About this file

This document is a Request for Proposal (RFP) issued by the State of California Governor's Office of Planning and Research for the College Corps Statewide Cohort Experience. The purpose of this RFP is to identify and award a contract to a qualified and experienced Lead Program Manager / Event Production Agency that will organize a series of in-person (possibly hybrid) events bringing together thousands of college students participating in the College Corps program. These events are critical components of the state's strategy to cultivate a Statewide Cohort Experience based on a shared sense of identity and purpose for a diverse group of College Corps Fellows across California. The contract term is from July 1, 2024 to August 31, 2026, with a maximum contract amount of $1,000,000.

The RFP outlines the minimum qualifications for proposers, including experience producing virtual and in-person large group events, working with youth and college students, and implementing culturally competent programming. The evaluation process consists of four phases: administrative, reference check/minimum qualifications, technical, and cost scoring. The state is not waiving the 25% participation requirement for Small Businesses or the 3% participation requirement for Disabled Veteran Business Enterprises, but the DVBE incentive may be waived. Proposers must submit their proposals by the deadline of April 12, 2024.
