4.1.1.
Jess Recruiting is pleased to submit this bid as the prime contractor for the Arizona Department of Transportation (ADOT's) Solicitation BPM006654, Automotive Parts and Repair for Medium and Heavy Duty Vehicles. We are bidding for both category two:
OEM Labor and Repair and Category three: Vehicle Labor and Repair with non-OEM Parts for medium and heavy duty vehicles
In this role, Jess Recruiting will manage all aspects of service delivery while subcontracting the actual repair work to network of qualified, certified repair shops. Our proposal highlights Jess Recruiting capabilities to coordinate repairs ensure compliance with all ADOT requirements and deliver responsive, cost effective service. By acting as a central point of contact and contract management , Jess Recruiting will provide ADOT seamless accountable service leveraging multiple specialized vendors under one managed umbrella to minimize downtime and maximize value.
4.1.2. Prime Contractor Oversight & Subcontractor Management
Jess Recruiting will serve as the single point of responsibility for contract performance, managing subcontractors and ensuring all work meets ADOT’s standards. We will clearly identify and oversee all subcontracted shops, per RFP instructions, assigning repair tasks to the best-suited certified dealers or service centers for each vehicle type. Our role as prime contractor includes:
Vendor Selection and Vetting: Drawing on our recruiting and industry expertise, we have pre-screened a network of authorized heavy-vehicle repair facilities in Maricopa County. Each subcontractor is evaluated for certification, experience with medium/heavy vehicles, safety record, and capacity. This ensures only qualified personnel perform the work, as required.
Coordination and Scheduling: Jess will handle all service requests from ADOT or cooperative agencies, then dispatch vehicles to the appropriate subcontractor (or arrange on-site repairs if needed). We manage the scheduling to meet required turnaround times and will communicate status updates proactively.
Quality Assurance: As prime, Jess Recruiting will implement strict oversight of repairs. We will verify that diagnostics, repairs, and parts replacements are done according to OEM specifications and contract provisions. Our team will review each completed repair for quality and completeness before acceptance. Any deficiencies will be corrected immediately at no cost, in line with warranty obligations.
Consolidated Invoicing and Reporting: All billing from subcontractors will flow through Jess Recruiting for verification. We will ensure every invoice is itemized with labor hours (to the tenth of an hour) and parts details as required. Jess will submit one coherent invoice to ADOT with all required information (VIN, breakdown of labor/parts, etc.), simplifying administration for the agency. We will also compile and provide all quarterly usage reports to ADOT’s Procurement Officer in the format of Exhibit 3.
By entrusting contract management to Jess Recruiting, ADOT will benefit from centralized oversight and accountability. Jess will be responsible for performance across all service locations, relieving ADOT of the burden of managing multiple vendors. Our approach guarantees consistent adherence to contract standards and a single point of contact to quickly resolve any issues.
4.1.3. Access to OEM Parts & Certified OEM Supplier
Solicitation No: BPM#006654 JDudley@JessRecruiting.com Page 5 of 22
Parts that are identified in stock for shipping for routine services shall be delivered within five (5) working days after receipt of order. Failure to deliver within this stated time may be considered as contract non-compliance. The Contractor shall inform the eligible agency if delivery is expected to exceed this stated time immediately upon receipt of order.
4.2. Certified Technicians and Safety Compliance
Jess Recruiting is committed to the highest standards of labor qualifications and safety. All repair work under this contract will be performed by qualified, certified technicians, as mandated by the solicitation. Our subcontractor shops employ mechanics who are factory-trained and/or manufacturer-certified, ASE certified for the relevant vehicle makes.
To meet ADOT’s safety and regulatory compliance requirements, Jess and its partners will strictly adhere to all applicable standards, including:
OSHA regulations for workplace safety – ensuring all repair activities (both in-shop and mobile) are conducted with proper safety equipment, hazard communication, and employee training.
Federal Motor Carrier Safety Regulations (FMCSA) – particularly 49 CFR Part 396 (Inspection, Repair, and Maintenance) and Part 393 (Parts and Accessories Necessary for Safe Operation). Our repair processes will keep vehicles in compliance with FMCSA standards for commercial vehicles.
National Fire Protection Association (NFPA) codes and SAE (Society of Automotive Engineers) standards for automotive repair. For example, if working on fuel systems or electrical systems, technicians follow NFPA guidelines to prevent any fire hazards.
State and local environmental and safety laws – including proper handling of fluids and hazardous materials. (All waste oil, coolant, etc., will be disposed of via licensed recyclers in accordance with environmental regulations.)
Safety is paramount in every repair operation we manage. Jess Recruiting will verify that each subcontractor has an active safety program, including regular training, personal protective equipment (PPE) enforcement, and incident reporting protocols. By contract, our vendors must notify Jess immediately of any safety or compliance issue, and we will in turn report any impact to ADOT. We will also ensure field service calls (if requested) are performed safely – any mobile technician dispatched will follow strict safety procedures at roadside or agency sites, and will begin work only after obtaining proper authorization. Through these measures, Jess Recruiting will meet or exceed all labor certification and safety requirements, delivering services “in a safe manner” consistent with industry best practices and contract provisions.
Solicitation No: BPM#006654 JDudley@Jessrecruiting.com
4.2.4. Service Delivery and Response Times
Minimizing vehicle downtime is a core objective of Jess Recruiting’s service model. We recognize that ADOT needs prompt response and efficient turnaround for repairs to keep critical equipment on the road.
Our plan is designed to meet or exceed the response times outlined in the RFP. Key commitments include:
Rapid Turnaround Commitments: Jess will schedule repairs to begin as soon as possible. We guarantee that diagnostic evaluations will commence no later than 72 hours after receiving the vehicle, provided prior authorization is in place. Once the agency approves a repair estimate, our subcontractor will begin repairs no later than 72 hours after approval(unless the agency agrees to a different timeframe).
These timelines align with the contract requirements (diagnostics within 72 hours, repairs commencing no later than 72 hours of approval). We will actively monitor each job to ensure these benchmarks are met, and if any delay is anticipated (e.g. awaiting a part), Jess will immediately inform the agency and provide a revised completion estimate.
Detailed Written Estimates: Before any work begins, Jess Recruiting will provide the agency with a written quote detailing the needed parts, labor hours, and an estimated completion time. This estimate will be either in electronic or printed form as the agency prefers. We will not proceed with repairs until receiving explicit approval on the quote, ensuring full transparency. Our quotes will reference contract pricing (fixed labor rates and parts discounts) so the agency can easily verify contract compliance.
Communication & Scheduling: Jess Recruiting offers a dedicated dispatch contact line for urgent repair requests and maintain flexible scheduling to accommodate agency operations. While we do not provide 24/7 service, we prioritize fast response times during standard business hours and will work with agencies to arrange after hours or weekend service when critical needs arise. Our team is committed to being response and ensuring minimal downtime, even outside of typical schedules when feasible. For routine service requests, we will offer appointments promptly and coordinate pickup/delivery of vehicles if required. Jess’s contract manager will serve as the liaison for scheduling across our network of shops, finding the soonest available bay and technician for each job. This coordinated approach allows us to expedite service by utilizing multiple authorized facilities. Pickup and Delivery Services: If requested by the agency, Jess Recruiting can arrange vehicle pickup and return to the agency site (using a dedicated tow or driving service). Per the RFP, any costs for pickup/delivery are set on the Offer Form – we will only charge the approved flat rates for this service, and often can group transports to be efficient. All personnel operating state vehicles will have the appropriate commercial driver’s licenses, and we carry insurance to cover the vehicle in transit. We also accommodate on-site repairs at agency locations when feasible (with agency approval), dispatching mobile techs for minor repairs or diagnostics to save towing time.

In summary, Jess Recruiting’s service delivery approach focuses on speed and reliability. By leveraging a network of local repair centers, we can allocate work to where it can be done fastest, reducing bottlenecks. Invoicing, Quality Control & Reporting
Jess Recruiting will maintain rigorous administrative controls to meet ADOT’s invoicing and reporting standards. Each job will be documented and billed in full compliance with contract requirements:
Itemized Invoices: Every invoice will break down labor hours by task and parts used, providing transparency into the work performed. We will list labor hours to the tenth of an hour as required. If a shop’s system can’t show the full breakdown, Jess will manually add a narrative detailing labor and parts for clarity. Invoices will also include VIN, plate number, dates of service, and location of repair. Preventative Maintenance (PM) Services:
Jess Recruiting will provide separate estimates for all PM services (e.g., oil changes, inspections) as required. We will clearly itemize PM labor and parts apart from standard repairs to ensure full compliance and easy tracking.
Contract Rate Compliance: Jess will verify that all billing aligns with contract pricing. Labor will be charged at the fixed hourly labor rate and OEM parts/Non OEM parts at the agreed discount. We will check that shop supplies and environmental fees stay within contract caps.
Quality Control Inspections: Jess will conduct periodic audits and spot-checks on completed repairs, confirming work meets OEM specs and addressing any issues within 5 business days.
We fully welcome ADOT’s inspections as well.
Usage Reporting: Jess will submit quarterly usage reports as required (per Exhibit 3), documenting contract activity and remitting the required 2% administrative fee.
Jess Recruiting will oversee every aspect of contract performance through a structured management system. To ensure smooth Work Intake & Dispatch, we will use a standard questionnaire when receiving a repair request from ADOT or any agency.
This intake form will capture:

Service Request Intake & Tracking
Upon initial contact with ADOT and/or the Agency, Jess Recruiting employs a standardized intake process and tracking system to ensure every repair is handled efficiently and transparently. We capture detailed information via our Service Request Intake Tracker, including:
Agency Information: Agency name, primary point of contact, phone, and email.
Vehicle Information: Make, model, year, VIN, plate number, and vehicle type.
Location & Logistics: Current vehicle location, drivable status, and whether towing or mobile service is required.

Appendix B: Sample Service Request Intake Tracker
Reporting:
Jess Recruiting will fully comply with ADOT’s reporting requirements. We will submit quarterly usage reports documenting all contract activity, in the format specified (similar to Exhibit 3). These reports will detail each agency’s usage, the number of jobs, and dollar volume, as needed for ADOT’s tracking. We are also aware of the State’s administrative fee on cooperative purchases and will accurately report and remit the required fee for any co-op member usage of this contract (the fee is 2% as of 2025). Our office has experience with state usage reporting and will ensure timely submission (by April 30, July 30, etc., for each quarter)
Cooperative Agency Usage & Administrative Fee Compliance Jess Recruiting acknowledges that under ADOT Solicitation BPM006654, a 2 % administrative fee must be remitted to the State of Arizona for all work performed for Cooperative Purchasing Members (e.g., cities, counties, school districts). While ADOT’s direct invoices reflect our fixed labor and parts rates, our co-op rates include this 2 % fee. Our contract administration team will tag every Co-op transaction, generate quarterly usage reports, and remit the required fee ensuring full compliance with the RFP.
By providing clear, itemized invoices and comprehensive reports, Jess Recruiting streamlines contract administration for ADOT. We eliminate billing ambiguities, verify that each charge adheres to contract terms, and promptly correct any discrepancies so ADOT can be confident it pays only for acceptable, completed work.
Fixed Pricing Model
Jess Recruiting offers ADOT a fixed labor rate of $222/hour, delivering best-in-class repair services at a price point well below typical dealership rates (often $250+) while fully covering all costs and profit. Our transparent, compliant structure incorporates overhead, administrative fees, and prime-contractor salary, and includes a volume-based discount to reward high utilization.
Labor Rate Structure
• ADOT Agencies: $225.63/hr (firm-fixed for 12 months)
• Co-op Agencies: $230.15/hr (includes 2% admin fee remitted per A.R.S §
41-2633)
• Rate Basis: Covers direct technician labor, prime-contractor oversight
($30/hr,overhead, shop supplies (<6% of labor cost,max $300, environmental fees <3% of total job,max $100) and a 9% profit margin.
All labor hours will be calculated using recognized industry standard times (e.g., OEM/Non OEM flat-rate manuals or AllData/Mitchell guidelines etc.) and we will provide the basis for each labor calculation with every quote.
Solicitation No: BPM#006654 JDudley@JessRecruiting.com Page 14 of 22
Parts Pricing
All OEM parts will be quoted directly from the manufacturer’s most current list price with no mark up (Offer Response form,(Section 4.1.3.1) ensuring ADOT always receives the best available parts pricing at the time of procurement.
Full Visibility: Catalogs and electronic price lists including contractor part numbers, descriptions, and catalog prices will be provided upon request (Section 4.1.3.2) .
Core Charges: Billed at actual cost, with core credits returned in full (Section 4.1.3.3)
Restocking Fees: Assessed only as specified in the Offer Response Form (Section 4.1.3.4)
Transparent Invoicing: Invoices will itemize each part line-by-line at its catalog price, and will include supporting documentation (supplier invoices or catalog pages) to substantiate every parts cost.
This approach ensures the State pays exactly the published OEM price, with zero hidden fees, fully compliant with the RFP’s parts-pricing requirements.
NON-OEM Parts Pricing
When OEM parts are unavailable, Jess Recruiting will source quality non-OEM/aftermarket parts in full compliance with Section 4.3.2 of the RFP. All non-OEM part costs will be quoted at the supplier’s published list price with no additional markup, and will be used only as replacement components within a repair service (parts will not be sold separately) .
Full Cost Visibility: Each non-OEM part will be itemized on estimates and invoices with the part description, supplier name, and list price.
Usage Restriction: Non-OEM/aftermarket parts will only be installed when the equivalent OEM part is confirmed unavailable, ensuring adherence to manufacturer specifications and agency approval processes
Travel & Service Fees
Jess Recruiting will coordinate pick-up and delivery services through our network of approved repair facilities. Costs for pick-up and delivery—if not provided complimentary by the dispatched facility— will be quoted in the Offer Response Form in the increments specified by ADOT, per Section 4.2.8 of the RFP . When a subcontracted shop offers complimentary pick-up/delivery, Jess Recruiting will dispatch that facility and no fee will apply.
Field service call mileage will be billed only from the nearest service center to the dispatched location, in accordance with Section 4.2.11. Optional towing services, when requested and pre-approved, will be billed per the Offer Response Form under Section 4.2.10. This approach ensures ADOT pays only those travel and service fees explicitly quoted and approved—while leveraging complimentary services where available.
Solicitation No: BPM#006654 JDudley@JessRecruiting.com Page 15 of 22
Jess Recruiting serves as your service coordinator: we’ll dispatch each pickup, delivery, field-service call, or towing request to the best-suited shop in our network so if that facility offers complimentary pickup/ delivery, you incur no fee, and if not, their standard charge (e.g. $1.00/mile or flat-fee zone) will be quoted up front on the Offer Response Form. All travel and service fees must be pre-approved and will be clearly itemized per ADOT’s agreed rates, with mileage calculated only from the dispatched shop to the job site. This ensures you benefit from free services where available and otherwise pay only transparent, authorized charges never hidden fees.
For budgeting simplicity, Jess Recruiting proposes:
• Base Hook-Up Fee: $75 (industry range: $50–$125)
• Per-Mile Rate: $3.50/mile (industry range: $2–$4/mile)
• Resulting 5–10-mile Cost: $92.50–$110 (typical local tow: $75–$125)
• Resulting 25-mile Cost: $75–$162.50
No Unexpected Charges Jess’s pricing plan ensures cost predictability. We will not charge any fees not allowed by the contract – for instance, we do not charge separate “software” or “diagnostic” fees beyond the labor time, and we do not impose administrative fees or shop fees beyond the permitted shop supply percentage. Our invoices will cleanly reflect the hourly labor and parts (after discount) plus any applicable tax. This transparent approach means agencies can confidently encumber funds knowing the contracted rates cover everything. Furthermore, we are open to offering price reductions if our costs decrease or if we achieve efficiencies in fact, the contract allows price reduction adjustments at any time, and Jess will pass on savings to the State whenever possible.
Volume-Based Discount Clause Jess Recruiting is pleased to offer a volume-based discount incentive to ADOT and Co-op agencies. If the total number of vehicles serviced within a quarterly period exceeds 100 vehicles, a discount of 5% will be applied to the labor rate in the following quarter.
Threshold for Discount: Servicing more than 100 vehicles per quarter.
Discount Rate: 5% off the standard labor rate of $225.63/hour, resulting in a reduced rate of $214.35/ hour for the subsequent quarter.
Prompt Payment Discount Jess Recruiting is pleased to offer ADOT a prompt payment incentive in accordance with FAR 52.232-8.
We will extend a 1 % discount on the invoiced amount for all properly submitted invoices that are paid within 10 calendar days of the invoice date. Otherwise, the full invoice amount will be due 30 days after the invoice date (Net 30). This discount rewards ADOT’s early payment and supports efficient contract administration.

Anticipated Volume & Vehicle Fleet Coverage
Jess Recruiting has aligned our proposal with ADOT’s Statement of Need and statewide contract scope (Sections 1.1 & 2.1) . We conservatively project handling 100–150 repair orders per quarter in Maricopa County. Our staffing, vendor network, and shop capacities are designed to flex with demand, ensuring we can meet ADOT’s needs as volumes fluctuate.
We will service the full range of medium and heavy-duty vehicles defined in Section 3.3, including but not limited to:
• Class 4–5 Trucks: Ford F-450/550, Chevy 4500/5500, medium-duty box trucks, large vans
• Class 6 Trucks: Ford F-650, International CV, stake beds
• Class 7 Vehicles: Dump trucks, transit buses, refuse trucks, large service trucks
• Class 8 Vehicles: Semi-tractors, cement mixers, fire trucks
• Transit & School Buses
• Utility Vehicles
• Semi-Tractors & Trailers
• Specialty Equipment: Sweepers, airport vehicles, etc
By matching our resources to this anticipated workload and leveraging both OEM and vetted non-OEM providers we deliver responsive service, consistent quality, and full compliance with all required service categories. In cases of extended parts lead times, Jess Recruiting will proactively communicate timelines and manage expectations to minimize impacts on ADOT’s operations.
Compliance with ADOT Contract Requirements (Warranty, Reporting, Insurance)
Warranty Assurance
Jess Recruiting warrants that all work will conform to contract requirements and professional standards, performed by qualified personnel, and that all parts and materials are free from defects and fit for their intended use.
Workmanship Warranty: Should any defect in workmanship be discovered within 12 months of service, Jess Recruiting will correct it at no cost to ADOT for labor. Any defective parts will be covered under the manufacturer’s warranty or, if outside that warranty, replaced at actual cost to Jess Recruiting—there will be no charge to ADOT for warranty replacements.

In accordance with Exhibit 3 of the RFP, Jess Recruiting will maintain detailed repair logs and submit quarterly usage reports for all ADOT and Co-op work. Our centralized tracker captures every job’s hours, parts, fees, and warranty actions—ensuring full traceability.
Performance Monitoring & Continuous Improvement
To complement our quarterly reporting, Jess Recruiting will provide ADOT with a real-time performance dashboard—accessible via a secure online portal—to track key service metrics, including:
Turnaround Time: Average time from intake to repair completion, benchmarked against contract SLAs
First-Time Fix Rate: Percentage of jobs resolved on the first visit
Warranty Callbacks: Number and resolution time of any warranty repairs
Customer Satisfaction: Aggregate scores from post-repair surveys
Utilization & Volume Trends: Quarterly repair counts by vehicle class and shop
Each quarter, we will host a Performance Review session with ADOT to:
Review dashboard analytics and usage reports
Identify process bottlenecks or parts-lead-time challenges
Agree on targeted improvements (e.g., alternate parts sources, adjusted dispatch protocols)
Update KPIs and service goals for the upcoming quarter
This continuous-improvement framework ensures full transparency, drives operational excellence, and keeps ADOT’s fleet performing at peak efficiency throughout the contract term.

Post-Repair Follow-Up Process
Completion Notification (Day 0): Issuing the invoice immediately upon repair aligns perfectly with a Net 30 payment term (i.e. payment due 30 days after the invoice date).
Agency Confirmation Call (Days 1–2): Checking in within two business days ensures any concerns are caught early.
Satisfaction Survey (Days 3–5): Gives agencies a few days to use the vehicle before giving feedback—ideal for meaningful input.
Issue Resolution (By Day 7): Committing to resolve any deficiencies within one business week keeps satisfaction high and avoids invoice disputes.
Close-Out Package (Days 7–10): Wrapping up documentation within ten days provides a clean audit trail well before payment is due.
Quarterly Preventive Maintenance Reminders: This ongoing touchpoint supports fleet uptime without interfering with the Net 30 cycle.
