This Addendum No. 2 to City of Ansonia Public School District and Ansonia School Building
Commission (“SBC”) Request for Qualifications and Request for Proposals for Commissioning
Agent Services issued October 28, 2026 (“RFQ/RFP”) is being issued by the SBC to Response the following RFIs and Requests for Information (“RFIs”) received by the SBC in connection with the
RFQ/RFP, and amends and modifies the RFQ/RFP to include the following RFIs/Requests for
Information, and the SBC’s Responses, as follows:
REQUESTS FOR INFORMATION/RESPONSES
RFI #1: Please confirm which version of the CT-HPB standards is being followed. As outlined on the
CT.GOV website for HPB there are several versions of the standard made available online (2009, 2015, 2025). For instance, the CT.GOV site links the “current HPBS” to the 2015 version, but in the support section has a link to the 2009 and 2025 version. This RFP does not clarify which is being followed. Due to the difference in requirements between the 2015 & 2025 versions for Cx, please confirm which version (By date) of the CT-HPB guidelines will be followed for this project.
Response #1: The August 2009 version of the CT High-Performance Building Compliance
Manual is being followed. It can be found online on the CT Department of Energy
& Environmental Protection website.
RFI #2: Is there an HPB compliance scorecard available that shows which points the project is looking to acquire?
Response #2: A checklist/scorecard is not available for the project at this time. All mandatory commissioning requirements must be met.
RFI #3: The RFP outlines the systems to be commissioned and lists “switch gear & circuit breaker testing” It is not typical for the CxA to provide circuit breaker testing. Please confirm this will be for the CxA to review circuit breaker study, otherwise please further clarify expectations by the CxA.
Response #3: The CxA is not be required to provide circuit breaker testing. The CxA shall verify the circuit breakers are installed, tested, and performing according to the design specifications, building safety codes, and the owner’s requirements.
RFI #4: The RFP mentions Building Envelope Testing in several sections. Two sections differ with
CxA involvement. One section states that the CxA will witness envelope testing, and another section clarifies that the testing will be performed and provided by the CxA. Since it is typical that the CxA witnesses the building envelope testing provided by others, please confirm expectations for this RFP that the CxA will witness some testing and provide others.
Response #4: The CxA shall provide commissioning and testing services for the building envelope systems as detailed in Exhibit A: Scope of Services.
RFI #5: The building envelope system testing section calls out ASTM E783, ASTM E1105 for Exterior
Windows, Storefronts or Curtain Walls. The RFP requires testing three initial units representing different sizes/types and three additional units between 25% and 50% installation. Is this intended to represent six total test locations for the project, or six test locations for each distinct fenestration size/type? If the latter, please provide an estimated number of fenestration types or the total number of test locations for bidding purposes.
Response #5: The CxA shall provide the ASTM E783 and ASTM E1105 tests for (6) total locations to be selected by the architect.
RFI #6: Whole-Building Airtightness Testing ASTM E1827- Please provide the anticipated total building enclosure surface area (exterior walls, roof, and lowest floor) and the number of stories. If these values have not yet been established, can preliminary building dimensions and heights be provided for estimating purposes?
Response #6: The project is in the Design Development phase and the total building enclosure surface area is not available currently. The approximate gross building square footage is 132,457 square feet.
RFI #7: The systems to be commissioned lists Domestic Hot water, and separately lists “plumbing systems” please clarify what equipment in the plumbing systems should be commissioned outside of the Domestic HW system.
Response #7: See section 1.3.6 of Exhibit B
RFI #8: In this phase of early design, is there an HVAC equipment list to clarify the expected systems and technologies being designed to? (Will this be DOAS with VRF, or geothermal with heat pumps, chilled beams, modular chillers, etc..).
Response #8: The project team does not have an HVAC equipment list available. Exhibit F and
Exhibit G include the Educational Specifications for the Middle School and Central
Office portions of the building.
