About this file
This is an Invitation for Bids (IFB) issued by the Utah Department of Health and Human Services (DHHS) Juvenile Justice and Youth Services (JJYS) for on-site group music lessons. The contract seeks a single vendor to provide voice, piano, guitar, and percussion instruction to youth ages 12 to 25 in secure facilities located in Ogden (2 sites), Farmington, Salt Lake (2 sites), and Provo. The five-year contract term is designed to build youth confidence, enhance learning, and facilitate transition back to neighborhood schools. Bids must be submitted electronically through Utah Public Procurement (U3P) by the published closing date and time. The solicitation number is DHHS26062. Bidders may submit questions during the designated Q&A period, with answers posted on U3P. Any modifications to the IFB will be published as addenda on U3P. The lowest responsive and responsible bid will be selected for award.
Mandatory minimum requirements include submission of a resume demonstrating a minimum of two years of experience providing group music instruction to clients ages 12 to 25 in a program or correctional environment, and an Acknowledgement of Age Requirement Form confirming that all staff and instructors entering JJYS facilities are 21 years of age or older. Bidders must submit a completed cost form; failure to do so will render the bid non-responsive. Pricing must be guaranteed for the contract term, and any price adjustment requests require at least 30 days' notice with supporting market analysis documentation. Bidders currently under contract as supported coordinators are ineligible to submit bids unless their support coordinator contract will be terminated. All work must commence only after award and contract execution; DHHS assumes no liability for work performed or costs incurred prior to award.
