Summary: NW Walker Road Construction Project - Bid Documents

This bid document package comprises the Special Provisions and project specifications for Washington County, Oregon's Department of Land Use & Transportation (DLUT) Project 100315, a comprehensive roadway improvement initiative on NW Walker Road between NW 185th and NW 173rd Avenues. The scope of work includes constructing a 5-lane roadway section with curbs, sidewalks, and illumination; widening and improving intersections; constructing retaining walls and sound walls; installing a piped stormwater conveyance system with water quality treatment and detention facilities; implementing signing, striping, illumination, and traffic signals; constructing waterlines for the City of Beaverton and Tualatin Valley Water District; and performing additional incidental work as specified. The bid documents contain 224 total line items organized across three schedules: Schedule A (primary roadwork with 168 items), Schedule B (City of Beaverton waterline with 44 items), and Schedule C (Tualatin Valley Water District waterline with 8 items). Questions must be submitted in writing through the County's OpenGov Procurement Portal by March 20, 2026, at 5:00 p.m., with electronic bids due March 25, 2026, at 1:00 p.m. A mandatory preconstruction conference must be held within 15 calendar days of the Notice to Proceed. Project completion deadlines include in-water work completion by September 30, 2026, and all remaining work except plant establishment by June 30, 2028, with liquidated damages of $800 per calendar day for the first deadline and $2,700 per calendar day for the second deadline.

Bidders must be prequalified by the Oregon Department of Transportation, licensed by the Oregon Construction Contractor's Board, and Oregon residents as defined in ORS 279C.365. A bid guaranty equal to ten percent of the total bid amount is required, with bids remaining firm for thirty calendar days following bid opening. The project is partially funded through federal WIFIA (Water Infrastructure Finance and Innovation Act) funds and is subject to both Oregon Bureau of Labor and Industries and Davis-Bacon prevailing wage determinations as of January 5, 2026. Contractors must maintain workers' compensation and employer's liability insurance with minimum combined single limits of $2,000,000 per occurrence and $5,000,000 annual aggregate, with additional insured requirements extending to the City of Beaverton, Clean Water Services, Tualatin Valley Water District, and Tualatin Hills Parks and Recreation District. The contract includes two multiple liquidated damage provisions: $800 per calendar day for failure to complete in-water work by September 30, 2026; $2,700 per calendar day for failure to complete all work by June 30, 2028; and additional penalties of $500 per 10 minutes for lane closure violations beyond specified limits, $500 per 10 minutes for traffic delays exceeding 10 minutes, $500 per 30 minutes for limited duration road closure violations, and $2,000 per calendar day for road closure violations. Utility coordination is required with Northwest Natural Gas, Portland General Electric, Comcast, Lumen, Verizon, Ziply, and Tualatin Valley Water District, with anticipated relocation durations ranging from two weeks to six months. The estimated project cost range is $10,000,000 to $30,000,000, with the contract awarded to the lowest acceptable bidder and a one-year warranty period required for all work performed.
