About this file

This Domestic Partnership Act Certification form is required documentation for vendors bidding on Broward County, Florida contracts, specifically related to a solicitation for the purchase of two commercial grade catamaran T-class pontoon tour boats for the Parks and Recreation Division. The form must be completed and returned with vendor submittals for contracts over $100,000, with failure to provide the form within stated timeframes potentially resulting in the vendor being deemed nonresponsive to the solicitation or ineligible for domestic partnership tiebreaker consideration. Vendors can either submit the form with their initial response or within three business days of a County request, and those seeking domestic partnership tiebreaker eligibility must submit the completed form at the time of solicitation submittal.

The certification relates to Broward County's Domestic Partnership Act (Sections 16-150 through 16-165), which requires vendors on contracts exceeding $100,000 to provide benefits to registered domestic partners of employees on the same basis as spousal benefits. Vendors must select from several compliance options, including current compliance, commitment to comply at contract award, non-compliance, or qualification for various exceptions such as having fewer than five employees, being a governmental/non-profit entity, religious organization, or facing federal/state law conflicts. The form requires vendor identification, signature, and certification of their domestic partnership benefit status, with specific provisions for cash equivalent benefits requiring additional affidavit documentation.
