About this file

This document is a Brand Name Justification for a sole-source procurement by the United States Naval Academy (USNA) Information Technology Services Division. The acquisition seeks network surveillance cameras and associated equipment from specific manufacturers: Axis Communications, Genetec, Cisco, and Hewlett Packard Enterprise (HPE). The purpose is to enhance security at Bancroft Hall by installing a comprehensive video surveillance system that will monitor, record, and provide investigative capabilities across all floors and exterior areas.

The procurement includes 125 AXIS P3267-LV cameras, 106 AXIS P470-PLVE cameras, 17 AXIS P3737-PLE cameras, 3 AXIS P3738-PLE panoramic cameras, and various Genetec licenses and appliances, Cisco transceivers, and HPE Aruba networking switches. The total estimated value is redacted, with funding coming from FY25 Other Procurement, Navy (OPN) appropriations. Market research identified six potential vendors (three large and three small businesses) capable of providing the required brand-specific equipment. The procurement will use simplified acquisition procedures under 41 U.S.C. 1901, with the justification emphasizing technical compatibility, security, standardization, and minimal network operation impacts.
