About this file
Summary of Request for Qualifications: FY 26/27 Water Line Replacements
This is a Request for Qualifications (RFQ) issued by the Salt Lake City Department of Public Utilities (SLCDPU) seeking Statements of Qualifications (SOQs) from qualified engineering firms to provide professional services for the FY 26/27 Water Line Replacements Project. The requested engineering services encompass preliminary and final engineering design, bidding services, and construction phase services for the proposed water line replacement initiative. The RFQ document provides instructions, submission requirements, evaluation criteria, and a timeline for the qualification process. Firms must submit SOQs by September 30, 2026, and selected qualified firms will advance to subsequent project phases. The engagement will extend through the design, bidding, and construction administration periods for the water line replacement project.
The RFQ focuses on identifying firms with appropriate qualifications, experience, and capacity to deliver comprehensive engineering services rather than establishing pricing at this stage. SLCDPU will evaluate SOQs based on firm qualifications, relevant project experience, staff expertise, and technical capabilities. The selection process is designed to prequalify firms capable of managing the engineering scope, with contract terms and pricing to be established following the qualification phase. This procurement represents SLCDPU's capital improvement initiative for water infrastructure renewal during the FY 26/27 fiscal period.

REQUEST FOR QUALIFICATIONS
FOR DESIGN SERVICES
FY 26/27 WATER LINE REPLACEMENTS
PROJECT NUMBER 513302182
September, 2026
1805 W 500 South Salt Lake City, UT 84104
REQUEST FOR QUALIFICATIONS
Salt Lake City Department of Public Utilities (SLCDPU) is seeking Statements of Qualification (SOQs) from qualified firms to provide expertise and professional engineering services for the FY 26/27 Water Line Replacements Project (Project). The engineering services will include preliminary and final engineering design services, bidding services and services during construction for the proposed Project. The following information is intended to provide additional instructions and information regarding this Request for Qualifications (RFQ) along with a schedule and other requirements for submitting a SOQ.
INTRODUCTION AND BACKGROUND
This project involves water main replacements in six locations within the Salt Lake City Department of Public Utilities water service area:
1. 1140 East – 4270 South to 4380 South (U-shaped street) in Millcreek City:
The existing 6” ductile iron pipe water main in this street needs replacement due to the high volume of breaks. Approximately 1,600 linear feet will be replaced, although additional improvements may be considered on 1100 East, from 4380 South, northward to Hillview Drive.
2. Heughs Canyon Neighborhood in Holladay City:
a. Heughs Canyon Way – Heughs Canyon Court to Heughs Canyon Drive
b. Heughs Canyon Drive – Heughs Canyon Way to Canyon Cove Drive
c. Canyon Cove Drive – Heughs Canyon Drive to Crest Mount Drive
d. Crest Mount Drive
e. Canyon Cove Circle
f. Heughs Canyon Circle
g. Canyon Cove Place
The existing 6”, 8”, and 12” ductile iron pipe water mains in this neighborhood need replacement due to the high volume of breaks. Approximately 6,000 linear feet of water main will require replacement.
3. Olympus Hills Neighborhood in Holladay City:
a. 3305 East
b. 3340 East
c. Olympic Way – from Hampton Court to Majestic Drive
d. Edward Way
e. Edward Circle
f. Edward Drive
g. Lisa Drive – from Morningside Circle to Lajoya Drive
The existing 6” water mains in this neighborhood need replacement due to the high volume of breaks. There may also be low water pressure concerns in this part of the Eastwood Tanks pressure zone that will require further investigation and hydraulic modeling. Approximately 5,800 linear feet of water main will require replacement.
4. Parkview Drive – Park Terrace Drive to 3892 South (dead-end) in Millcreek City: The existing 8” ductile iron water main in this street needs replacement due to the high volume of breaks. Approximately 5,300 linear feet of water main will require replacement.
5. Cheyenne Street – 500 South to 600 South in Salt Lake City: The existing 6” ductile iron water main in this street needs replacement due to the high volume of breaks. Approximately 700 linear feet of water main will require replacement.
6. 11th Avenue – L Street to Virginia Street in Salt Lake City: The existing 8” cast iron water main in this street needs replacement due to the high volume of breaks. Approximately 4,500 linear feet of water main will require replacement.
Due to the location of the fault line in this area, a seismic and structural analysis will be required as a part of this design. An alternatives analysis may also be requested to determine the best long-term solution.
These water mains provide supply directly to commercial and residential connections, including fire stations, hospitals, schools, and other critical facilities. Due to the critical nature of these pipelines, a full replacement evaluation is desired to improve the serviceability and reliability of the system.
