About this file
This document is a detailed Statement of Work for a Weapons Storage System for the 341 LRS Mobility Supply Weapons Vault. The specification requires a high-density mobile shelving system with universal weapons racks capable of securely storing 30 M16 rifles, 120 M4 rifles, 90 M18 pistols, and miscellaneous spare barrels. The system must meet stringent security, construction, and operational requirements, including fully welded steel cabinets with retractable doors, perforated mesh for visibility, and a floorless mobile shelving system with surface-mounted rails and carriages.
Key technical specifications include a powder-coated finish, rack depths of 16 inches, stackable two-level configuration, and a carriage base made of structural steel with a 7,000 lbs load capacity. The system aims to increase storage capacity by 23%, streamline weapons handling, and enhance security by eliminating multiple locks. The solution is designed for the Air Force to modernize weapons storage, with funding covering procurement, installation, facility modifications, and personnel training to ensure long-term effectiveness and compliance with military security protocols.

Scope of Work
Weapons Storage System The contractor shall provide a Weapons Rack system mounted on a High-Density Mobile Shelving System capable of securely storing the following inventory:
30 M16 rifles 120 M4 rifles 90 M18 pistols
Misc. Spare barrels
Universal Weapons Racks The provided weapons racks shall meet the following specifications:
Security:
Racks must include retractable doors and locking bars that comply with
OPNAVINST 5530.13C security requirements for conventional arms, ammunition, and explosives.
Cabinet doors must feature a rotating locking bar for security.
Locking bars shall secure at a single common point and be compatible with a DoD-issued and approved padlock (key locks are not acceptable).
Construction & Durability:
Cabinets shall be fully welded using heavy-gauge steel.
Cabinet walls must be a minimum of 18-gauge steel, with tops and bottoms made of at least 16-gauge steel.
Cabinets must be designed for stack-ability, allowing two levels of racks.
The supporting rack must be capable of supporting a minimum load of 1,000 lbs.
Visibility & Accessibility:
Exterior doors and side walls must feature perforated mesh for visible inventory counts without opening the doors.
Racks must have fully retractable doors to prevent aisle obstruction and facilitate weapon access.
Weapon Protection:
Any rack components that come into direct contact with weapons must be coated with black polyvinyl chloride or made of injection-molded thermoplastic.
Materials used must be capable of withstanding extreme temperatures and preventing weapon abrasion.
Dimensions & Configuration:
Racks shall be available in widths of 42 inches and 22 inches to fit within a small arms room.
Rack depth shall be 16 inches.
Racks shall be stackable in two levels, each unit measuring 44 7/8 inches in height.
1 Rack 83 7/8” high that hold 90 M18’s above a spare barrels below.
Racks shall include a Universal Base with stock cups for flexibility, allowing accommodation of various weapon types and quantities.
Finish:
Racks shall feature a powder coat paint finish for durability.
High-Density Mobile Shelving System
System Requirements:
The system shall be floorless.
Plywood, particle board decking, or ramps in front of the system and/or between rails are not acceptable.
Rails:
Rails must be surface-mounted and measure 4 1/2 inches wide by 3/8 inches high, with a black zinc finish.
Rail edges shall be beveled down to a maximum of 3/16 inches.
Rails must be installed directly onto the concrete slab with staggered rail joints across adjacent rail runs.
The rail and carriage design must accommodate an uneven concrete slab with variations up to:
o 3/16 inches over a 2-foot rail run.
o 1/4 inch over a 10-foot rail run.
Carriages:
The carriage base shall be made of assembled structural steel with a minimum load capacity of 7,000 lbs.
Each wheel assembly shall feature two wheels, with a minimum wheel diameter of
5 inches.
Wheels must be dual-flanged and all-wheel guided.
Operational Requirements:
The entire system must be designed to roll together and include a Carriage Lock for secure positioning and operation.
Carriages move with the use of a 3-Spokane Ergonomic handle Chain drive to be housed in a Stanchion directly amounted to the UWR racks located on the outside of the system. Laminate or Metal Face Panels not acceptable
This specification ensures compliance with military security requirements while optimizing space, durability, and accessibility within the small arms room.
The Rolling Weapons Rack Storage System revolutionizes weapons storage within the 341 LRS Mobility Supply Weapons Vault. This cutting-edge system maximizes vertical space, increasing storage capacity by 23%, while streamlining weapons issue, return, inventory, and inspections for LRS and CATM personnel. Unlike outdated cabinets, this system eliminates chains and multiple locks, integrating a modern, secure locking mechanism that enhances both accessibility and security. This innovative approach reduces time spent on weapons handling, minimizes ergonomic risks, and future-proofs storage for evolving mission needs. Funding will cover procurement, installation, and any facility modifications necessary for seamless integration. Additionally, training and alignment with emerging security protocols will ensure long-term effectiveness. This system transforms legacy storage into a streamlined, high-efficiency armory solution for the modern Air Force.
