SCOPE OF WORK
PART 1 – GENERAL
1.1 WORK COVERED BY CONTRACT DOCUMENTS
A. The project Base Bid consists of demolition of a six-plex (841-853 W. 400 South), three single family homes (857, 859, and 865 W. 400 South) and associated outbuildings down to natural ground level in preparation for future development.
B. The following description is an outline of the work to be accomplished. The Scope of Work is as described in this document and any addenda issued by the Salt Lake City Community Reinvestment Agency (CRA). No drawings or technical specifications are provided. Bidders are responsible for verifying existing site conditions during the mandatory pre-bid site visit.
C. Base Bid: Demolition and removal of all existing buildings down to the lowest level of the structure, including complete removal of all above-ground and below-ground elements such as superstructures, basements, cellars, retaining walls, foundations, and footings. Demolition will proceed down to natural ground level. Demolition will include removing all utility lines and capping at the main. Following demolition, all excavated voids resulting from the removal of substructures shall be backfilled using structural, non-expansive road-base or granular borrow (Class A-1, A-1-a or A-1-b), and lot should be graded to match surrounding levels. All excavations requiring replacement fill of 24" or more shall be compacted to 90% maximum dry density.
Independent, third-party testing is required following compaction of the first lift to verify compaction methods are sufficient to achieve the required density.
CONTRACTOR will be responsible for public safety on and surrounding project properties, providing appropriate barricades or fencing for pedestrian safety during demolition. If the demolition is to take more than 10 days on any site, CONTRACTOR shall install a temporary fence around the perimeter of the property.
D. Additive Alternate: None currently.
1.2 CONTRACT METHOD
A. Perform the Work under a single lump sum contract.
1.3 CONTRACTOR USE OF PREMISES
A. CONTRACTOR shall limit use of the premises for Work, for temporary refuse storage, for temporary dumpster storage, and for access, to allow:
a. Continued operation of any adjacent buildings and businesses.
b. Public access to adjacent properties and sidewalks around the property perimeter.
B. CONTRACTOR ACCESS AND RESPONSIBILITIES
a. CONTRACTOR access to the site during demolition shall be via 400 South, with all large trucks and equipment entering and exiting the site from 400 South.
b. CONTRACTOR shall coordinate use of the premises (including electrical power, potable water, and staging the site) under direction of the CRA and the PROJECT
MANAGER.
C. Utilities: Gas and electrical services have been disconnected prior to demolition.
CONTRACTOR shall remove abandoned gas and electrical lines and connections located within the demolition area. CONTRACTOR shall remove existing water and sewer lines and cap each line at the main. CONTRACTOR shall coordinate with the appropriate utility providers or City departments as necessary to complete the work.
D. All applicable Storm Water Pollution Prevention Plan (SWPPP) measures shall be deployed to minimize silt runoff, mud, and contaminated water from leaving the site.
This shall also include daily policing and sweeping public streets and sidewalks as needed.
E. Hazardous Materials: Asbestos and other identified hazardous materials have been abated prior to demolition under a separate contract and are excluded from the Contractor's scope of work. Abatement clearance documentation will be made available to the selected Contractor upon request. Should suspected hazardous materials be encountered during demolition, Contractor shall stop work in the affected area and notify the CRA's Project Manager immediately.
F. CONTRACTOR shall assume full responsibility for protection and safekeeping of any materials and adjoining surfaces (on or off site) under this Construction Contract. As applicable, CONTRACTOR shall protect all un-affected surfaces from physical damage, spills, splatters, and chemical contamination that may occur during demolition. Perimeter sidewalks are to remain as-is and undamaged. Any sidewalk paving or curb and gutter damaged during demolition shall be replaced by the Contractor.
G. CONTRACTOR shall obtain and pay for use of additional storage or work areas needed for operations under this Construction Contract.
H. CONTRACTOR shall be responsible for obtaining and paying all permits required to complete the work. All permit fees, including those required by Salt Lake City, Salt Lake County, the State of Utah, the EPA, or other governmental entities, shall be included in the CONTRACTOR’s bid proposal.
I. CONTRACTOR shall install temporary barricades to protect the sidewalk and pedestrians from demolition activity and building materials.
J. CONTRACTOR shall install temporary fencing around the perimeter of the properties if the demolition is expected to take more than 10 days per site to complete.
K. CONTRACTOR to provide chemical toilet facilities for construction worker use during the duration of the project. Chemical toilets shall be locked at the end of each day’s activities. Impervious protection or a leak-proof containment pan shall be maintained under chemical toilet facilities to minimize the chance of cleaning solutions and human waste contaminating surrounding surfaces. Chemical toilets shall be serviced at frequent enough intervals as to limit offensive odors and maintain sanitary conditions. Chemical toilet facilities shall include hand sanitizer or hand wash stations for worker use.
Location of chemical toilet to be approved by the CRA representative for this project.
L. CONTRACTOR shall post all applicable OSHA warning signs as required.
M. All concrete shall be demolished and removed from site. This includes all building footings and foundations, all interior sidewalk paving, and all slabs-on-grade. After removal, the excavations shall be filled in with structural, non-expansive road-base fill or granular backfill borrow (Class A-1, A-1-a or A-1-b). All excavations requiring replacement fill of 24" or more shall be compacted to 90% maximum dry density. Independent, third-party testing is required following compaction of the first lift to verify compaction methods are sufficient to achieve the required density. CONTRACTOR shall be responsible for arranging and paying for all required third-party testing, and the cost of such testing shall be included in the CONTRACTOR’s bid. The intent is to leave the site in a leveled condition with no monolithic concrete chunks, potholes, low spots, or truck tire ruts. No additional fill shall be imported to the site beyond what is needed for filling in the excavations. Upon completion of the work, CONTRACTOR shall clean up any remaining debris and remove from site, including sweeping all sidewalk areas and curb and gutters affected by or dirtied by the work.
N. Bidders shall provide a proposed project schedule identifying the anticipated start date and duration for permitting, demolition, cleanup, and closeout. The proposed schedule will be considered as part of the bid evaluation. The final project schedule and site access plan shall be coordinated with the CRA prior to commencement of work. Award of contract will be based on the completeness of the bidder's submittal, bidder eligibility (Utah contractor license and insurance), the proposed schedule, and price.
1.4 OCCUPANCY DURING DEMOLITION
A. The sites are currently vacant with all structures empty and unoccupied. Hazardous material abatement has been completed.
1.5 FINAL SITE CONDITION
A. Upon completion, all four properties shall be free of structures, foundations, slabs, debris, equipment, temporary facilities, and construction materials. Excavated areas shall be properly backfilled and compacted, and the sites shall be left level, stable, and free of significant depressions, ruts, debris, or other hazards. Sidewalks, curbs, gutters, and adjacent public rights-of-way shall be clean and free of construction debris. The CRA shall conduct a final walk-through inspection of all four properties prior to final payment.
CONTRACTOR shall correct any deficiencies identified during the final inspection to the satisfaction of the CRA before final payment is made.
