REQUEST FOR QUALIFICATIONS
FOR CONSTRUCTION SERVICES
Digester Complex Upgrades
524905449
July 2026
1805 W 500 South Salt Lake City, UT 84104
REQUEST FOR QUALIFICATIONS
Salt Lake City Department of Public Utilities (SLCDPU) (Owner) is seeking Statements of Qualifications (SOQs) from qualified contractors to provide construction services for the Salt Lake City New Water Reclamation Facility (New WRF) - Digester Complex Upgrades Project (Project). The construction services include, but are not limited to, the installation of process and electrical equipment, declassification of the existing building, demolition of components, and other building modifications to the existing structure for the proposed Project. Instructions, requirements, and information regarding this Request for Qualifications (RFQ) are provided herein, along with the anticipated project schedule.
PURPOSE AND APPROACH
The purpose of the prequalification process is to select those Contractors (General Contractors who will submit bids for the Work) that the Owner deems to be qualified and capable of completing the Project in conformance with the Contract Documents.
Parties submitting Statements of Qualifications in accordance with these documents will be notified whether or not they are selected for prequalification. Prequalified Contractors will be identified in the Notice Inviting Bids for the construction phase of the Project.
Selection as a prequalified Contractor does not imply Owner's acceptance or approval of the Contractor's specific personnel, equipment or methods, whether or not these items are described in the Contractor's prequalification statement.
INTRODUCTION AND BACKGROUND
Over the past eight years, the New WRF has been constructed within the fenceline of the existing plant. While much of the existing infrastructure will be demolished, the Digesters and Digester Complex will remain critical components of the New WRF’s solids handling and treatment processes. Various process, mechanical, electrical, and building upgrades are required to support safe and reliable operations of these facilities.
The Project scope includes three primary components: Phosphorus Recovery (P- Recovery) from digested biosolids, Building Declassification, and Electrical Upgrades. A description of each of these primary components is provided below.
Phosphorus Recovery (P-Recovery) The New WRF liquid treatment system will use the Westbank process for biological nutrient removal to achieve discharge permit requirements. This process favors the uptake of orthophosphate by polyphosphate-accumulating organisms (PAOs). These PAOs are destroyed during the digestion process, releasing the orthophosphate back into the biosolids stream. This phosphorus load must be removed before digested biosolids dewatering to avoid recycling this load back to the main liquid process.
The goal for the P-Recovery portion of this Project is to sequester the phosphorus released during the anaerobic digestion process into the biosolids upstream of mechanical dewatering. This goal is achieved by installing the pre-purchased EloVac system between primary and secondary digesters and force the formation of struvite through the addition of chemical (magnesium) and the stripping of carbon dioxide from solution through application of a vacuum. By intentionally forming struvite, additional formation in downstream piping and equipment is minimized. The struvite becomes a part of the biosolids and continues through secondary digestion, the dewatering process, and is then land applied for agricultural use. More information can be found here:
https://www.ovivowater.com/en/product/elovac-p/
The successful contractor will be responsible for coordination with Ovivo, Owner, AECOM and others for the successful installation, start-up, and commissioning of the EloVac system in the existing Digester Complex.
Building Declassification:
The existing digester control building is currently classified as a hazardous location. A key element of this project is the declassification of this building achieved through relocating the methane gas (also known as biogas) piping to the exterior of the digester complex, as well as updating the ventilation system to meet NFPA 820 requirements of six (6) air changes per hour with a provision for three (3) air changes per hour when the building is not occupied, and outside temperature is below 50 degrees Fahrenheit. The purpose of building declassification is increased worker safety, elimination of the need for costly upgrades and replacement of wiring, equipment, etc., required for operation in a hazardous space, and to allow for operation of the P-Recovery system.
Electrical Upgrades:
The added loads of the EloVac, Secondary Biosolids (BSS) recirculation pumps, powering the existing Operations Building from the Digester Building, and the additional required ventilation will require replacement of the existing 300kVa transformer with a 1000kVa transformer. The pad-mounted 13.8KV to 2400V transformer that is installed east of the building will be replaced with a new 13.8KV to 480V transformer that will feed a new MCC in the Digester Control Complex. The selected contractor will also construct a new electrical room in the existing building, install the new electrical equipment in it, and then cut over one load at a time from the existing MCC to the new MCC. The existing 2400V to 480V dry type transformer and MCC-3A in the old electrical room will then be demolished. New lighting and receptacles will be installed replacing old equipment.
CONSIDERATIONS
1. Various pieces of long lead equipment are being pre-purchased by the Owner in an effort to shorten the construction duration. This includes:
a. Phosphorus Recovery System (Ovivo EloVac)
b. Chemical Storage Tanks (PolyProcessing)
c. Motor Control Center
d. Transformer
e. H2S Scrubber
2. It is noted that the declassification work will require that all four (4) existing digesters be taken offline (coordination and contracting by Owner). This will be done in a https://www.ovivowater.com/en/product/elovac-p/ sequential manner with only one digester being offline at any given time. Following the decommissioning of each digester, the digester tank will be cleaned by a third party prior to start of associated decommissioning work. Much of the declassification construction work sequencing will be defined by the specific dates and durations established for the dewatering and cleaning of each digester tank.
3. A list of minimum electrical subcontractor qualification requirements will be included as part of the base bid documents. Electrical subcontractors must meet these requirements in order for the General Contractor’s bid to be considered responsive and eligible for selection.
4. For projects performed for the Owner, the Owner reserves the right to disqualify a General Contractor based on unfavorable performance history or reference feedback.
5. This project is WIFIA funded and is subject to American Iron and Steel (AIS) compliance requirements and Davis-Bacon wage determinations.
6. The team presented in the qualification’s submittal shall remain the assigned project team and may not be changed without prior written approval from the Owner.
7. Contractors involved in active disputes or litigation may be subject to disqualification at the Owner’s discretion.
SCOPE OF WORK
The Work generally includes, but is not limited to, the following:
1. Ancillary project controls and work as defined in the General Conditions and Division 01 specifications not explicitly listed below.
2. Note – an “Early Works” package will be completed by others prior to this Project.
That scope is inclusive of:
a. Demolition, removal, and legal disposal of select existing equipment from the digester control building, including a steam boiler, chemical skid, and associated appurtenances.
b. The following work will be done at Digester No. 4:
