This is a Request for Proposal (RFP) issued by Marple Township, Delaware County, Pennsylvania, for architectural and engineering services related to interior renovations at the Marple Township Library located at 227 S. Sproul Road, Broomall, PA. The RFP seeks comprehensive professional services across four distinct project phases: Design Development (DD), Construction Documents (CD), Bid Phase, and Construction Administration and Project Closeout (CA). The project scope includes developing the preliminary architectural design into construction-ready documentation, preparing bid packages for multiple prime contractors, assisting with contractor selection, and providing construction oversight. The work encompasses ceiling and lighting replacements throughout public areas, integration of mechanical and electrical systems, coordination of furniture procurement through state contracts, and technology integration. Sealed bids must be submitted via the PennBID Program by 11:00 AM on November 19, 2026. No bidder may withdraw their bid within sixty days following the scheduled closing time.
The RFP requires proposers to submit a fixed professional fee broken down by project phase, along with a detailed schedule including milestones and owner decision points. The total project budget is $1.5 million, encompassing both the $1.5 million in combined Keystone Grant and Library matching funds as well as professional fees and construction costs. The project is funded in part through grants from the Keystone Grants for Public Library Facilities program. All contracts and subcontracts must comply with Pennsylvania procurement regulations, including the Commonwealth Procurement Code, Pennsylvania Prevailing Wage Act (applicable due to estimated project costs exceeding $25,000), Public Works Contractor's Bond Law, Trade Practices Act, Steel Products Procurement Act, and Minority and Women Business Enterprise requirements. The RFP emphasizes that proposals must demonstrate full understanding of the preliminary design documents previously prepared and confirm that all necessary architectural and engineering services are included to complete the work within the established budget parameters and grant compliance requirements.
