Statement of Work (SOW)
Irrigation Installation at the Corn Creek Orchard Restoration Area
United States Fish and Wildlife Service
Desert National Wildlife Refuge – Las Vegas, Nevada
1. General
The U.S. Fish and Wildlife Service, Desert National Wildlife Refuge (DNWR), has a request for irrigation services in the Corn Creek historic orchard area. The project will consist of planning and installing deep-water and drip irrigation systems to meet the needs of a 2.3-acre project site.
2. Background
The Refuge encompasses approximately 1.6 million acres, making it the largest National Wildlife
Refuge in the continental United States and the largest protected area in Nevada. The Refuge includes six distinct mountain ranges that reach nearly 10,000 feet in elevation, with intervening valleys at 2,500 feet. This broad elevation gradient creates diverse wildlife habitats that support a wide variety of plants and animals, including over 500 plant species, 320 bird species, 52 mammal species, and 32 reptile species.
Within the Desert National Wildlife Refuge is Corn Creek, an area of high ecological importance.
As such, there are ongoing efforts to manage and improve this area. Part of this effort includes enhancing the quality of the habitat created by the orchard. To accomplish this, the refuge is seeking a contractor to install a complex deep-water and drip irrigation system for the trees and plants in the historic orchard area.
3. Scope
The scope of this project includes planning and executing a deep-water and drip irrigation system for a 2.3-acre area containing various trees and plants in accordance further defined and supported by the attachments identified in this Statement of Work. Attachment 1, General Requirements &
Specifications, establishes the minimum technical, performance, and installation requirements applicable to all work performed. Attachment 2, Area View and Legend, provides graphical representations of the general project areas and is intended to assist in understanding the scope and locations of the required work. The work area is to provide enough water sources for 50 mature trees, seven planted pollinator patches, and six newly planted trees.
The contractor shall be familiar with RainBird systems and components. The contractor will be required to connect to existing two-inch water system - RainBird electric valves after the pressure regulators that are pre-installed by DNWR staff.
The contractor shall be required to connect one valve to a 1½” SCH40 PVC pipe to serve as the trunk line for the deep-water system going to mature trees. The other valve will connect to a 1”
SCH40 PVC pipe to serve as a trunk line for the drip system going to all other marked plants.
For the mature trees, the desired design is a standard deep-water irrigation design.
The contractor shall install a 1½” buried SCH40 PVC pipe eight to ten inches below the surface.
Attachment 1 - Figure 1 illustrates an approximation of the area refuge staff estimate the line to occupy. This will serve as the main line and will connect to emitter tubing that circles the outside of the tree canopy and spirals inwards.
The spiral should create a spacing of 3 to 4 feet between each ring. The emitter tubing should be buried between three and five inches below the surface. There are several mature trees that are near man-made structures. To run irrigation to these trees, the contractor will need to dig under a four-foot section of concrete and bore through a block wall in two sections. When creating trenches for proposed work, contractors should take care to leave the grass intact as much as possible, preserving the top layer of grass mat and filling back in once work is finished.
The contractor shall install the 1” SCH40 PVC underground main line eight to ten inches below the surface to support a drip irrigation system. This line will connect to emitter tubing and/or emitters or shrubblers to supply drip irrigation for all noted plants. The emitter tubing will need to be buried three to five inches below the surface. Irrigation for the plants within the area labeled
“berm” on figure 1 will follow the drip irrigation design, but will require adjustable shrubbers attached to the emitter tubing that emit 1 to 10 gallons per hour.
4. Period of performance & Location
The Period of Performance will be April 15, 2026 – May 30, 2026, or within 45 calendar days of the date of Notice to Proceed (NTP) awarded. The contractor may perform installations sequentially or concurrently, provided all work is completed within the approved performance period and in accordance with work hours.

6. Contractor Furnished Equipment
The contractor is expected to provide all necessary labor and equipment for the completion of the project. This includes PVC pipe and PVC fittings. Drip irrigation fittings, tubing, connectors, emitters, shrubblers, and other equipment necessary to the function of the irrigation system. This also includes any tools needed to complete the installment. All trenches for burying irrigation pipe must be dug with hand tools, heavy machinery cannot be operated in the work site.
The contractor shall review attachment 1 to address the specification. To complete the project, refuge staff estimates a total of 1000ft of 1½” SCH40 PVC pipe will be necessary. An additional estimated 1600ft of 1” SCH40 PVC pipe will be needed. All SCH40 PVC is expected to be supplied by the contractor. An estimated 4000-5000ft of ½” emitter tubing will be necessary to complete this project. This estimate is made with consideration that the larger of the mature trees, of which there are 35, will require approximately 100ft of emitter tubing. The smaller and medium sized trees will likely require 50 – 70ft of tubing, and the new trees and seven pollinator patches will be supported by the emitter tubing. Plants in the berm area of the work site will be on a drip irrigation system with polyurethane tubing and shrubblers. This will require an estimated 50 1-
10gph shrubblers, 500ft of ¾” poly tubing, and 500ft of ¼” poly tubing. Emitter tubing should be
RainBird FXS or an equivalent product. All quantities provided for material needs are approximations. For a visual representation of the various trees, pollinator patches, and berm see
Attachment 2 – Area View and Legend - figure 1. Contractor is responsible for transportation of the installation team to and from the work site, which is located outside of the city.
7. Government Furnished Equipment
Refuge staff will provide a design of what needs to be accomplished by the irrigation project. This design includes details about the site and an estimated cost of project completion. The contractor will be responsible for all other equipment necessary to complete the project.
8.Inspection and Acceptance The work shall be accepted when all the work is completed as described here within and in accordance with any contract specifications. Work will be inspected to assure compliance with the contract documents. Quality control and adherence to all contract requirements are still the responsibility of the contractor. The bid will be evaluated using the trade-off approach. Contractor will be evaluated based on experience and past performance.
Attendance to a mandatory in person pre-bid meeting and site walkthrough is required by contractors and sub-contractors to be considered.
The Contractor shall perform a complete pressure test of all irrigation lines, valves, and associated components installed or affected by the work to verify system integrity and proper operation.
Pressure testing shall be conducted in the presence of the Contracting Officer’s Representative
(COR) or an authorized Government representative, using industry-standard procedures and test pressures. Any leaks, deficiencies, or failures identified during testing shall be corrected by the
Contractor at no additional cost to the Government, and the system shall be retested until acceptable results are achieved and formal COR approval is obtained.
9. Attachments: The attachments identified herein form an integral and material part of the
Statement of Work and are incorporated by reference. Attachment 1, General Requirements &
Specifications, establishes the minimum technical, performance, quality, and installation standards required for successful completion of the work. Attachment 2, Area View and Legend, provides graphical representations of work locations and scope for reference and clarification purposes.
Contractors shall use all attachments in conjunction with the Statement of Work when preparing quotations and performing the work. In the event of a conflict, the Statement of Work shall govern.
Attachment 1 – General Requirements & Specifications.
This attachment is incorporated by reference and constitutes a material component of the
Statement of Work. It defines the minimum technical, performance, quality, and installation standards required for the equipment, materials, and workmanship associated with this requirement. Compliance with all provisions of this attachment is mandatory.
Attachment 2 – Area View and Legend.
This attachment includes site area views, diagrams, and legends intended to illustrate general work locations and scope alignment. Dimensions and quantities shown are approximate and shall not relieve the Contractor of the responsibility to verify site conditions and requirements in accordance with the Statement of Work.
