The vehicle must be built on a new 2026 Chevrolet Silverado 4500 HD MD chassis (or comparable) configured as a 4x4 crew cab with dual rear wheels and equipped with a 6.6L Duramax turbo-diesel engine. The module specifications require detailed exterior and interior design including two prisoner cells with specific seating configurations, eight exterior compartments with specialized storage and equipment access, wheelchair accessibility features, and a modular construction utilizing aluminum materials meeting strict corrosion prevention standards. Bidders must submit detailed drawings and specifications for four exterior and four interior views, and all furnished equipment must be new, currently manufactured, and compliant with specified requirements. The vehicle dimensions must meet minimum specifications of 28' 11.625" in length, 8' 0" in width, and 9' 8.75" in height. The awarded vendor is required to complete a mandatory VIN verification within six months of Purchase Order authorization and conduct a pre-build meeting with CDOC staff prior to construction.

The solicitation establishes fixed-price contract terms with bidders required to provide evidence of financial standing, organizational experience, and capacity to construct the vehicle, provide service, supply parts, and offer technical assistance. Bidders must demonstrate at least three relevant experiences from the last five years supporting their ability to manage a similar contract, disclose any debarment or suspension status, and provide detailed responses to organizational questionnaires covering company history, litigation, contract defaults, and business continuity plans. The vehicle must include comprehensive electrical systems, emergency warning equipment featuring Whelen CenCom CORE siren controls, security systems with interior cameras, climate control with 60,000 BTU heating and 65,000 BTU cooling capacity, and specialized equipment such as wheelchair lifts and restraint systems. Bidders must submit certificates of insurance prior to contract execution, register to do business in Colorado if awarded, and comply with all accessibility requirements under Colorado statutes and WCAG Level AA standards. The module includes a transferable lifetime structural warranty, and all documentation including owner's manuals, electrical drawings, parts lists, and certifications must be provided upon delivery.
