About this file
This is a Request for Proposal (RFP) issued by St. Louis Public Schools (SLPS) for roofing work at Bryan Hill Elementary School involving both PVC membrane and slate shingle replacement and repair. The project encompasses complete removal and replacement of the existing roof system on Section A (PVC) and Section E (Slate), including removal of membrane, flashings, and insulation down to the roof decking; installation of 1/2-inch wood fiber insulation; installation of 60 mil PVC single-ply roof membrane with accessories; replacement of 0.5 roof section of damaged slate shingles; replacement of three damaged clay roof caps measuring 2 feet wide by 2 feet long; replacement of 10 feet of damaged aluminum gutter downspout; and plaster and paint repair of 35 square feet of damaged ceiling in room 209A. The specification requires compliance with ASTM standards, NRCA guidelines, and SMACNA standards, with approved manufacturers including Tremco CPG Inc (basis of design), Garland, and Siplast, or comparable products approved by the owner prior to bid. Contractor qualifications require a minimum of five years' experience with a full-time on-site supervisor, and a qualified roofing inspector must be engaged to perform field inspections and testing.
The manufacturer warranty period is 20 years from date of completion for the roof system, while the installer warranty covers three years of labor and workmanship. The specification indicates that all roofing materials must be delivered in original containers, stored properly according to manufacturer instructions, and installed only under appropriate weather conditions as specified by the manufacturer. The project includes a preinstallation roofing conference with the owner, owner's insurer if applicable, testing and inspecting agency representatives, roofing installer, manufacturer's representative, and other relevant installers. An alternate scope addressing hazard mitigation opportunities is provided in Appendix J, which includes options for impact-resistant roofing systems, anchored gutter and downspout systems, moisture-resistant ceiling assemblies, structural reinforcement with hurricane straps, and protective measures including weather radios and emergency protocol integration. The district retains all copper materials recovered during the project, with Kynar-coated metal acceptable as a substitute for copper or stainless steel components.
