1.0 PROJECT TITLE
Mold Remediation in the DT MERS FRF Room Mold Remediation, HVAC duct cleaning, and thorough sanitizing of the FRF room, equipment, and furnishings. The FRF room is approximately a 50 ft X 60 FT enclosed room with its own independent HVAC system. All ceiling tiles and any damaged or bent ceiling tile framework will also need to be removed and replaced as part of the mold remediation and cleaning. The FRF room will need to pass a third-party final clearance test and inspection to certify that the mold has been eradicated.
BACKGROUND
The MERS FRF room is located within the Vehicle Storage and Administrative Building (VSAB 1). Building was built in 1986 and the FRF room within was constructed in 1989. FRF is a stand-alone room with its own independent HVAC system.
2.0 Scope of Work
A. Contractor will provide all necessary labor and materials to perform the work required to eradicate all mold in the FRF. At a minimum the contactor will perform the following remediation protocol:
Service area(s) – VSAB 1 FRF Approximate Amount of Impacted Material - Shoes and leather chair, and less than 25 sf of contiguous visible mold growth
Areas of Remediation The mold remediation and decontamination protocol will specifically address the areas of visible mold on carpeting, contents and ceiling tiles within the identified areas of VSAB 1 FRF. The area impacted includes approximately less than 25 sf of contiguous mold growth, however the entire room must be cleared of all traces of mold to include the replacement all ceiling tiles and any damaged or bent ceiling tile framework.
1. Methods of Remediation Containment Preparations 3.1.1
Critical Barriers 3.1.1.1
Remediation Areas
Critical barriers shall be installed to isolate the work area from other areas not included in the remediation. Critical barriers shall consist of a minimum of two layers of six- (6) mil fire-retardant polyethylene sheeting securely attached to the floors and walls of the Remediation Area following isolation of the HVAC units. All fixed objects within the Remediation Area shall be covered with a minimum of one layer of six- (6) mil fire-retardant polyethylene sheeting securely attached in place. All openings between the Remediation Areas and unoccupied areas shall be sealed to prevent access.
Critical barriers (a minimum of one layer of six- (6) mil fire-retardant polyethylene sheeting) shall cover all openings in the drywall ceilings, HVAC supply and return air vents, windows and doorways of areas and rooms not impacted by the remediation.
3.1.2
Decontamination
Construct a decontamination unit consisting of a minimum of two chambers. The first chamber will be considered the “changing or clean room”. Workers will enter the contained area through the clean room. The second chamber will be considered the “dirty room”. The dirty room will attach directly to the containment and will be separated from the containment and the clean room by double flaps. Workers will exit the containment through the dirty room. Workers shall HEPA vacuum disposable coveralls and remove them prior to entering the clean room. The decontamination chambers will be constructed of two layers of six - (6) mil fire-retardant polyethylene sheeting for walls, ceilings and floors. Contractor may choose to use commercially available portable decontamination chambers. At his discretion, Contractor may choose to construct three-stage wet decontamination chambers, which includes a functioning shower between the dirty room and the clean room. All wastewater should be filtered prior to discharge into the nearest sanitary sewer.
3.1.3
Negative Pressure/Air Filtration Devices 3.1.3.1
Remediation Area(s)
All air filtration devices (AFDs) and Negative Air Machines (NAMs) shall be HEPA filtered with a minimum of three stages of filtration (HEPA filter, primary filter, and secondary filter). The Remediation Contractor shall supply written verification to the MAC that all AFDs and NAMs have been wet wiped and cleaned prior to mobilization to the project and that primary, secondary and HEPA filters are clean prior to start of project. Remediation Contractor shall supply written verification that all seals are functioning properly, and no evidence of leakage occurs. This applies to HEPA vacuums as well.
The Remediation Contractor shall place and maintain the remediation area(s) under negative pressure relative to areas adjacent to the remediation area(s) until final clearance is achieved. Negative pressure shall be verified by a manometer to the MAC prior to beginning remediation. After negative pressure has been established, it may be confirmed visually until final clearance has been achieved. Whenever possible, negative air should be exhausted to the outside.
3.1.4
Personal Protective Equipment
Remediation workers will donn personal protective clothing consisting of a minimum of full body disposable coveralls from the time the potential for disturbance of mold is expected. It is the Contractor's responsibility to ensure that his employees are afforded the respiratory protection as required by the OSHA standard for respiratory protection (29 CFR 1910.134, September 1988, as amended August 24, 2006, with an effective date of November 27, 2006) or the respiratory protection requested by the employee. The OSHA Respirator Standard, 29 CFR 1910.134, states all persons wearing respiratory protection must be medically qualified to do so.
Notice Signs Notice signs advising that a mold remediation project is in progress shall be displayed at all entrances to remediation areas. The signs shall have a visible readable area of at least 8” x 10” in size and shall bear the words “NOTICE: Mold remediation in progress” in black on a yellow background. The text shall be legible from a distance of ten (10) feet and shall be written in both English and Spanish.
2. Remediation Methodology The remediation methodology applicable to this project shall include the following.
3. Remediation Area Prior to Remediation and Decontamination
FRF Room
· Setup critical barriers with zipper flaps on the entrances to the FRF.
· Place three (3) 1000 CFM air scrubbers in the room. This should provide at least 6 ACH (air changes per hour) in the room.
· Establish an area in the Garage that can be used to decontaminate contents.
· Remove all items to be decontaminated or discarded, out of the FRF through the Garage entry door to the Garage decontamination area.
· HEPA vacuum and damp wipe these items with the cleaning solution in the Garage decontamination area. Nonporous items can easily be decontaminated, however items that are more porous should be assessed prior to decontamination and discarded as applicable.
· Additional scrubbers should be placed in any area the same HVAC system supplies.
Lobby
· Place one (1) 500 CFM air scrubber in the hall outside the restrooms and one (1) 500 CFM air scrubber in the Lobby. This should provide at least 6 ACH (air changes per hour) in the areas.
FRF Room
· The HVAC system that controls the remediation areas shall be isolated prior to beginning remediation. As noted previously, critical barriers shall be placed over supply and return vents.
· Containment should be placed under negative pressure. Negative pressure could be exhausted out the Garage doors.
· Clean any nonporous surfaces in the remediation areas.
· Clean all surfaces exposed during the course of the remediation.
· Once the affected materials have been removed (including contents and any water damaged or debris impacted ceiling tile), the Remediation Contractor shall thoroughly HEPA vacuum all surfaces to remove all residual dust and associated debris. Following HEPA vacuuming, Remediation Contractor will conduct detailed cleaning by thoroughly damp wiping exposed building materials, all polyethylene sheeting (walls, floors and critical barriers), and other non-porous materials, including decontamination chamber, with a solution of liquid detergent and water, or an EPA registered product. Contractor will replace primary and secondary filters in all AFDs and air scrubbers in preparation for final clearance criteria.
· All items in the FRF room will be wiped down with the appropriate solution. (These include items such as furniture, 5 drawer safes, storage lockers, RF Radio equipment, IT equipment, and Server racks)
· All debris from the remediation area (including the HVAC filters) will be double bagged in clear un-labeled six – (6) mil polyethylene disposal bags or double wrapped in six – (6) mil polyethylene sheeting and disposed of as construction debris.
· The contractor should subcontract a licensed HVAC contractor to inspect and address the local HVAC unit that supplies the room. The HVAC contractor should pay specific attention to the evaporator coils, drain pans, the return and supply plenums as well as the ductwork.
· All cleaning should be conducted in accordance with the most recent National Air Duct Cleaners Associations (NADCA) Standard ACR (Assessment, Cleaning and Restoration of HVAC Systems).
· If ductwork is uncleanable, the Remediation Contractor shall Poly off both ends and discard as necessary.
Lobby
· The Remediation Contractor will conduct detailed cleaning by thoroughly damp wiping exposed building materials, all polyethylene sheeting (walls, floors and critical barriers), and other non-porous materials.
4. Clearance Procedures and Criteria Clearance procedures and criteria for mold remediation in this project shall consist of the following:
· Post remediation assessments will be conducted following all remediation activities while the remediation containment(s) are in place.
· Visual observations will be conducted to verify that all visible and accessible molds have been remediated.
· Air samples, typically spore traps, or surface samples of the remediated areas will be collected following remediation. Air samples and surface samples are collected in general accordance with the guidelines identified in the American Conference of Governmental Industrial Hygienists’ “Bioaerosols: Assessment and Control.” Analytical methodology for identification of fungal spores is by direct microscopic examination utilizing light microscopy, as well as in accordance with the manufacturer’s instructions. Bioaerosol Analytical clearance will be achieved if, after outside totals are subtracted from containment sample totals, the total number of spores per cubic meter is less than 1000 spores per cubic meter with no single genus being greater than 200 spores per cubic meter (Stachybotrys must be below 70 spores per cubic meter). If surface samples are utilized for clearance, clearance will be achieved if analytical results indicate that surface spores are equal to or less than “trace.”
· Determination of the underlying cause of the identified mold will be verified by the Client’s Building Trades Specialist (i.e., plumbing contractor, mechanical contractor, roofing contractor or water intrusion specialist). Client shall be responsible for engaging the services of a Building Trades Specialist to investigate and certify that the source or sources of moisture have been properly mitigated.
· Upon receipt of written certification that the source or sources of moisture have been properly identified and properly mitigated, Contractor will sub-contract a consultant company to perform an “all clear” that mold has been removed produce a Mold Remediation Certificate.
