About this file

This is a Request for Proposals (RFP) issued by Grand County, Utah for paved pathway maintenance services across approximately 10.5 miles of pathways in three corridors: Moab Canyon Corridor, Colorado River Corridor, and Lions Park perimeter pathway. The project encompasses crack sealing, wide-crack mastic repair, surface preparation, two applications of seal coat with traction agent, and pavement striping on an estimated 800,000 square feet of paved surface. Work is to be performed in accordance with Utah APWA Manual of Standard Specifications and applicable federal, state, and local requirements. Contractors are strongly encouraged to conduct site inspections before proposal submission to verify existing conditions and assess project constraints, including access limitations and work-zone restrictions. The RFP does not specify response or award dates but requires contractors to provide completed bid schedules with unit prices and not-to-exceed amounts for all work items, estimated tonnages for crack seal and mastic materials, proposed product specifications, project schedules, and relevant experience documentation.

The bid schedule requires contractors to provide not-to-exceed pricing for mobilization/demobilization, traffic control, crack seal, wide-crack/mastic repair, surface preparation, two seal-coat applications, traction agent, pavement striping, and final cleanup. The County prefers Maxwell Products for crack-seal and mastic materials but permits equivalent products meeting specified performance requirements. All labor, supervision, materials, equipment, transportation, traffic control, cleanup, and incidentals are to be included in contractor pricing. Work is restricted to Monday through Friday during daylight hours with no weekend work permitted. The project is subject to environmental constraints due to proximity to Arches National Park and Utah Division of Natural Resources-managed property, with all construction activity limited to paved surfaces unless specifically authorized. The County reserves the right to adjust quantities within the approved not-to-exceed amount based on actual field conditions and will select the responsive and responsible contractor offering the best combination of qualifications, experience, material quality, project schedule, and total project cost.
