About this file

This is a Request for Proposal (RFP) issued by the Wicomico County Public Schools (WCPS) in Maryland for the implementation of a Student Records Management System. The RFP seeks qualified vendors to implement a secure, scalable system that will digitize all existing paper student records and integrate seamlessly with the district's current Student Information System (Follett Aspen). The project focuses on active students from Pre-K through 12th grade and requires systematic, phased migration of records to digital formats. Proposals must be submitted electronically through the Bonfire portal by March 6, 2026, at 2:00 PM EST. The RFP is structured as a multi-step process with initial review of technical proposals to qualify proposers, followed by review of price proposals. The contract period shall begin upon award and remain in effect until June 30, 2029, with two optional one-year renewal periods subject to mutual agreement. Proposers are required to provide three references from similar K-12 education projects completed within the past five years, detailed implementation plans with staffing and schedules, specification sheets, and proof of required insurance coverage.

Pricing proposals must include costs for Year-1 services (new enrollment document capture, cumulative folder management, document management with retention scheduling, document exchange services, and implementation/training/support) and Years 2-3 annual support and maintenance costs, with all prices to be submitted separately from technical proposals and excluding sales and use taxes. Certified Minority Business Enterprises are encouraged to respond, though an MBE Plan is not required. The award will be based on evaluation criteria including system functionality and security, migration and implementation strategies, training and ongoing support, vendor experience and references, and cost estimates. WCPS reserves the right to reject any or all proposals and to award the contract based on best value rather than lowest price. Insurance requirements include Workers' Compensation with $100,000/$100,000/$500,000 limits, Commercial General Liability of $2,000,000 per occurrence, and Business Automobile Liability of $2,000,000 combined single limit. Liquidated damages of up to $150 per calendar day may be imposed for contractor-caused project delays, and the contractor must guarantee work against defects in materials and workmanship for two years from final acceptance.

4) Regulatory Compliance: Digitized records support compliance with state and federal regulations, including FERPA and HIPAA, by enabling efficient management, retention, and disposal of records.

5) Operational Efficiency: Automated workflows minimize errors and administrative bottlenecks, allowing staff to focus on core educational responsibilities.
