About this file
This is a Request for Proposals issued by Housing Assistance Management Enterprise (HAME), the nonprofit development affiliate of the Housing Authority of Salt Lake City (HASLC), soliciting Tax Credit Equity Investors, Construction Lenders, and Permanent Lenders for the renovation of the historic Northwest Pipeline Building located at the corner of 200 South and 300 East in downtown Salt Lake City. The project is part of The Grove, a mixed-use affordable housing community development that will ultimately include two buildings with a combined 196 affordable housing units, commercial and retail space, public green space, and 100 to 150 parking stalls. The Northwest Pipeline Building specifically is expected to include approximately 63 affordable housing units with ground-floor commercial space. The RFP Document was published April 29, 2026, with questions due by May 6, 2026, question responses provided May 13, 2026, and proposal submissions due May 29, 2026, all by 5:00 pm Mountain Daylight Time. HAME anticipates selecting investors and lenders in June 2026, with project closing in August 2026, construction beginning October 2026, and construction completion in April 2028. The proposal process requires separate responses for Tax Credit Equity Investment, Construction Financing, and Permanent Financing, with HAME reserving the right to award contracts to one proposer or combinations of proposers for each financing category.
Proposals for Tax Credit Equity Investment will be evaluated on pricing (50%), non-pricing considerations including guarantee and termination provisions (15%), closing considerations (15%), and relevant experience in LIHTC placements including experience with ground leases, public-agency land structures, historic tax credits, and opportunity zones (20%). Construction and Permanent Lending proposals will be scored on upfront and ongoing borrowing costs including interest rates, spreads, fees, and reserves (50%), loan type and structure with loan-to-value, loan-to-cost, and debt service coverage ratios (25%), closing considerations (10%), and relevant experience with affordable multifamily housing loans involving public housing authorities (15%). Project financing is anticipated to include 4% Low-Income Housing Tax Credits, City and County funding, federal transportation funding, conventional financing, and supplemental sources, with an awarded $13.5 million tax-exempt bond allocation. Proposers must comply with Section 3 requirements, HUD anti-harassment and discrimination standards, and applicable federal, state, and local laws. All proposals must be submitted in executable Letter of Intent format with specific financial and operational terms detailed for the respective financing category. HASLC and HAME operate a portfolio of more than 30 properties containing approximately 2,100 units of subsidized and tax credit housing serving more than 10,000 individuals, with HAME having developed 1,076 units to date.

HAME NW Pipeline Building | RFP #26-006 Procurements and Contracts Page 3 of 19 housing community by HAME and the Housing Authority of Salt Lake City (HASLC), with their partners Xylem Projects and Common Ground Institute (CGI).
This RFP is for Tax Credit Equity Investors, Construction Lenders, and Permanent Lenders for the
Northwest Pipeline Building only. A separate RFP will be released by HAME in the coming days for qualified and experienced capital providers for “The Lupine,” the second of the two buildings
HAME will complete at The Grove.
3. BACKGROUND
HAME is the nonprofit development affiliate of the Housing Authority of Salt Lake City (HASLC) and operates as HASLC’s development arm. In partnership with Xylem Projects and Common Ground
Institute, HAME was selected by Salt Lake City Corporation to redevelop the historic Northwest
Pipeline Building—also known as the City’s former Public Safety Building—into a new mixed-use community known as “The Grove.” Located on approximately one-half block at the corner of 200
South and 300 East in Salt Lake City, The Grove master plan includes two mixed-use buildings: the renovation of the Northwest Pipeline Building—the subject of this RFP—and a future multi-story apartment building with ground-floor commercial space. When complete, the Northwest Pipeline
Building is expected to provide approximately sixty-three (63) affordable housing units. The Lupine, the second building to be completed at The Grove, is expected to provide another 133 affordable housing units. Combined, The Grove will also have 100 to 150 parking stalls, commercial and retail space, public green space, and other community amenities. Project financing is anticipated to include
4% Low-Income Housing Tax Credits, City and County funding, federal transportation funding, conventional financing, and other supplemental sources.
As demand for housing continues to outpace supply, HASLC and HAME remain committed to expanding access to affordable housing in Salt Lake County through sustainable development, rehabilitation, and long-term community investment. They support mixed-income communities, green building practices, and amenities that enhance quality of life for residents and neighborhoods. In addition to providing housing, HASLC offers programs and services designed to promote stability and self-sufficiency, including case management, counseling, career training, program integrity services, and homeownership assistance. HASLC and HAME value their investors and lenders as important partners in advancing this mission.
In addition to its operations as a public housing authority, HASLC operates through two nonprofit affiliates: HAME and Housing Development Corporation (“HDC”). HASLC, HAME, and HDC own and operate more than thirty properties within their real estate portfolio, including 9th East Lofts LLC, Sunrise Metro LLC, Pamela’s Place LLC, Rendon Terrace LLC, Taylor Gardens LLC, Taylor Springs
LLC, and Capitol Homes LLC.
