About this file

This is a Justification Restricting Competition document for a federal contract to procure three Video Teleconference (VTC) Suites for the Naval Information Warfighting Development Center (NIWDC) in Norfolk, Virginia. The requiring activity is NIWDC Norfolk, and the contracting activity is NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department – Fleet Directorate. The acquisition restricts competition to brand-name items designated as "BRAND NAME REQUIRED" due to mission-critical operational needs and system compatibility requirements with existing SCIF-approved infrastructure.

The three VTC Suites are required for Command Conference Room 176, Command Auditorium RM 177, and Visiting Flag Officer Conference RM 188, with equipment including commercial-grade displays (55–98 inches), Crestron audio-visual control systems, Biamp DSP audio systems, Cisco Webex Room Kit Pro codec software packages, Vaddio camera systems, networking components, and associated installation materials. The brand-name restrictions apply specifically to Cisco Webex Room Kit Pro CS-CODEC-EQ-NR++ Software (3 units) and ZCare Premier 24X7XNBD Cisco CSPro Codec kits (8 units total across rooms). The justification cites end-of-life equipment failure, critical degradation in secure command-and-control communications, and incompatibility risks with the Navy and Marine Corps Intranet (NMCI) Approved Parts List as rationale. The estimated total value is redacted, with a desired completion date of October 8, 2026, funded through FY26 Navy Operations & Maintenance appropriations. Market research was conducted in November 2025, with five companies solicited and three responding; two provided quotes for all three rooms and one for a single room. The acquisition is authorized under 41 U.S.C. 1901 (simplified acquisition procedures) and FAR 12.102(b), with the Contracting Officer determining the anticipated cost fair and reasonable.

Estimated Dollar Value

The total estimated value of this requirement is and will be funded utilizing O&MN funds and the desired completion date is 10/08/2026. The total estimated value of the Brand Name items portion of this requirement is

The resultant contract will be funded with FY26 Navy Operations & Maintenance (O&MN) appropriations. These funds are currently available.

4. Statutory Authority Permitting Sole Source.

The statutory authority permitting this sole source action is 41 U.S.C. 1901, Simplified acquisition procedures - a sole source acquisition using simplified procedures for the acquisition of commercial products and/or commercial services, as implemented by FAR 12.102(b).

5. Rationale Justifying Use of Cited Statutory Authority.

1. This acquisition is justified pursuant to FAR 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements - Application for brand-name descriptions.

This justification is provided to support the procurement of three (3) Video Teleconference (VTC) Suites which are mission-critical to restore time-sensitive command and control (C2), operational synchronization, and secure communication capabilities at NIWDC Headquarters, Building NH-139, Naval Support Activity Hampton Roads (NSA HR).

2. In November 2025, three separate civilian VTC vendors conducted assessments of NIWDC’s existing VTC infrastructure within Building NH-139 and independently identified the systems as obsolete and end-of-life. As a result, NIWDC Headquarters is currently unable to provide reliable VTC services, creating a significant degradation in secure, real-time visual communications required by Commander, Naval Information Forces (NAVIFOR) and Commander, NIWDC leadership.

3. The absence of operational VTC capability severely impacts NIWDC’s ability to conduct synchronized, time-sensitive operational engagements with key stakeholders, including:

o U.S. Fleet Forces Command (USFF) o Fleet commanders o Type Commanders (TYCOMs) o Carrier Strike Groups (CSGs) and Expeditionary Strike Groups (ESGs) o Warfighting Development Centers (WDCs) o Other afloat and forward-deployed Information Warfare units

4. Information Warfare (IW) synchronization, tactical integration, and operational planning rely heavily on secure, high-fidelity collaboration capabilities. The current inability to host or participate in standard VTC sessions creates a critical gap in operational planning, battle rhythm execution, fleet integration, and cross-command coordination. This deficiency directly impacts NIWDC’s ability to provide adequate training, tactics development, and sustainment support to the Information Warfare community.

5. Every day this capability remains degraded and introduces unacceptable operational risk to fleet readiness, IW synchronization, and rapid decision-making. Reliance on off-site facilities, non-standard communication methods, or fragmented workarounds compromises the speed and security of information flow and limits the strategic reach and responsiveness of NAVIFOR and NIWDC leadership during critical planning phases and crisis response operations.

6. Delays in procurement and installation of these systems will have a major adverse impact on

NIWDC operational planning and mission area capabilities and may ultimately prevent the command from meeting critical Fleet training and tactics event commitments.

The Government requires continued sustainment, licensing, maintenance, and technical support for the existing Video Teleconferencing (VTC) system supporting mission operations at the U.S. Navy shore command.

The existing system is fully integrated into the command’s enterprise network architecture and supports operational coordination, command-and-control functions, classified and unclassified collaboration, training, continuity of operations (COOP), and interagency communication requirements.

The existing VTC architecture limits equipment options and vendors from providing compatible support, software licensing, firmware updates, cybersecurity patching, or system-level integration with respect to the items designated as “BRAND NAME REQUIRED.” Introduction of an alternate solution is not feasible and would be incompatible with the approved equipment list invalidating SCIF accreditation.

Additionally, the required systems equipment must be from the Approved Parts List (APL) from the Navy and Marine Corps Intranet (NMCI) list for allowed equipment on government networks.

The VTC system was previously acquired through a competitive procurement process. The current requirement is a competitive follow-on acquisition necessary to replace end of life system with the installed infrastructure and preserve uninterrupted operational capability.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

NIWDC conducted market research and requested five companies conduct site surveys and provide estimates, in which three responded. Of the three companies that responded, two provided full quotes for all three rooms and one only provided a quote for one room. The marketing was conducted in November 2025. Due to low response, NIWDC moved forward with the quotes provided.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined that the anticipated cost to the Government of the supplies/services covered by this Justification will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

For the reasons set forth in Paragraph 5, NAVSUP FLC Norfolk has no plans at this time to compete as full and open competition for future contacts for the types of supplies/services covered by this document. All future requirements will be handled on a case-by-case basis. A review of the market will be performed as part of each new requirement for the same or similar items and if other sources are identified, a competitive solicitation procedure will be followed. Future solicitations will include clear and concise language for vendors to demonstrate their infrastructure capacity to deliver the required supplies/services.
