About this file
This is a Request for Proposals (RFP) issued by the City of Orem, Utah, for engineering services related to the design and construction management of Orem Well #11, a new drinking water well. The project encompasses six primary tasks: data collection and analysis, obtaining state approval for a new point of diversion, developing a site plan, creating construction drawings and bid documents, providing construction management services, and assisting with startup and troubleshooting. The well will be located at 415 West 1600 North and will serve an area of approximately 19 square miles with 23,000 service connections. Proposals must be submitted by May 28, 2026, at 3:00 PM via Bonfire or in sealed format to the City of Orem Finance Department. A pre-bid meeting will be conducted, and selected consultants may be invited for interviews. Proposal requirements include a maximum of 20 numbered pages (11" x 17" acceptable for diagrams), minimum 12-point font, and must address six proposal sections: approach and scope of work, project team qualifications, office location, schedule, and fee proposal.
The evaluation criteria distribute points as follows: 20 percent for professional qualifications, 20 percent for specialized experience of the project manager and team, 20 percent for past performance on similar projects, 10 percent for maintaining office and full-time personnel within Utah and proximity to Orem, 10 percent for capacity to complete work within acceptable timeframe, and 20 percent for fair and reasonable fees. Proposals must include a task-based, not-to-exceed fee proposal with itemized spreadsheets detailing estimated hours, hourly rates, and fee extensions for each staff member per task. The City reserves the right to award based on initial proposals without discussions, reject any proposal, waive minor irregularities, or disqualify proposals with significant deviations from RFP requirements. No contract award is guaranteed, and the City assumes no obligation for costs incurred in proposal preparation or interviews.
