About this file

This is an exhibit document from a Request for Proposals (RFP) issued by Charlotte Water for boiler, gas system, and preventative maintenance and repair services at water treatment plants and wastewater treatment plants throughout Mecklenburg County, North Carolina. The document outlines a comprehensive preventative maintenance checklist and frequency schedule for hot water boilers and sludge heaters across multiple facility locations. The scope of work includes annual preventative service visits, which encompass opening and cleaning both waterside and fireside surfaces, inspecting for cracking and corrosion, reconditioning safety valves, checking combustion efficiency on multiple fuel types, and verifying compliance with North Carolina Department of Labor annual inspection requirements. For locations other than McAlpine Creek WWTP, quarterly preventative service visits are required, while McAlpine Creek WWTP requires semi-annual visits, with the annual preventative service replacing one quarterly and one semi-annual visit. Each quarterly or semi-annual visit requires documentation of operating parameters including pressure, temperature, amperage draws, and combustion analysis results before and after adjustments.

The preventative maintenance checklist specifies detailed inspection and testing requirements including water level checks, auxiliary equipment verification, low water cutoff testing, gauge glass cleaning, flame electrode inspection, door bolt tightness, motor operation checks, condensate tank and piping inspections, fuel valve verification, control and interlock testing, and general equipment condition assessment for leaks and unusual conditions. At McAlpine Creek WWTP specifically, additional preventative maintenance is required on hot water expansion tanks and air separators, with all work guided by the plant equipment operation and maintenance manuals and manufacturer specifications. All preventative maintenance visits require submission of written reports documenting services performed and test results, including combustion efficiency data measured in CO2, O2, CO percentages, and stack temperature readings. The document indicates that quarterly service is included as part of the annual preventative maintenance scope.

FY26-RFP-29

Boiler, Gas System, and Preventative Maintenance and Repair Services

Exhibit B, Preventative Maintenance Checklist and Frequency

NOTE: *** All work to be performed on both the Hot Water Boilers and Sludge Heaters unless otherwise noted***

ANNUALLY: Preventive Service Hot Water Boiler and Sludge Heater

☐ Check water level ☐ Open waterside & fireside of unit (Front Side Sludge Heaters)

☐ Clean fireside surfaces by brush or use a powerful vacuum cleaner and remove soot and brush soot from tubes by rodding them out ☐ Clean breeching. Inspect breeching, stack and remove any soot build up ☐ Clean waterside surfaces. Remove all hand-hole and man-way plates, inspection plugs from water column tees, crosses and float assemblies from water column. Thoroughly wash all waterside surfaces ☐ Visibly check both waterside and fireside for cracking, pitting, corrosion, erosion and scale ☐ Inspect tube sheet for evidence of leaking ☐ Repair minor cracks in refractory / burner throat wash and coat if needed ☐ Check flame ignition electrode and flame sensor / photocell and clean ☐ Install new gaskets and seal on Waterside and Fireside

☐ (***Boilers Only) Check oil storage tanks for sludge, water accumulation and level ☐ Check feed and blow-off connections ☐ Check fluid levels on all hydraulic valves; take positive corrective action if any leakage is apparent ☐ Check gauge glass for possible replacement ☐ Remove and recondition safety valves ☐ (***Boilers Only) Check condition and operation of fuel oil pump and compressor and compressor oil level ☐ Check amperage draw on blower motor, feed/recirculating water and (***Boilers Only) oil pump motor ☐ Empty and clean condensate receivers including all gas line drops (DO NOT INCLUDE FOR MCALPINE CREEK

WWTP)

☐ Check all electrical terminals for tightness ☐ Check linkages; ensure the linkage ball connectors have not worn out ☐ Check coupling alignment on methane gas compressors ☐ Check combustion efficiency on both fuels (***Boilers Only – Methane / Fuel Oil, Natural Gas) (***Sludge Heaters Only – Methane / Natural Gas) and adjust air/fuel ratio controls for optimum efficiency - MUST DOCUMENT THE

BEFORE AND AFTER RESULTS FOR MCALPINE CREEK WWTP

☐ Fill and perform Factory Mutual Insurance checks ☐ Meet with WTP and Inspector representatives and/or WWTP representatives ☐ Include quarterly service ☐ Submit written report of services performed ☐ At McAlpine Creek WWTP: Perform preventative maintenance on an annual basis using this checklist as a guide where applicable but use Exhibit B, Equipment Listing and plant equipment O&M manual to determine additional PM requirements per the manufacturer.

☐ Verify annual inspection has been performed North Carolina Department of Labor (NC DOL).
