About this file
This is a Request for Qualifications (RFQ) issued by the City of South Salt Lake Engineering Department for on-call electrical services. The City seeks qualified electricians to establish an Electrical Services Pool to handle small projects, electrical inquiries, and general electrical services without requiring a separate contracting process for each need. The scope of work includes repairing, replacing, and maintaining streetlights; inspecting and troubleshooting high and low voltage electrical systems; testing and locating electrical problems; connecting wiring and power cables; repairing motors, switches, and fixtures; and servicing equipment such as light ballasts, photocells, backup generators, pump motors, fire alarm panels, programmable logic controllers, and SCADA systems. The RFQ requires emergency response capability on a 24/7 basis with responses within 30 minutes of request and field service within 90 minutes. Normal business hours are 7:00 a.m. to 5:00 p.m., Monday through Friday, with after-hours availability required. Statements of Qualifications must be submitted by 2:00 p.m. Mountain Time on May 8, 2026, through the Utah Public Procurement Place website (Bonfire). The evaluation period runs from May 8 to May 15, 2026, with contractor selection decisions to be made by May 15, 2026. Contract negotiations will be completed by June 15, 2026, and notifications to unsuccessful contractors will be sent by June 22, 2026. The resulting Electrical Services Agreement will expire on June 30, 2028, and the prequalified pool will remain valid for five years before requiring re-qualification through a new RFQ process.
Proposals will be evaluated based on overall experience and qualifications (30%), cost of services (50%), references (20%), compliance with RFQ requirements, and understanding of the City's needs. Contractors must provide a fee schedule listing hourly rates for each team member and are responsible for supplying all equipment, materials, parts, and supplies unless the City specifies otherwise. Personnel assigned to projects must hold a non-restricted electrical contractor's license. The Statement of Qualifications is limited to four single-sided pages with 12-point minimum font, excluding cover letter, rate schedule, and resume appendix. Compensation will be paid on a monthly invoice basis at the hourly rates submitted, with payment within 30 days of invoice receipt. The agreement allows for emergency services at any time and requires contractors to maintain workers' compensation insurance with employer's liability coverage of at least $1,000,000 per accident and general liability insurance of at least $2,000,000 per occurrence and $3,000,000 in the aggregate, naming the City as an additional insured. All contractors must be registered with a State Verification System to verify work eligibility of employees in Utah. Either party may terminate the agreement with 30 days' advance written notice, and the City reserves the right to reject any or all proposals.

I. INTRODUCTION AND BACKGROUND
1. INTRODUCTION
South Salt Lake City is seeking qualified electricians for On-call Electrical Services. Qualified contractors are requested to submit a Statement of Qualifications (SOQ) and fee schedule to provide the services outlined in the Scope of Work below. The selected contractors will work closely with SSLC’s Engineering Department, Public Works Department and Neighborhoods
Department. SOQs will be obtained from various contractors to conduct a fair and extensive evaluation, and the contractor(s) that can best achieve the goals and objectives will be selected.
Complete and timely submittal of all required proposal documents listed in this RFQ is required for the SOQ to be considered.
2. BACKGROUND AND SCOPE OF WORK
South Salt Lake City intends to create an Electrical Services Pool consisting of one or more qualified contractors, so as to not have to go through the contracting process whenever the need for small projects, electrical questions, or general electrical services arise. If selected, a contractor shall be listed in the City’s pool of pre-qualified providers. This pool will expire every
5 years after which the pool will undergo the RFQ process again for pre-qualifying.
The scope of services will include but may not be limited to:
• Repairing, replacing and maintaining streetlights
• Inspections, troubleshooting, installations, alterations, repairs, and/or replacements of high and low voltage electrical wiring systems and equipment

• Fire alarm panels, devices, and associated wiring: inspection, testing, troubleshooting, installation, repair, replacement, and maintenance
Types of equipment that may need service include, but are not limited to:

A. Emergency Service Request
On occasion, the city will request the Contractor’s services on an emergency basis. This contract may require emergency services that could be required at any time on a 24/7 basis, including weekends and holidays. The Contractor will be expected to provide emergency responses and otherwise schedule services during these periods when requested by the city.
The city will make emergency requests by phone, or email. The Contractor shall respond to the City within thirty (30) minutes of the request and should be in the field for such emergency requests for repairs within ninety (90) minutes of receiving the service request from the City. The Contractor will not be required to provide an estimate of repair cost prior to emergency responses.
B. Hours of Service
Normal business hours shall be from 7:00 a.m. to 5:00 p.m., Monday through Friday except for the City’s official holidays. Generally, standard service requests can be dealt with in normal business hours. The nature of some of the needed work items, however, will require that the Contractor be prepared to provide labor services outside of normal business hours.
After-hour work will include all other times after 5:00 p.m., Monday through Friday and all day on Saturday, Sunday and official holidays.
C. Personnel Assigned to Work
The city requires the successful Contractor to have on staff personnel with a non-restricted electrical contractor's license to provide broad oversight for all electrical work in the field and assume responsibility for ensuring that all such work meets applicable codes and industry standards.
D. Equipment, Materials, Parts, and Supplies
The Contractor shall supply all equipment, materials, parts, and supplies needed to provide the services requested. The city will notify the Contractor through its service request form if it intends to provide any materials or parts needed for a work item.
Selected contractors will be expected to sign an Electrical Services Agreement with the City, in a form substantially similar to the sample Agreement attached as Exhibit A.
II. PROPOSAL REQUIREMENTS
SOQs shall include a maximum of four (4) single-sided pages with a minimum 12-point font size. All pages count towards the page total with exception of the cover, introductory letter, rate schedule and an appendix with resumes. SSLC may reject proposals that exceed the maximum page count.
Each SOQ should include the following items:

Provide the name, title, address, and telephone number of the primary contact for this project. List any special considerations that you would like to emphasize to the selection committee as they consider your SOQ. Introductory letters should be no more than one page and will not be counted against the total page count.
B. Point of Contact (POC):
Identify the POC. List the POC’s relevant experience and similar work including references.
The assigned POC will be made available to present information and coordinate with SSLC, including a reasonable number of meetings, to track progress and assure that the final plans meet owner expectations.

Provide a fee schedule for the various contractor members who will facilitate the requested services. List an hourly rate for each.
III. EVALUATION
All submittals will be evaluated to determine if the submittal is complete, in the required format, and in compliance with all the requirements of the RFQ. SSLC will then evaluate all proposals that meet the minimum requirements based on the following criteria. Each element has an assigned weight which indicates the importance of each. The total weight for the evaluation is 100%.
1. Overall experience, background, and qualifications. (30%)
2. Whether or not the submission substantially complies with all RFQ requirements.
(Met/not met)
3. Cost of services. (50%)
4. Understanding of the City’s needs and requirements. (Met/not met)
5. References. (20%)
Submit SOQs in accordance with the instructions listed herein regarding time, place and date required. SOQs received after the time requirement will NOT be accepted and will NOT be considered for award. It is the sole responsibility of the proposer to be sure his/her response is in the hands of the City Recorder by the required time and date. SSLC will not be responsible for any proposal delivered incorrectly or to the wrong address or location. Failure to read the Request for
Qualifications and comply with its instructions will be at the CONTRACTOR’s risk. Corrections and/or modifications received after the closing time specified in the RFQ will not be accepted. The
SOQ must be signed by the appropriate representative or officer authorized to contractually obligate the contractor.

All submissions must be made through the Utah Public Procurement Place website (Bonfire). All submissions must consist of one combined PDF.
Proposals must be submitted by 2:00 p.m. Mountain Time, May 8th, 2026. The city will not consider responses received after that date and time.
It is the intent of this RFQ to make the proposal process easy and efficient for all interested parties by giving them ample opportunity to highlight their services, technical abilities, financial strength and organizational structure. The evaluation process, however, must also be manageable and efficient.
Inquiries regarding the RFQ should be directed to the City Recorder: Ariel Andrus (801) 483-6019 or email: aandrus@sslc.gov. Inquiries must be received at least 48 hours prior to submittal deadline.
