SECTION 1

GENERAL

1.1 DESCRIPTION OF SERVICES. This contract is to obtain unarmed guard services in and around 8 buildings on at 22 acre site at U.S. Forest Service, Forest Products Laboratory, Madison Wisconsin during non-business hours. The Contractor shall provide all personnel, equipment, transportation and supplies, except as identified herein as Government-furnished, to provide unarmed security guard services specified by this performance work statement (PWS) and any attachments.

AUTHORITY AND JURISDICTION

1.2. Authority of Contractor personnel to detain and/or make arrests shall be that of private citizens as defined by the laws of Wisconsin and each member of the guard force shall be under a duty by virtue of his/her employment under this contract to exercise that authority in the manner directed by this contract, including the PWS.

1.3 PERFORMANCE WORK STATEMENT (PWS) The Contractor shall maintain a current copy of the PWS at the Government's guard station. A detailed review of the PWS shall be provided as part of each employee's initial training, and each time the PWS is modified. No employee shall be assigned to duty unless he/she is thoroughly knowledgeable of and understands the PWS.

1.4 CHANGES/AMENDMENTS TO PWS. The Contracting Officer (CO) or Contracting Officers Representative (COR) may issue necessary changes and amendments to the PWS to meet changing conditions and new operational requirements. Changes shall be implemented by the Contractor at no additional cost to the US government provided such changes do not constitute an increase in the Contractor's manpower workload or require additional training/qualifications or equipment not already required by this contract. The CO or COR will obtained the contractor’s acknowledgement of receipt of these changes. If the contractor feels that any PWS or other changes result in any costs changes, he or she needs to advise the CO within 5 works days of receipt. No contract modification will be made when changes are made to the PWS.

1.5 CONTRACTOR REPRESENTATIVE. The Contractor shall provide an individual to serve as Contractor representative for this contract. The Contractor representative shall be responsible for the overall management and have full authority to act for the Contractor on all matters relating to this contract. The contractor representative must be designated in writing.

1.6 SUPERVISOR. The Contractor shall, in accordance with this contract and the PWS, ensure that an adequate number of supervisory personnel are available during contract work performance. The supervisor does not have to be physically present on-site but must maintain telephone or radio communications with the security guard(s) and be capable of responding to guard posts within one (1) hour from receipt of an emergency call. The supervisor should have at least one (1) year of supervisory experience and three (3) years of security guard experience. The supervisor or other individual as designated shall maintain periodic contact (hourly) with the guard throughout the shift to verify the safety and health of the guard on duty. The quality control plan shall address the guard’s safety checks.

1.7 QUALITY CONTROL

1.7.1 The contractor shall develop and maintain a quality program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor shall designate in writing the quality control monitor. The quality control monitor can also serve in the capacity of supervisor. As a minimum the contractor shall develop quality control procedures addressing the areas as identified.

1.7.2 A description of the type, level and frequency of inspections performed by the contractors Quality Control Monitor. The Quality Control plan needs to address how the contractor will ensure compliance of:

equipment, uniform and appearance; attendance, sign-in/sign-out procedures; knowledge of standard procedures, possession of required permits and certifications, background checks, drug testing, guard safety, and overall performance. The contractor shall submit the plan no later than 10 days after contract award for review and approval

1.7.3 Quality Control Inspection Reports shall remain on file at the Governments facility. The Contractor shall make these reports available to the CO or COR upon request.

1.7.4 If the contractors performance indicates that the contractor must take additional quality control measures the COR and the contractor will meet to discuss the contractor’s performance, Quality Control Plan, and any other area of concern. The CO or COR may request that the contractor take additional steps to improve both overall performance and adherence to their Quality Control Plan.

1.8 QUALITY ASSURANCE

1.8.1 The Government will use all methods deemed necessary to ensure that the contractor’s employees are in a constant state of awareness and readiness and comply with the PWS. These methods may include periodic inspections by the COR or an appointed Contract Inspector, computer database information regarding security guard patrols, customer complaint, surveys of the building tenants regarding the guards’ performance including the guards’ professionalism, courtesy, and knowledge of their assigned duties.

1.8.2 The government may inspect each task as completed or increase the number of quality assurance inspections if deemed appropriate because of repeated failures discovered during quality assurance inspections or because of repeated customer complaints. Likewise, the government may decrease the number of quality assurance inspections if performance dictates.

1.8.3 The government shall also receive and investigate complaints from various customers located within the laboratory. The COR shall be responsible for initially validating customer complaints. However, the contracting officer shall make final determination of the validity of customer complaint(s) in cases of disagreement between the contractor and the customer(s).

1.8.4 In the event that a serious breach of assigned duties or contract objectives by the contractors employee(s) is identified during a quality assurance inspection, the COR or CO shall immediately contact the contractor to discuss the Governments findings and the steps the contractor will take to correct the problem(s).

1.8.5 Any inspections will be documented on a locally produced worksheet. The contractor will be required to correct any discrepancies (if possible), sign the inspection worksheet annotating the corrective action taken, and return the worksheet to the COR within 24 hours of being notified of the discrepancy. The COR will maintain the original worksheet and will provide the contractor with a copy.

1.9 PROGRESS MEETINGS. The Contractor(s) shall be available to meet with the CO, COR and/or Inspector at the work site if deemed necessary. Meetings will be scheduled by the CO with timely notification to the Contractor(s). At the progress meetings, the Contractor(s) shall provide oral reports regarding performance on the contract. Any problems encountered on the work site along with possible solutions will be discussed.

1.10 LICENSING AND REQUIREMENTS. Prior to starting work on this contract, the Contractor shall furnish Contracting Officer with the following:

1.10.1 The contractor is licensed to do business in the State of Wisconsin according to Wisconsin Department of Regulation and Licensing, Section 440.26 (5), Wisconsin Statutes.

1.10.2 The Contractor must furnish copies of the Application for Watchman and Guard Permit, the approved Guard Permit issued to all Guards by the City of Madison Police Department.

1.11 PERSONNEL QUALIFICATIONS. The Contractor shall manage the total work effort associated with the guard services required herein to assure fully adequate and timely completion of these services. Included in this function will be a full range of management duties including, but not limited to, planning, scheduling, establishing and maintaining records, and quality control. The Contractor shall provide an adequate staff of personnel with the necessary management expertise to assure the safe performance of the work in accordance with sound and efficient management practices.

1.12 BACKGROUND CHECKS.

1.12.1 The Contractor shall conduct background checks at the start of the contract award (Prior to contract start date) and then every twelve months thereafter for the remaining life of the contract. Any new hire shall also receive an initial Background Check and every twelve months thereafter.

1.12.2 The Contractor shall provide us with their policy for what is included in a background check and the basis for hiring employees based on background checks and the companies’ policy for dealing with the employee when an incident shows up on a background check after an employee is already employed.

1.13 RANDOM DRUG TESTING

1.13.1 The Contractor shall conduct drug testing at the start of the contract for all contract employees.

Random testing shall take place there after, and whenever there are incidents/conduct that are brought to the companies’ attention for a particular individual and may warrant a drug test. Any new hires, after the contract award will also receive an initial Drug Test.

1.13.2 The Contractor shall provide their policy for drug and background testing and their policy for dealing with the employee when a negative account shows up on a background check or when a positive test shows up on a drug test after an employee is already employed.

1.14 TRAINING All guard force personnel shall be trained as required by the state of Wisconsin, the applicable county and city. Any assigned guard personnel should have at least one (1) year of security guard experience.

1.15 CERTIFICATION. Prior to starting work on this contract, a Guard shall be certified (certificates to be furnished) and or trained in the following areas of safety:

Cardiopulmonary resuscitation & AED Basic First aid Fire Extinguisher training Sexual Harassment training

1.16 INDOCTRINATION TRAINING. All new guard force personnel shall have 40 hours of on site guard orientation. They must be thoroughly familiar with instructions and responsibilities in the PWS and should have instruction in the laboratory and equipment functions before working alone. Initial training shall be completed prior to Contract start up. This training will be conducted during the phase-in portion of the contract if necessary. The Contractor shall be responsible for training all additional and replacement guard force personnel.

1.17 LACK OF TRAINING. If the Contracting Officer determines that Contractor employees do not, in fact, possess required training and qualifications; or, if employees fail to successfully complete any required sustainment training, annual requalification, and annual training, the Contracting Officer will direct the Contractor to immediately remove such employees from duty and provide qualified replacements at no additional cost to the Government. If the Contractor fails to provide such replacements, the Government may exercise one of its options under FAR 52.246-4, Inspection of Services clause or may exercise other options available through other provisions of the contract.

1.18 MEDICAL REQUIREMENTS. All Contractor personnel under this contract shall be physically and mentally able to perform their assigned duties. They shall be in good physical and mental health and free of any physical and mental disabilities that would prevent them from performing their duties. Every employee is required to have a physical every two years. The results of the physical exam shall be made available to CO upon request if deemed necessary.

1.19 PHYSICAL REQUIREMENT. Security guards must possess physical dexterity and stamina to ensure accomplishment of assigned missions. This includes walking guard under all types of weather and terrain conditions, pursuing intruders over rough and hazardous terrain and around structures or over low obstacles, searching vehicles, and initiating immediate actions in emergency situations, such as fire, theft, accidents, sabotage, explosions, and natural disaster.

1.20 LIST OF EMPLOYEES. The Contractor shall furnish the COR a roster with the names of all contract employees at the pre-performance conference. The roster shall include the date or prospective date of the employee's entry into employment, the employee's position, qualifications of each employee (training received, etc.), and physical exam verification. The list shall be updated whenever a new employee is hired.

1.21 STANDARDS OF CONDUCT. The Contractor shall maintain satisfactory standards of employee competency, conduct, appearance, and integrity, and for taking such disciplinary action against his/her employees as may be necessary. Each Contractor employee is expected to adhere to standards of conduct that reflect credit on themselves, their employer, the U. S. Department of Agriculture, Forest Service and the Federal Government. The Government reserves the right to direct the Contractor to remove an employee from the work site for failure to comply with the standards of conduct. The Contractor shall initiate immediate action to replace such an employee to maintain continuity of services at no additional cost to the Government.

1.21.1 Appearance. The Government requires a favorable image and considers it to be a major asset of a protective force. The employee's appearance, attitude, courtesy, and job knowledge are influential in creating a favorable image.

1.21.2 Neglect of duties shall not be condoned. This includes sleeping on duty, unreasonable delays or failures to carry out assigned tasks, missing guard tour because of weather conditions, conducting personal affairs during duty hours, and refusing to render assistance or cooperate in upholding the integrity of the work site security.

1.21.3 Disorderly conduct, use of abusive or offensive language, quarreling, intimidation by words, actions, or fighting shall not be condoned. Also included is participation in disruptive activities which interfere with normal and efficient Government operations.

1.21.4 Intoxicants. The Contractor shall not allow any employee (while on duty) to possess, sell, consume, or be under the influence of intoxicants, drugs, or substances which produce similar effects.

1.21.5 Criminal actions. Contractor employees may be subject to criminal actions as allowed by law in certain circumstances. These include, but are not limited to, the following:

1.21.6 Falsification or unlawful concealment, removal, mutilation, or destruction of any official documents or records or concealment of material facts by willful omission from official documents or records.

1.21.7 Unauthorized use of Government property, theft, vandalism, or immoral conduct.

1.21.8 Unethical or improper use of official authority or credentials.

1.21.9 Security violations.

1.22 UNIFORMS. All guard force personnel shall wear a complete standard uniform at all times when on duty. The appearance of uniforms shall be maintained so that all items fit well and are clean, neat, and well pressed; and so that the uniform otherwise presents a favorable public image. The uniform's color(s) shall be the same as that in general use by large guard or police organizations in the United States. All employees shall wear the same color and style of uniform. An appropriately lettered breast or arm badge and nametag shall be worn prominently. Shoulder patches with Contractor identification shall be worn on the uniform's shoulder. The Contractor as allowed in the attached Department of Labor Service Contract Labor Wage Determination shall pay cleaning, pressing, and repair costs. The Contractor shall issue each employee a uniform.

1.23 COMMUNICATIONS. The Contractor shall furnish a cellular phone with a published number so that Government and emergency personnel may contact each employee on duty at any time. The Government shall provide guard force personnel with a hand held radio that is to be carried by all guard force personnel on duty so that they may be contacted and interact with laboratory facility personnel while they are on site.

1.24 COMMUNITY RELATIONS. The conduct of the guards while on duty must be beyond reproach.

Guards shall conduct themselves in a manner reflecting highest credit to the force. Guards shall treat all persons with courtesy and respect, constantly striving to win the good will of the community by demonstrating impartial enforcement of regulations. Professional presentation, courtesy, tact, diplomacy and self-control shall be maintained even when firmness is necessary in the performance of duties. Guard personnel shall discourage loitering, which can interfere with the proper performance of duty.

1.25 DISTRACTIONS FROM DUTY. Security guards shall not be allowed to have commercial reading materials, computer games, or television sets, while on duty. Nor shall they be allowed to have non-work-related visitors.

1.26 KEY/COMBINATION CONTROL. The Contractor shall receive, secure, issue, and account for all keys or combinations issued for access to buildings, offices, equipment, gates, etc. for the purposes of this contract. Prior to starting work, the Contractor shall sign a receipt for all keys/combinations. The Contractor shall maintain records, to be made available to the Government Representative upon request, that show how many keys are in existence, in whose possession they are, and who has knowledge of and/or access to combinations. Keys shall not be duplicated or leave the premises after shift

1.27 PERSONNEL CLEARENCE REQUIREMENTS. All Contractor employees assigned to perform guard services under this contract must have had a prior background check no more than one (1) year prior to starting work at the laboratory. This information shall be kept on file and be made available if requested.

The contractor shall update these files on a regular basis.

1.28 FEDERAL HOLIDAYS: The following federal holidays are recognized by the Federal Government and need full a full day’s shift for Guard staff:

1.29 SHIFT LENGTH. The Contractor will not have personnel work longer than a twelve (12) hour shift unless approved by the COR or Contracting Officer in emergency situations. No guard work week shall exceed 60 hours.

1.30 PHASE-IN PLAN/ Period.

1.30.1 The Contractor shall be responsible for developing a "phase-in transition plan", and performing phase-in transition duties prior to the contract start date. The phase-in transition plan must be a mutually agreeable plan to be coordinated with the present Contractor operations. The phase-in transition plan must be submitted to the Contracting Officer for approval at least thirty (30) calendar days prior to the contract start date and shall address required licenses and permits, staffing, equipment, and training. The phase-in transition period shall not be less than fifteen (15) calendar days prior to the contract start date. During this period, the Contractor shall recruit, hire and train personnel in order to provide for 100% operational capability on the contract start date.

1.30.2 During the phase-in transition period, the Contractor shall have access to the building(s) and areas covered by this contract, plus access to FPL personnel or present Contractor personnel. This access to the present personnel shall only be limited by the need to continue to provide a full level of security guard operations

1.30.3 The Contractor will be allowed to observe all operations and will have total access to available technical data/manuals. FPL personnel or the present Contractor will provide building orientation, discuss operating requirements, and provide associated operational documents.

1.30.4 All new guard force personnel shall be thoroughly familiar with instructions and responsibilities in the PWS and should have instruction in the following subject areas before working alone. Initial training shall be completed prior to Contract start up. The Contractor shall be responsible for training all additional and replacement guard force personnel.

d. Emergency medical and fire assistance

e. Employee public relations

f. Role of local and University of Wisconsin police

g. Search and seizure authority

1.30.5 The contractor shall provide adequate supervision of employees at all times that a post is manned.

The supervisor shall ensure that each post is manned as required, that employees are properly uniformed and present a neat appearance, and that each employee is familiar with their post and duties. Such supervision shall include an informal guard post/briefing at the start of each shift during which relief personnel shall be assembled for inspection, announcements, and a general transfer of information from one shift's personnel to the next. This is in addition to the time required for posting and relief of personnel.

a. The Contractor's supervisory personnel in charge of work under this contract shall be available at all times to receive and implement orders or special instructions from the Contracting Officer or Contracting Officers Representative concerning matters which affect the operation, protection and/or security of assigned areas.

b. The Contractor shall arrange for continuous supervisory observation and evaluation of all guard force personnel and take appropriate corrective measures for all indications of emotional instability noted in the course of performing assigned guard services duties.

Section 2

WORK REQUIREMENTS

2.1 Entry/Exit Control. The Contractor shall deter unauthorized personnel, property, or vehicles from entering into the area(s) defined in the PWS. The Contractor is authorized to sign for and accept registered/certified mail and package deliveries for the Government. The following post shall be controlled as indicated below. During the time period the post is not manned, the post shall be considered part of the perimeter and controlled by the roving patrol.

a. Additional Duty Hours. As needed, on a temporary basis, it may be necessary for Contractor’s employee(s) to work additional hour(s) of duty to provide coverage on days that Forest Products Laboratory is closed by administrative order, (e.g. severe weather conditions or other reasons), this coverage shall be estimated at 40 hours per year.

2.2 Authorized Personnel or Vehicles shall be allowed entry.

2.3 Authorized Visitors and Employees. The Contractor shall comply with the PSW regarding

Government employees, visitors, Contractors, vendors, and others. The Contractor shall courteously and promptly assist authorized visitors, and record all required information. Contractor employees shall provide clear directions to visitors upon request. Visitors shall either be denied access or be escorted by Government personnel while on the premises.

2.4 Lost and Found Items. Contractor shall maintain a list of lost items, accept found items, and secure them until they can be transferred to the Contracting Officer. The Contractor shall be fully responsible for items in his/her possession.

2.5 Inbound Traffic. All gates and doors shall be closed to unauthorized inbound traffic and locked, and an "all secure" report made in accordance with the specific procedures contained in the PSW each evening.

2.6 Exit Control. All gates and doors shall be closed to unauthorized outbound traffic and locked. An

"all secure" report made in accordance with the specific procedures contained in the PWS each evening. The Contractor shall comply with the PWS regarding persons removing property from the premises.

2.7 On-site Registry/Events Log. The Contractor is responsible for enforcing and keeping all records current. The Contractor shall keep a daily current shift record of all disturbances, emergencies, power or equipment failure, as well as unusual events. This registry shall be available to the COR at all times for reference

2.8 Roving Patrol/Key Locations. The Contractor shall provide personnel for a roving patrol which will follow specified routes with a patrol clock, key locations specified by the contractor. Key locations shall be submitted to the COR approval. These key locations shall be points where it best suited for roving patrols to cover all the routes within and outside of buildings as well as all equipment needing to be monitored. All roving patrol guards shall be equipped with communications equipment as specified in the "COMMUNICATIONS" clause 1.23, and be capable of making contact with the Contractor's base station and/or Government personnel. The patrol will spend an estimated 45 minutes each hour on roving patrol. No price adjustments will be made to the contract for patrol clock key locations added or deleted unless the changes made are equal to a 25% increase or decrease of duties.

a. General. The roving foot patrol function. Roving patrol shall be continuously on the alert for any occurrence by close and detailed observation of buildings, machinery, vehicles, equipment, recording charts and gages, monitor ongoing research experiments and personnel. A list of operating equipment can be found in Attachment 2. Unsafe or potentially unsafe conditions, procedures, or activities shall be identified and promptly corrected, if possible. Alternatively, the Contractor shall restrict admission to an unsafe area to minimize the risk and notify the proper authority, the Contractor shall summon appropriate response forces and then notify Government personnel as prescribed by the Attachment 2; assist in minimizing the effects thereof; and assist in restoring an area to a safe condition as soon as possible.

b. Perimeter. While on roving patrol, a check shall be made of the entire campus perimeter to detect unauthorized entry (attempted or actual).

c. Building/Equipment Checks. Security checks shall be made every 45 minutes of every hour using Patrol Clocks, access cards, keys or other watchman reporting system, of all buildings and equipment identified in the PWS. While such checks are primarily to detect unsecured facilities, the patrol shall also immediately report fire, flooding, or other condition that could result in damage to buildings/equipment or injuries to personnel. Such checks shall specifically include chemical storage area, general storage areas, laboratories pilot plant and other areas specifically identified in the PWS. Additional locations may be added by the Government, there will be no contract price adjustments made unless the changes are equal to a 25% increase or decrease of monitoring duties. The patrol guard shall also turn off unnecessary lights and appliances and close windows/doors to conserve energy. The Contractor's employees shall not disturb papers on desks, open desk drawers or cabinets, erase blackboards, or use Government equipment except as authorized.

2.9. Additional Duties. Contractor shall shovel snow from the upper front steps to building 01 and the entry to building 33 and apply ice melt/salt if needed. Snow shoveling shall be done when the contractor has returned from patrol duties.

2.10. Execute Colors. The Contractor shall raise and lower the United States Flag (and other flags as authorized) at the front of Forrest Products Laboratory’s building 1 at sunrise and lowered at sunset seven days a week. No deviations are permitted unless authorized.

2.11. Patrol Deviations. Except for the conditions described in the PWS emergency or otherwise, the

Contractor shall not divert from roving patrol and their prescribed schedules. All diversions shall be recorded in the Guard Log. In instances where verbal deviation approval is given by the Contracting Officer Representative, all pertinent facts concerning the deviation shall be recorded in the Guard Log. Diversions resulting from emergency conditions described in the PWS shall be reported to the Contracting Officers Representative by the next business day of the diversion in an incident report.

2.12. Escort Services. The Contractor shall provide escort services after regular business hours when requested, and for the movement of valuables, and deliveries. All instances shall be recorded as requested and emergency described in the PWS for visitors, personnel, other in the Guard Log.

2.13. Miscellaneous Services.

a. Monitoring of Alarm Systems. The alarm systems(s) listed in Attachment 2 shall be monitored by the Contractor continuously during scheduled duty the contractor shall be capable of communicating with the appropriate authorities (fire department, etc.) may be contacted within a timely manner as specified in the PWS Guards must arrive at the alarm site as soon as possible. The Government reserves the right to test the Contractor's response to alarms, not more than once a month during the term of the contract without prior notice.

b. Gate/Building Unlock and Lockup. The Contractor shall open and close gates, buildings, and doors within 10 minutes of the scheduled time as specified in the PWS. There will be no price adjustments made to the contract for additions or deletions to lock and unlock points unless the total change is equal to 25% of the lock and unlock duties. Locked gates or buildings must be opened within 10 minutes response to an authorized request at any time.

The Contractor shall maintain a record of all nonscheduled gate/building openings.

Section 3

DEFINITIONS

3. DEFINITIONS - TECHNICAL. As used throughout this contract, the following terms shall have the meaning set forth below

3.1 Where "as shown", "as indicated", "as detailed", or words of similar import are used, it shall be understood that reference is made to this specification and any drawings which may accompany this specification, unless stated otherwise.

3.2 Where "as directed", "as required", "as permitted", "approval", "acceptance", or words of similar import are used, it shall be understood that direction, requirement, permission, approval, or acceptance of the Contracting Officer is intended unless stated otherwise.

3.3 Accepted Guard Force Personnel. Those personnel meeting all uniform, appearance, standards of conduct, security, and training requirements.

3.4 Contracting Officer (CO). The Contracting Officer is a person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings. The term includes certain authorized representatives of the Contracting Officer acting within the limits of their authority as delegated by the Contracting Officer.

3.5 Contracting Officers Representative (COR). The Contracting Officers Representative is a person with the authority to administer the contract as designated by the Contracting Officer acting within the limits. The term includes certain authorized representatives of the Contracting Officer acting within the limits of their authority as delegated by the Contracting Officer

3.6 Contractor. The term Contractor as used herein refers to both the prime Contractor and any subcontractors. The prime Contractor shall ensure that his/her subcontractors comply with the provisions of this contract.

3.7 Contractor Representative. A foreman, project manager, or superintendent assigned in accordance AGAR Clause 452.237-74 Key Personnel.

3.8 Post. A station to which guards are assigned.

3.9 Quality Assurance (QA). A method used by the Government to provide some measure of control over the quality of purchased goods and services received.

3.10 Quality Assurance Evaluator (QAE). The Government employee responsible for the daily monitoring of Contractor performance.

3.11 Quality Control (QC). A method used by the Contractor to control the quality of goods and services produced.

3.12 Regular Working Hours. The Contractors regular (normal) working hours are from 1600 - 0730 hrs., Mondays through Fridays except (a) All Federal Holidays, 0000 - 2400 hrs., (b) Saturday and Sunday, 0000

- 2400 hrs.,(c) other days specifically designated by the Contracting Officer.

3.13 Performance Work Statement (PWS). Administrative manual defining routine and standard procedures for handling situations and matters pertaining to guard service requirements

SECTION 4

GOVERNMENT FURNISHED PROPERTY

4. The following facilities and equipment will be provided for the Contractor's use during the term of the contract.

4.1 The guard post will have the following items available for use as needed:

4.2 A limited amount of parking exists for the Contractor's employees and shall be assigned at the COR’s discretion.

4.3 Janitorial service in Government furnished facilities will be provided at no cost to the Contractor and will include floor cleaning, dusting, and waste disposal. The Contractor shall schedule these cleanings with the COR and may determine the frequency of service needed. The top of desks, tables, and equipment shall be the Contractor's responsibility to keep clean and orderly.

4.4 A personal locker will be provided for each Guard.

4.5 The Government will provide the Contractor use of existing Government owned facilities, communications radio's such as desk/office space, the use of office equipment with the exception of any government owned computers and materials such as standard operating required forms. These items are as listed in and are for use only in connection with this contract. All facilities, equipment and materials will be provided in ``as is'' condition

SECTION 5

CONTRACTOR FURNISHED PROPERTY/SUPPLIES/MATERIALS/EQUIPMENT/ETC.

5. CONTRACTOR FURNISHED ITEMS. In addition to the equipment listed below, the Contractor shall provide all equipment, materials, and services to perform the requirements of this contract except items that are listed in Section 4 of the PWS.

5.1 The Contractor shall provide a Guard Electronic Monitoring System (GEMS). The GEMS shall include:

the system and reporting software; hand-held data collection devices; data points such as bar code labels, data strips, touch tags or electronic buttons; batteries or recharging stations; computer; and printer(s).

5.2 The contractor shall also provide training to the employees who will be using the system.

5.3 The contractor shall maintain, replace, and support the system to ensure continuous operation.

5.4 The contractor shall use the GEMS system for monitoring and quality control of guard services.

5.5 The contractor shall ensure that GEMS system meets the following requirements:

5.5.1 Utilizes a portable hand-held data collection device that scans designated data points, the scanner may use a variety of technologies including bar code stripes, electronic data stripes, touch tags or electronic buttons.

5.5.2 Has the ability to transfer collected data from the portable device to a computer.

5.5.3 Can create and print computer-generated reports designed to document guard activities and supervisor oversight

5.5.4 Includes an archival capability allowing access to historical information by computer.

5.5.5 The integrity of the system ensures that information, once collected cannot be altered or modified.

5.5.6 The contractor shall provide each staff member with a designated Officer Start/Stop patrol point indicator.

SECTION 6

SPECIFIC TASKS

6. GENERAL REQUIREMENTS. The Contractor shall furnish all labor, supervision, materials, equipment, transportation, and management necessary to provide guard services in accordance with the requirements specified herein.

6.1 PWS: The Contractor shall comply with the PWS, Services shall include the following:

6.2 Deter and report unauthorized personnel or vehicular entry into areas designated by the Contracting Officer or Contracting Officer's Representative.

6.3 Deter and report the damage, removal, misuse, theft, or other improper or unlawful threats to, or disposition of Government or personal property or acts of wrongful destruction within the designated area(s).

6.4 Endeavor to prevent and report emergency conditions and disturbances. In such an event, the Contractor shall summon and assist appropriate response forces and Government personnel as identified in the PWS.

6.5 Provide proper documentation and reports of all incidents and investigations.

6.6 The Guard shall secure all doors and gates in accordance with schedule.

6.7 The Guard shall ensure the flag is raised, lowered, and flown correctly. The flag shall be treated with respect and folded properly.

6.8 Receive, receipt for, and secure property as well as lost and found articles.

6.9 Receive, secure, issue, and account for all keys and access cards issued to the Contractor or placed under the Contractor's control.

6.10 The Guard shall be present for work 10 minutes prior to starting shift for an informal briefing at the start of each shift by either the previous guard or the contracting officer’s representative.

6.11 The Guard shall brief the contracting officer’s representative at the end of each second shift daily (Monday through Friday) no earlier than 0700 hours and no later than 0800 hours.

6.12 The Guard shall provide emergency assistance as required.

6.13 The Guard shall maintain all entry/exit control.

6.14 The Guard shall allow only authorized personnel or vehicles entry.

6.15 The Guard is authorized to sign for and accept registered/certified mail and package deliveries for the Government under normal security circumstances.

6.16 The Guard shall comply with the PWS regarding Government employees, visitors, contractors, vendors, and others.

The Guard shall courteously and promptly assist authorized visitors, and record all the required information. Contractor employees shall provide clear directions to all visitors. Visitors shall either be denied access or be escorted by Government personnel while on the premises.

6.17 The Guard shall deter unauthorized personnel, property, or vehicles from entering into the area(s) defined in the PWS.

6.18 All gates and doors shall be closed to unauthorized outbound traffic and locked. An "all secure" report made in accordance with the specific procedures contained in the PWS each evening. The Guard shall comply with the PWS regarding persons removing property from the premises.

6.19 GEMS CHECK POINTS. The Guard will be responsible for placing GEMS checkpoints in each facility and/or by each piece of equipment/alarm system to be monitored as indicated in the PWS, Display E.

Moreover, the contractor will be required to place GEMS checkpoints for on-going project/experiment equipment with a green card whenever there is no existing check point in the area. On-going project/experiments can go for extended periods of time, but some are for a short duration. The contractor will need to provide the COR with a schedule showing the placement of the GEMS checkpoints at least 5 days prior to the contract start date. The checkpoints placement is subject to the approval of the COR.

6.20 ROVING PATROLS. At the start of each shift, ensure that each guard received a hand-held data collection device. Each guard shall be trained in the proper use of any GEMS equipment. The Contractor shall provide a roving patrol, which will covers all GEMS checkpoints in a manner in which enables the staff to efficiently check on parameters, buildings and equipment. The contractor should vary the route as necessary to prevent a recurring pattern. The patrol will spend an estimated 45 minutes each hour on roving patrol. No price adjustments will be made to the contract for patrol GEMS checkpoints added or deleted unless the changes mandate the use of additional manpower or equipment.

6.21 ROVING PATROL FUNCTIONS. Roving patrol shall be continuously on the alert for any occurrence by close and detailed observation of buildings, machinery, vehicles, equipment, recording charts and gages, monitor ongoing research experiments and personnel, reference Display E. Unsafe or potentially unsafe conditions, procedures, or activities shall be identified and promptly corrected, if possible. Alternatively, the Contractor shall restrict admission to an unsafe area to minimize the risk and notify the proper authority, the Contractor shall summon appropriate response forces and then notify the appropriate government personnel, a list of key government personnel will be provided; assist in minimizing the effects thereof; and assist in restoring an area to a safe condition as soon as possible.

6.22 PERIMETER. While on roving patrol, a check shall be made of the entire campus perimeter to detect unauthorized entry (attempted or actual).

6.23 BUILDING/EQUIPMENT CHECKS. Security checks shall be made every 45 minutes of every hour using GEMS hand held data collection device(s), access cards, keys or other watchman reporting system, of all buildings and equipment identified in the PWS Display E. Contractor's employees shall not disturb papers on desks, open desk drawers or cabinets, erase blackboards, or use Government equipment except as authorized. While such checks are primarily to detect unsecured facilities and to monitor equipment the patrol guard shall also immediately report fire, flooding, or other conditions that could result in damage to buildings/equipment or cause injuries to personnel. Such checks shall specifically include chemical storage area, general storage areas, laboratories test floors and other areas specifically identified in the PWS. The Government may add additional locations at no additional cost to the contract unless additional equipment or manpower is mandated.

6.24 CONSERVATION. The patrol guard shall also turn off unnecessary lights and appliances and close windows/doors to conserve energy.

6.25 MONITORING OF ALARM SYSTEMS. The alarm systems(s) as listed in the PWS Display E shall be monitored by the Guard continuously during scheduled duty the contractor shall be capable of communicating with the appropriate authorities (fire department, etc.) within a timely manner as specified in the PWS Guards must arrive at the alarm site as soon as possible. The Government reserves the right to test the Contractor's response to alarms during the term of the contract without prior notice.

6.26 GATE/BUILDING UNLOCK AND LOCKUP. The Guard shall open and close gates, buildings, and doors within 15 minutes of the scheduled time as specified in the PWS, Specific Tasks 6.27. There will be no price adjustments made to the contract for additions or deletions to lock and unlock points unless there are increased manpower or equipment requirements to the contractor. The Guard shall maintain a record of all nonscheduled gate/building openings.

6.27 UNLOCK PROCEDURES. The following is the Monday through Friday doors and gates to be unlocked. The guard can start unlocking doors/gates as early as 0400 hours. All doors and gates must be open by 0600 except for the Mechanics Shops Gate which must be opened no later than 0500 hours. The following is a list of the gates and doors to be opened as well as location. During unlock any night lights turned on shall be turned off.

6.28 LOCK-UP PROCEDURES. The following are items to be done during the lock-up Monday through Friday

1700 to 1900 hours. Viable interruptions shall be recorded in guard log reports. This lock-up round and all others shall include closing of windows, turning off lights and personal appliances left on.

a. Turn on courtyard light by shipping and receiving, turn on night light in Bldg. 1, Room 47. Turn off all lights not in use. Lock 2 large shipping doors.

b. Bldg. 1 Carpenter Shop and Machine Shop, ground floor North end, check and lock break room door to hallway, 2 entrance doors to each shop and turn on 2 night lights, lock 2 Annex doors.

c. Turn on night-lights in Bldg. 29 as you check the locks 5 exit doors (also check to be sure the door in G47 is locked). On ground floor, lock 1 exit door and turn on night-light just as you enter Bldg. 33.

d. Bldg. 34 on ground floor and check and close exit door by stairs, also turn on outside light.

East stairs, locking exit doors on 2, 1 and ground floors. Lock North gate.

NOTE: CANNOT BE LOCKED BEFORE 1815.

e. Bldg. 33, first floor, check exit door by stairs and turn on outside light. 2nd floor lobby, turn on outside lights.

f. Lock top gate of North drive. Check and lock and lock entrance door and door to Paint Shop.

g. Secure all exterior doors in building 50 as well as close all exterior large roll up doors.

h. Bldg. 1, 1st floor check to make sure Library doors are locked.

i. Bldg. 1 courtyard, lock doors to Wood Identification and off Kiln Floor.

j. Highland Ave., lock Walk-in Gate and Electric Gate at 1815 p.m.

k. Lock South East walk gate.

6.29 INCREASED SURVEILLANCE. Sometimes the COR or Contracting Officer might direct the Guard to increase surveillance in a particular area or for a piece of equipment. This will be at no additional cost to the government unless there are increased manpower or equipment requirements to the contractor.

6.30 STANDARD SCHEDULE: The following post shall be controlled as indicated below. During the time period the post is not manned, the post shall be considered part of the perimeter and controlled by the roving patrol.

6.31 INTERMITTENT SCHEDULE. As needed, it may be necessary for the Guard Contractor’s employee(s) to work additional hour(s) of duty to provide coverage on days that Forest Products Laboratory is closed by administrative order, (e.g. severe weather conditions or other reasons); this coverage shall be estimated as indicated on the schedule of items.

6.32 CODE RED SCHEDULE: There is increased duty and personnel conditions. In the even that the Homeland Security Advisory System should designate the national threat level condition as Red. It will be necessary that the Guard Contractor provide immediate additional guard staff and twenty-four hour service (within 4 hours). Upon this occurrence the posts and hours of service shall be as indicated below. This coverage shall be estimated as indicated on the schedule of items.
