2026 Manhole Raising Project Contract Documents
This is a comprehensive contract document package issued by the City of West Jordan, Utah Public Works Department for the 2026 Overlay Manhole Raising Project (CRD 26-04, WJPW26041401). The project involves raising and lowering utility infrastructure—specifically manholes, valves, and monuments—in coordination with planned pavement overlay work throughout West Jordan. The contractor must complete all work within 180 calendar days from the Notice to Proceed date. The scope includes 147 manhole raises/lowers with new frame and cover installations, 72 monument raises/lowers, 3 water valve raises/lowers, 3 storm drain box adjustments, 9 buried manhole locates and raises, and 59 manhole collar/lid ring reconstructions across multiple project areas. The bid submission deadline is 2:00 p.m. Mountain Time on Tuesday, May 5, 2026, through the Utah Public Procurement Place (U3P) electronic bidding platform. Bids must remain valid for 60 calendar days from opening. A preconstruction conference is mandatory prior to work commencement. The City will award the contract to the lowest responsive, responsible bidder whose proposal complies with all requirements.
The contract is structured as a unit price contract with lump sum items for mobilization/demobilization, traffic control, and progress scheduling. Bidders must possess a Utah General Contractor License (E100 classification) and provide three references of similar projects completed within the past three years. Performance and Payment Bonds are each required in the amount of 100 percent of the contract price. Insurance requirements include workers' compensation, general liability ($2,000,000 per occurrence), automobile liability ($5,000,000 per accident), and builder's risk coverage. Liquidated damages range from $560 to $2,430 per day based on contract value if work is not completed within the 180-day period. The contractor must perform at least 20 percent of the work with its own forces unless designated as specialty items. Payment will be processed upon submission of applications accompanied by required waivers and releases. The City reserves the right to withhold retainage in amounts permitted by applicable law. All contract work must comply with the 2017 APWA Standard Specifications, City of West Jordan standards, and applicable federal, state, and local regulations.

WORK DIRECTIVE CHANGE
INSTRUCTIONS
A. GENERAL INFORMATION
This document is for use in situations involving changes in the Work which may delay the Project, if not processed expeditiously. These changes are often initiated in the field and may affect the Contract Price or the Contract Time. A work directive is not a Change Order. It is only a directive to proceed with Work that may be included in a subsequent Change Order. For supplemental instructions and minor changes not involving a change in the Contract Price or the Contract Time, a Work Directive Change may be used.
B. COMPLETING THE WORK DIRECTIVE CHANGE FORM
The Engineer or Architect initiates the form, including a description of the items involved and attachments.
Based on conversations between the Engineer or Architect, and Contractor, the Engineer or Architect will complete the following:
METHOD OF DETERMINING CHANGE, IF ANY, IN CONTRACT PRICE: Mark the method to be used in determining the final cost of Work involved and the net effect on the Contract Price. If the change involves an increase in the Contract Price, and the estimated amount is approached before the additional or changed Work is completed, another Work Directive Change must be issued to change the price. Absent another Work Directive, the Contractor may stop the work directive Work when the estimated price is reached. If the Work Directive Change is not likely to change the Contract Price, the space for estimated increase (decrease) should be marked "Not Applicable".
METHOD OF DETERMINING CHANGE, IF ANY, IN CONTRACT TIME: Mark the method to be used in determining the change in Contract Time and the estimated increase or decrease in Contract Time. If the change involves an increase in the Contract Time and the estimated time is approached before the additional or changed Work is completed, another Work Directive Change must be issued to change the time. If the Work Directive Change is not likely to change the Contract Time, the space for estimated increase (decrease) should be marked "Not Applicable".
Once the Engineer or Architect has completed and signed the form, all copies should be sent to the Owner for authorization because the Engineer or Architect alone does not have authority to authorize changes in Price or Time. Once authorized by the Owner, a copy should be sent by the Engineer or Architect to Contractor.
Once the work covered by this directive is completed or the final cost and time has been determined, the Contractor should submit documentation for inclusion in a Change Order.
THIS IS A DIRECTIVE TO PROCEED WITH A CHANGE THAT MAY AFFECT THE
CONTRACT PRICE OR THE CONTRACT TIME. A CHANGE ORDER, IF ANY, SHOULD
BE CONSIDERED PROMPTLY.
