About this file
This is a Request for Information (RFI) issued by the City of Park City, Utah, seeking market research and vendor input on municipal janitorial and custodial services. The City operates and maintains 24 municipal facilities ranging from administrative offices and public-facing restrooms to police facilities, libraries, recreation centers, water treatment plants, and an ice arena. The RFI requests detailed vendor feedback on service scope, operational feasibility, staffing models, quality control systems, equipment responsibilities, pricing structures, and industry best practices. Vendors may respond to any or all questions and should submit responses via the U3P procurement portal by September 11, 2026, at 5:00 PM. An anticipated formal solicitation is planned for Q4 2026. This RFI is for market research purposes only; no contract award will be made from this RFI, and submission does not guarantee an invitation to respond to any future solicitation.
The draft scope encompasses daily cleaning services across 24 facilities with varying frequencies (ranging from once weekly to twice daily), deep cleaning tasks on weekly, monthly, quarterly, and annual schedules, and supplementary janitorial staffing for special events including the Kimball Arts Festival, Fourth of July Celebration, and Park Silly Sunday Market. The City requests non-binding rough order of magnitude (ROM) cost estimates for daily cleaning services, deep cleaning services, special event staffing, equipment supply, and hourly rates for various service instances. The scope includes detailed task specifications for restrooms, locker rooms, common areas, kitchens, and specialized facilities, with some locations subject to seasonal scheduling variations. The City proposes that initial cleaning equipment be funded by the City with the contractor responsible for storage and maintenance, though vendors are encouraged to suggest alternatives. Key considerations include the anticipated expansion of the Recreation Center facility ("The Mine") adding approximately 12,000 square feet, management of staff across 24 geographically dispersed locations, compliance with OSHA Safety Data Sheet requirements, and potential mid-contract scope modifications.

Section 1: RFI Purpose, Background, and Response Instructions Purpose and Background The City of Park City, Utah ("the City") is issuing this Request for Information (RFI) as a market research instrument only. The City is exploring the janitorial and custodial services market in preparation for a future formal solicitation and seeks input from qualified vendors to inform the development of that solicitation.
This RFI does not constitute a solicitation for bids, quotes, or proposals. No contract will be awarded based on responses to this RFI. Submission of a response to this RFI does not guarantee an invitation to respond to any future solicitation, nor does it preclude any vendor from participating in a future solicitation.
The City operates and maintains 24 municipal facilities, ranging from administrative offices and public-facing restrooms to a police facility, public library, recreation centers, a water treatment plant, and an ice arena. These facilities vary significantly in size, usage patterns, seasonal demand, and cleaning complexity. The City is exploring whether a single qualified contractor, a team of contractors, or another contracting structure would best provide comprehensive janitorial and custodial services across the locations.
A draft scope of services is included with this RFI for reference and context. This draft scope is not final. The City welcomes vendor feedback on all aspects of the draft scope, including task specifications, scheduling, supply responsibilities, equipment requirements, pricing structure, and the feasibility of the proposed contracting approach. Vendor input received through this RFI process will be used to refine the scope prior to formal solicitation.

Section 2: Vendor Questions The City requests that respondents address the following questions to the extent possible. Responses should be based on the vendor's professional experience, industry knowledge, and review of the draft scope of services. All responses are non-binding and will be used solely for market research and solicitation planning purposes.
SECTION A: Firm Qualifications and Market Capacity A1. Please provide a brief overview of your firm, including the number of years in operation, geographic service area, and approximate number of current janitorial service contracts.
A2. Does your firm have current or recent experience managing janitorial services contracts covering 20 or more locations simultaneously? If yes, please describe the nature of those contracts, including the number of locations, facility types, and approximate total square footage serviced.
A3. Does your firm have experience servicing sensitive or secured government facilities, such as police stations, water treatment plants, or critical infrastructure? If yes, please describe your approach to background checks, security clearances, and access control for assigned staff.
A4. Does your firm have experience servicing high-traffic public facilities such as transit centers, public restrooms, libraries, recreation centers, or ice arenas? If yes, please describe any specialized approaches or staffing models used for these facility types.
A5. What is your firm's current geographic coverage in the Park City, Utah area? Do you maintain a local office or workforce, or would staff be deployed from another location? How does your location affect your ability to respond to emergency cleaning requests across 24 facilities?
A6. What is the maximum contract size, by number of locations or annual contract value, your firm has successfully managed? Do you believe a contract of this scope falls within your current operational capacity?
SECTION B: Scope Feasibility and Operational Approach B1. After reviewing the draft scope of services, please identify any locations, facilities, or task specifications that you believe present operational challenges, are unclear, or may be difficult to perform as described. Please be specific and suggest alternatives where applicable.
B2. Several locations specify narrow cleaning time windows, including one-hour windows for a restroom, common area, and kitchen. Based on your experience, are these time windows realistic for the tasks described? If not, what time windows would you recommend, and what factors influence your assessment?
B3. The draft scope includes facilities with seasonal and variable cleaning schedules. How does your firm typically manage staffing and scheduling for contracts with this level of variability?
B4. The draft scope includes special event coverage for recurring annual events, as well as smaller ad hoc events. How does your firm handle surge staffing for special events? What advance notice do you require to deploy additional staff?
B5. The draft scope references a future facility expansion at the Recreation Center, known as "The Mine," anticipated to add approximately 12,000 square feet. How does your firm typically handle mid-contract scope expansions? What pricing or contract amendment structure would you recommend?
B6. The draft scope currently does not include square footage for most locations. What information, beyond task lists and time windows, does your firm need to assess staffing requirements and develop pricing accurately?
B7. Are there any facility types or cleaning tasks described in the draft scope that fall outside your standard service offerings or would require subcontracting? If so, please identify them.
SECTION C: Staffing and Quality Control C1. Please describe your typical supervisory and management structure for a multi-site municipal contract. How many supervisory staff would you anticipate deploying for a contract of this scale, and how would quality be monitored across 24 locations?
C2. What quality control systems do you use to document completed services, track deficiencies, and communicate with clients? Do you use digital inspection tools, service logs, or other reporting platforms?
C3. What is your approach to employee training, particularly for staff assigned to specialized facilities such as an ice arena, water treatment plant, or police facility?
C4. What is your employee turnover rate, and how do you manage continuity of service when staff changes occur at specific locations?
C5. Does your firm conduct background checks on all employees? If so, what level is standard, and can your firm accommodate enhanced screening requirements for sensitive facilities?
SECTION D: Supplies, Equipment, and Chemicals D1. The draft scope proposes that the City fund the initial purchase of cleaning equipment, with the contractor responsible for storage and maintenance. Does this arrangement align with how you typically structure equipment responsibilities? What alternatives would you suggest, and what are the advantages and disadvantages of each?
D2. The draft scope requires freshly laundered rags and mop heads at each location for each cleaning. How would your firm manage laundering logistics for a 24-location contract?
D3. The draft scope requires HEPA-filter vacuums for all staff. Does your firm currently maintain this equipment? What is the approximate cost per unit and typical useful life?
D4. The Ice Arena contains rubber flooring subject to manufacturer warranty requirements. What cleaning products or product categories do you recommend, and how would you verify and maintain warranty compliance?
D5. The draft scope requires contractors to maintain Safety Data Sheet (SDS) binders in all janitorial closets. How does your firm manage SDS compliance across multiple locations? Do you use a digital SDS management system?
SECTION E: Pricing Structure and Budget E1. Based on your review of the draft scope, please provide a non-binding rough order of magnitude annual cost estimate for the full contract. This estimate will be used only for internal budget planning and will not be used for an award decision. If you cannot provide a single estimate without square footage data, please identify the information needed and provide a per-square-foot or per-location rate range instead.
E2. The draft scope proposes pricing broken down by daily, monthly, and annual rates per location, with separate pricing for deep cleaning, special events, and equipment. Does this align with how you price multi-site janitorial contracts? What alternatives would you recommend, and why?
E3. How does your firm typically handle price escalation in multi-year contracts? Do you recommend a CPI-based escalation clause, fixed annual increases, or another mechanism?
E4. The draft scope includes locations with service frequencies ranging from once per week to twice daily. How do you price for this variability? Do you recommend a flat monthly rate per location, an hourly rate, or another approach?
E5. What insurance and bonding does your firm currently carry? What levels of general liability, workers' compensation, and bonding coverage would you anticipate for a municipal contract of this scope?
SECTION F: General Feedback on the Draft Scope F1. Are there any terms, conditions, or requirements in the draft scope that you believe are unclear, ambiguous, or inconsistent with industry standards? Please be specific.
F2. Are there any requirements that you believe would unnecessarily restrict competition or limit the pool of qualified vendors able to respond to a formal solicitation?
F3. Is there any information, context, or documentation not included in this RFI that you would need to respond meaningfully to a formal solicitation for these services?
F4. Do you have recommendations regarding how the City should structure the formal solicitation, including whether to procure all locations as one contract or allow bids on subsets, whether to use an IFB or RFP, and the appropriate contract term?
F5. Are there emerging technologies, service delivery models, or industry best practices that the City should consider when developing the formal solicitation?
ATTACHMENT A
DRAFT SCOPE OF SERVICES
The following scope is provided for market review and comment. It is not a final specification and may be revised before any formal solicitation is issued.
Scope of Services – Exhibit A Locations (Renderings not perfectly to scale) Definitions The following terms are used throughout this Scope of Services and shall have the meanings set forth below:

Spot cleaning does not replace scheduled deep cleaning tasks as outlined in Exhibit B.
Disinfect / Disinfection: The application of an EPA-registered disinfectant product in accordance with the manufacturer's label instructions, including required dwell time, to reduce or eliminate pathogens on a surface. Disinfection shall follow cleaning of the surface to remove visible soil.
Clean / Cleaning: The physical removal of visible dirt, dust, debris, and organic matter from a surface using appropriate cleaning agents and methods. Cleaning precedes disinfection where both are required.
Hard Surfaced Floors: All non-carpeted floor surfaces including but not limited to tile, vinyl, concrete, hardwood, laminate, rubber, and stone.
As Needed: Tasks designated "as needed" shall be performed whenever the Contractor observes a condition requiring attention during the course of scheduled cleaning, or upon request by the City's designated facility contact.
Freshly Laundered: Rags and mop heads designated as "freshly laundered" shall have been commercially or industrially laundered since their last use and shall arrive at each location clean, dry, and free of residual soiling or chemical contamination.
