About this file

This is a Sole Source Procurement Notice of Proposed Request for Information (RFI) issued by Salt Lake County, Utah, Division of Contracts and Procurement, for indigent legal services. The county seeks to continue a contract with Law Offices of Julie George, Inc. to provide legal representation in civil commitment proceedings through the Human Services Department. The notice was issued May 1, 2026, with comments due by May 8, 2026, before 1:00 p.m. Mountain Standard Time. The resulting contract would be for a two-year period from January 1, 2027, through December 31, 2028, with potential annual renewal subject to County Council appropriation.

The estimated annual cost is $175,000, with renewal amounts subject to appropriation by the County Council. The sole source justification is based on the incumbent provider's current provision of these specialized services, which the county deems appropriate under Utah County Ordinance 3.20.030 due to standardization and continuity considerations. All documents submitted in response to this RFI are treated as protected records under the Utah Governmental Records and Access Management Act (GRAMA) until contract execution or two years from the RFI issuance date, at which point they become public records. Inquiries regarding the sole source designation should be directed to Jason Yocom at jyocom@saltlakecounty.gov, and responses must be sent directly to the contact person rather than through the Utah Public Procurement Place portal.

BACKGROUND

[**May Include additional information as necessary to describe the procurement product or scope of work - for example:** The Salt Palace Convention Center Expansion in 2004 included an addition for meeting rooms 155, 255 and 355. Part of the design included escalators to access the meeting rooms. Due to a value-engineering decision during the project, the meeting room escalators were removed from the construction project. The expansion was completed without the escalators; however the building systems were designed to allow the escalators to be installed in the future with limited modification. The design work for the escalators was part of the original design-build contract awarded to Bodell Construction and EDA Architects. EDA Architects has completed the design work, necessary field investigation and feasibility studies for this project under the original contract.

The County is not willing to pay for additional services to re-create the design drawings, conduct further feasibility studies or extensive analysis of the structure to verify the existing design other than the services outlined in the Scope of Work and Tasks to be Completed below.

The County wishes to enter into an agreement with EDA Architects based on the standardization exception to competitive procurement to continue design services previously initiated by EDA to provide the Scope of Work and Tasks to be Completed below.]
