About this file
This is a Bid Guaranty Form prepared by Washington County, Oregon for Project 100315, a comprehensive roadway improvement initiative on NW Walker Road between NW 185th Avenue and NW 173rd Avenue. The form establishes the bonding requirements for contractors submitting competitive bids for this project, which involves constructing a 5-lane roadway section with curbs, sidewalks, illumination, intersection improvements, retaining walls, sound walls, stormwater conveyance systems with water quality treatment and detention facilities, signing and striping, traffic signals, and waterline construction. The project comprises 224 line items organized across three schedules: Schedule A covering primary roadwork with 168 items, Schedule B addressing City of Beaverton waterline with 44 items, and Schedule C covering Tualatin Valley Water District waterline with 8 items. Electronic bid submissions were due March 25, 2026, at 1:00 p.m., with a question submission deadline of March 20, 2026, at 5:00 p.m. The bid guaranty requirement equals ten percent of the total bid amount, and all bids remain firm for thirty calendar days following bid opening.
The project is estimated to cost between $10,000,000 and $30,000,000 and will be awarded to the lowest acceptable bidder. Bidders must be prequalified by the Oregon Department of Transportation, licensed by the Oregon Construction Contractor's Board, and classified as Oregon residents under ORS 279C.365. Project completion deadlines include in-water work completion by September 30, 2026, and all remaining work except plant establishment by June 30, 2028, with liquidated damages of $800 per calendar day for the first deadline and $2,700 per calendar day for the second deadline. The project is partially funded through federal WIFIA funds and is subject to prevailing wage requirements, Clean Air Construction compliance, and Davis-Bacon wage determinations. Contractors must maintain workers' compensation and employer's liability insurance with minimum combined single limits of $2,000,000 per occurrence and $5,000,000 annual aggregate. The contract includes a one-year warranty period for all work performed, and contractors must submit First-Tier Subcontractors Disclosure Forms within two work hours after the bid deadline through the OpenGov Procurement system.
