About this file

This is a Pricing and Delivery Schedule form from the University of Texas Health Science Center at San Antonio (UTHSA) Department of Purchasing for RFP 745-26-P07, which seeks proposals for Electronic Payment Services for Patient Billing. The solicitation requires vendors to provide secure, reliable, and scalable electronic payment solutions supporting multiple payment channels including web, mobile, automated voice response (IVR), and in-person transactions, with seamless integration into Epic MyChart, automated payment posting capabilities, and daily reconciliation functionality. The contract will have an initial term of up to three years with the option for up to two additional renewal terms of one year each. No specific volume, minimum, or maximum amount of services is guaranteed under this RFP or resulting contract.

Pricing must be submitted on a firm, hourly rate basis for all team members associated with the account, with rates remaining fixed throughout the initial term and any renewal periods and inclusive of all labor, equipment, materials, fees, overhead, profit, insurance, licenses, and incidentals necessary to fulfill the scope of work. Reimbursable expenses, including meals, ground transportation, coach airfare, and lodging, will be reimbursed without markup and subject to the current Texas Comptroller of Public Accounts Travel Reimbursement Rates, with a mutually agreed maximum expense cap. Vendors must describe available discounts and provide a detailed implementation schedule from contract award through completion. UTHSA operates under the Texas Prompt Payment Act with standard payment terms of net 30 days and accepts electronic funds transfer through automated clearing house (ACH) or single-use account (SUA) card payments, with invoices submitted electronically to AP-einvoice@uthscsa.edu and referencing a valid purchase order.
