About this file

This document consists of comprehensive waterline construction plans prepared for the Tualatin Valley Water District (TVWD) by 3J Consulting, Inc., in coordination with the City of Beaverton, Clean Water Services, and NW Natural. The project involves the replacement and installation of water infrastructure along NW Walker Road from NW 185th Avenue to NW 173rd Avenue in Washington County, Oregon, as part of a broader roadway widening initiative (Project 100315) with an estimated cost range of $10,000,000 to $30,000,000. The waterline work includes the installation of approximately 1,237 linear feet of 12-inch ductile iron pipe and related 8-inch ductile iron segments, along with associated fittings, valves, blowoffs, and straddle blocks. The plans detail multiple construction sections with specific notations for pipe sizing, station locations, connections to existing infrastructure, and abandonment requirements for portions of existing waterlines. All construction must comply with TVWD Standards and Details and the 2021 Oregon Standard Specifications for Construction, with the contractor required to provide at least five working days' notice before beginning waterline construction and coordinate service disruptions with at least two weeks' prior notice to affected water users.

The specifications mandate that all water main pipe shall be Class 52 ductile iron with cement mortar lining, zinc coating, and asphalt seal coating, with all materials required to be new and domestically manufactured, supported by documentation of United States origin. Hydrostatic testing at 150 PSI for 60 minutes must be observed and approved by TVWD, with allowable leakage conforming to TVWD standards, and all lines must be flushed and disinfected in accordance with Oregon Health Authority guidelines and AWWA C651 standards prior to service placement. The contractor is responsible for all surveying, alignment staking, and grade maintenance, with pipe deflection not exceeding 50 percent of manufacturer recommendations, and buried pipe requires 8-mil polyethylene wrap encasement. Additional requirements include tracer wire installation on all pipe 12 inches or larger and any pipe deeper than 5 feet, coordination with utility locators to identify and protect existing underground infrastructure, and compliance with Oregon Utility Notification Center regulations. The project engineer is identified as Brian Michael O'Rourke, PE (License 94142, expires 12/31/26), with the land surveyor being Paul Kohn, PLS, from PACE Engineers, Inc.

14. Upon completion of installation of the water system, and before placing into service, all lines shall be flushed and disinfected in accordance with the Oregon Health Authority guidelines. Disinfection shall conform with AWWA C651. Two consecutive sets of bacteriological samples, taken at least 24 hours apart, shall be collected from the new pipeline.

15. The contractor shall dispose of the water in an approved manner. Contractor to submit a water draining plan to the owner. Highly chlorinated water used for disinfection shall not be discharged into the municipal storm sewer or surface waters. Do not allow disinfection water to flow into a waterway without adequate dilution or other satisfactory methods of reducing chlorine residuals to a safe level as mandated by DEQ. Applicable federal, state, and local regulations concerning discharge shall be followed, including Clean Water Surfaces discharge permit requirements.

16. There may be short sections of the pipeline that connect to the existing system that are difficult to chlorinate. The owner's representative and the contractor shall identify these short sections of pipeline and an alternative method of disinfection employed. Application of 300mg/l chlorine solution shall be swabbed on all pipe surfaces contacting water. The chlorine solution shall remain three hours before flushing.

17. Contractor shall protect water pipe ends from damage from mishandling, contaminated water, and debris at all times. When pipe laying is not in progress, the open ends of the pipe shall be closed by a watertight pipe cap, plug, or approved equal means.

18. The contractor shall be responsible for setting and maintaining all alignment stakes, slope stakes, and grades necessary for the construction of the water mains. Except for the survey control data furnished by the owner, calculations, surveying, and measuring required for setting and maintaining the necessary lines and grades shall be the contractor's responsibility.

19. Any alteration or variance from these plans, except minor field adjustments needed to meet existing field conditions, shall first be submitted to the owner and engineer in writing for approval prior to implementation.
