This is a Request for Proposal (RFP) issued by Western Carolina University (WCU), a 17-institution University of North Carolina System member, to solicit dining services for its Cullowhee, North Carolina campus serving approximately 19,000 students across 600 acres. The University seeks proposals for comprehensive dining services to commence upon expiration of the current Aramark, Inc. contract on June 30, 2027. The RFP establishes a mandatory site visit on September 30, 2026, at 10:00 AM Eastern Time at the Courtyard Dining Hall, limited to four vendor representatives. Vendors must submit written questions by October 6, 2026, with responses provided by October 11, 2026. Proposals are due electronically through the Bonfire Portal by 2:00 PM ET on November 9, 2026. Finalist presentations are scheduled for January 2027, with contract award anticipated in March 2027 and an effective date of July 1, 2027. The initial contract term is five years with options for two additional five-year renewals at the State's sole discretion, for a potential ten-year agreement. The State will provide written notice of renewal intent no later than 30 days before each term's expiration.
Pricing shall constitute the total cost to the University for complete performance and must be submitted via Exhibit A: WCU Financial Submittal. Vendors must certify financial stability through Attachment E: Certification of Financial Condition and demonstrate ongoing financial capacity throughout contract performance. The current vendor, Aramark, Inc., holds the incumbent contract. Vendors are required to conduct a mandatory site visit to assess facility conditions and requirements, with submission of a proposal constituting evidence of compliance. Key requirements include designating a project manager as the State's primary contact, participating in post-award project review meetings, identifying continuous improvement opportunities, and providing up to three months of transition assistance if the contract expires or is cancelled. Insurance requirements vary based on contract value, with minimum Worker's Compensation coverage of $250,000 to $500,000, Commercial General Liability of $500,000 to $1,000,000, and Automobile Liability coverage.
