Bidders must meet several vendor requirements including Colorado Secretary of State registration, disclosure of any work performed outside Colorado or the United States, confirmation of compliance with accessibility requirements, affirmation of agreement with PO terms and conditions, and disclosure of any defaults or contract terminations within the past five years or litigation against the State of Colorado. Delivery performance is critical; failure to meet delivery timelines on three separate occasions within the agreed timeframe may result in disqualification from all future state solicitations for three years or indefinitely. A maximum tolerance of ±5% on all deliveries will be permitted. Bidders must provide a minimum of three calendar days' written notice if unable to meet delivery schedules, and all delivery drivers must pass background checks as shipments are delivered to a high-security level 4 correctional facility where contraband is strictly prohibited.
