About this file
This document is Addendum No. 1 for a Charter Bus Services solicitation issued by Atlanta Public Schools (APS) Procurement Services on August 18, 2025, with the bid number 25-01022-B-DH. The addendum addresses vendor questions and clarifies specifications for charter bus services, with a minimum three-hour trip charge and specific requirements for trip pricing and vendor eligibility. The solicitation seeks charter bus services for transportation needs, with detailed guidelines on pricing structure, local preference qualifications, and vendor registration.
The addendum provides critical clarifications including prohibiting travel agents who do not own motor coaches from bidding, mandating use of the APS-provided pricing sheet, and establishing specific local preference criteria requiring vendors to be registered in one of five designated counties. Pricing will be based on a minimum three-hour charge, with compensation calculated for the full three hours even if the actual trip is shorter. Vendors must submit pricing on the attached Bid Price Sheet, and once registered with APS, do not need to renew vendor registration annually unless their tax ID changes. Contact for questions is Dorothy Hill at Dorothy.Hill@atlanta.k12.ga.us or 404-802-2421.

The following are questions and answers regarding the above-mentioned solicitation:
1. Question: There needs to be a revised format for the pricing structure. When requesting charter buses, please note that our pricing model differs from that of school buses—we do not use hourly rates. Instead, our system is based on either time (hours) or mileage.
The current price sheet lacks specific destinations, travel times, and details for both in-state and out-of-state trips. A generic three-hour timeframe is not sufficient, as field trips often extend beyond that—sometimes requiring an entire day or overnight travel.
To help generate more accurate estimates for costs and services, you may want to include sample trip scenarios. Providing examples with destinations, durations, and expected activities can serve as a helpful guideline.
Answer: The attached rate schedule shall govern all trip-related pricing. A minimum charge of three (3) hours shall apply to all trip requests. If the duration of any trip is less than three (3) hours, compensation shall nevertheless be calculated and payable as if the trip had lasted the full three (3) hours.
2. Question: We currently have our school rate sheet which provides an outline of hourly, mileage and out of state rates with clarification for all services, can this be submitted in lieu of your current sheet?
Answer: No, all pricing must be submitted on the attached Bid Price Sheet
3. Question: Does the Security Badges per driver need to be submitted prior to submission
Answer: No
4. Question: Please clarify when stating 3 hour minimum or Mileage Top of Form
Answer: Please refer to the response to Question 1
5. Question: I would like to know what's the process for a county to become a local preference. Our company is located in Fayetteville (Fayette County).
Answer: Your business must be registered within the five counties indicated in Section 8.0 - Local Peference, to be considered eligible for Local Preference.
6. Question: Is the district allowing travel agents that do not own or operate motor coaches to bid on this solicitation, IE US Coachways and Charterup?
Through the years we have found that these agents drive up pricing using the same carriers that have been approved on the list for the schools for their own profit. Additionally, they use companies that are not on the list that operate under the travel agents name in order to complete the trips.
Answer: No
7. Question: Do I have to renew vendor registration yearly?
Answer: No. Once you have registered with APS and received your APS Vendor ID, your registration is complete. You only need to submit a new registration if your company’s tax ID changes.
If you should have any questions regarding this addendum, please do not hesitate to contact Dorothy Hill at Dorothy.Hill@atlanta.k12.ga.us or by phone at 404-802-2421.
Sincerely, Dorothy Hill Senior Buyer, Procurement Services
