construction, including prevailing wage rates (referenced to the Bureau of Labor and Industries website), quality assurance protocols, environmental protection measures, and payment terms. Key contract features include two separate completion dates: all Work except seeding establishment and plant establishment must be completed by October 20, 2028, while the initial road opening to traffic is required by September 20, 2028 (459 consecutive calendar days from Notice to Proceed). Liquidated damages are assessed at $4,000 per calendar day for failure to meet the initial completion date and $2,700 per calendar day for the final completion date. The contract requires extensive coordination with utilities including Clean Water Services and Tualatin Valley Water District, submission of detailed construction schedules and traffic control plans, mandatory preconstruction conferences, comprehensive erosion and sediment control measures, and a two-year landscape establishment period for all plantings. Performance and Payment Bonds are required, along with comprehensive insurance coverage with specific limits and additional insured endorsements naming Washington County, the City of Hillsboro, Clean Water Services, and Tualatin Valley Water District. Material testing, vibration monitoring during pile driving, fiber optic communications system installation, traffic signal modifications, and extensive water quality and environmental compliance requirements are integral to project completion.
