About this file

This document is a Bid Proposal from an unspecified bidder to Columbia County, Georgia for the Washington Road Signal Upgrade project, Bid # 2025027-BID2710. The project involves multiple traffic signal installations at three intersections along SR104 (Washington Road): at Ronald Reagan Drive/Sir Galahad Drive, at Evans to Locks Road, and at SR383 North Belair Road. The bid includes comprehensive infrastructure work such as installing steel strain poles with various mast arm lengths, internally illuminated street signs, conduit and directional bore piping, fiber optic equipment, pull boxes, traffic control measures, grading, asphalt work, concrete installations, and associated signage and striping. The bid schedule lists approximately 92 distinct line items with estimated quantities for each.

The bid is structured as a unit price contract, where the total project cost will be determined by multiplying the estimated quantities by the bidder's unit prices for each item. The Owner (Columbia County) emphasizes that the quantities are approximate and subject to increase or decrease, with payment to be made based on actual quantities used. The bidder is required to maintain the same unit prices regardless of quantity changes, and the Owner reserves the right to add additional work within the project's general scope at the stated unit prices. The proposal requires the bidder to execute Articles of Agreement and Bonds within 10 days of contract award, with a potential liquidated damages clause if they fail to do so. The bid includes provisions for various construction elements like temporary grassing, silt fence, traffic control, and incidental work to complete the project.

Having carefully examined the specifications entitled, “Washington Road Signal Upgrade, Bid # 2025027-BID2710” and the drawings similarly entitled, numbered, as well as the premises and conditions affecting the work, the undersigned proposes to furnish all services, labor, materials, equipment, taxes, fees, etc.. called for by them for the entire work, in accordance with said documents for the estimated total price of:

WRITTEN IN WORDS

Which amount is subject to increase or decrease based on the actual amount of quantities used multiplied by the Unit Price Bid for each item. The low bid will be determined based on the Estimated Total Price as determined after corrections are made to any mathematical errors made in multiplying the estimated quantity by the Unit Price Bid or in adding up each calculation to reach the Estimated Total Price.

This Contract is NOT a “lump sum bid.” The Owner has provided estimated quantities which are included as to certain items in the Proposal. For purposes of comparing the bids, the estimated quantities will be multiplied by the Unit Prices bid for each particular item resulting in an Estimated Cost. The estimated quantities are approximations, and are not guaranteed. It is the responsibility of the Bidder to check all mathematical calculations that make up the Total Estimated Price, to be sure that no mathematical errors were made in multiplying the estimated quantity by the Unit Price that is bid and in adding up the Estimated Costs. After the opening of the bids, the Owner will check the mathematical calculations of each proposal and if there are any mistakes made in multiplying the estimated quantity by the Unit Price bid, the Owner will correct that error and make the corresponding adjustment to the Estimated Total Price. The Estimated Total Price so adjusted will be the amount used for comparison purposes in determining the low bid. The Bidder declares that he understands that the quantities shown on the Proposal form are approximate only and are subject to either an increase or a decrease and should the quantities be increased or decreased, the Bidder also understands that the payment will be made on the basis of actual quantities utilized and paid for at the Unit Price bid. Bidder acknowledges that no certain amount of work is guaranteed and Owner may, at any time, determine the work is no longer desired and cancel the Contract.

Bidder will make no claim for anticipated profits for any decrease in quantities or cancellation, and actual quantities will be determined upon completion of the work at which time the adjustments will be made to the Estimated Total Price by a direct increase or decrease made on the basis of the Unit Price bid. Once the bids are open, the Unit Prices listed cannot be changed.

The Bidder declares that he understands the quantities shown, for unit price items, are approximate only and are subject to either an increase or a decrease, and that should the quantities be decreased, the Bidder also understands that payment will be made on the basis of actual quantities utilized at the unit price bid. Bidder acknowledges that no amount of Work is guaranteed and Owner may at any time determine the Work is no longer desired and cancel this Contract. Bidder will make no claim for anticipated profits for any decrease in quantities or cancellation, and actual quantities will be determined upon completion of the Work, at which time adjustment will be made to the Contract amount by direct increase or decrease.

The Bidder furthermore agrees that, in case of a failure on his part to execute Articles of Agreement and Bonds within ten (10) days after notification of award of Contract, the Bid Bond or certified check accompanying his bid and the monies payable thereon, shall be paid into the funds of the Owner as liquidated damages for such failure, otherwise the Certified Check or Bid Bond accompanying this Proposal shall be returned to the Bidder according to the provisions of "Instructions to Bidders". **
