About this file

This is an Award Memo issued by the State of Utah Division of Purchasing and General Services announcing the intent to award a contract for aerial seeding services related to the Yellow Lake Fire Rehab project (AS27-102), conducted in coordination with the State of Utah Division of Wildlife Resources. The solicitation was issued as a Request for Quotes (RFQ) evaluating responsive and responsible vendors based on lowest cost pricing for aerial seeding services. Quotes were evaluated according to objective criteria outlined in the RFQ, with specifications requiring compliance and prohibiting multiple or alternate bids from individual vendors. The award notification indicates that the winning vendor's identity can be found in accompanying award documentation available on the public purchasing website. Work, material purchases, and subcontracting activities are prohibited until both the recipient and the Division of Purchasing and General Services execute a formal contract or purchase order.

The award memo establishes that receipt of the award notification does not constitute a binding contract; only an executed purchase order or signed contract between the awarded vendor and the Division of Purchasing and General Services creates a contractual obligation. Vendors are required to receive contact via phone or email regarding next steps in the process. The memo emphasizes that any protests to the award decision must be submitted in writing to the Procurement Officer within seven days of the notice issuance, clearly identifying the solicitation and detailing the nature of the protest. Any exceptions to RFQ specifications must have been protested in writing prior to the closing date. The Division of Purchasing reserves the right to solicit additional quotes through email, phone, or other methods as permitted under the Utah Procurement Code and applicable administrative rules.
