ID: DF26-30

Issued August 05, 2026

Opportunity Overview Tooele County seeks qualified firms or individual independent contractors to complete defined real property data collection assignments for the Tooele County Assessor's Office. Services may include field verification, measurements, photographs, sketches, review of property records, and accurate entry of completed work into designated County systems. Work will be issued in batches, subject to County need and available funding.

This is an independent contractor opportunity, not County employment. No minimum volume of assignments or compensation is guaranteed. The resulting contractor will be responsible for controlling the manner and means of performing accepted assignments, subject to stated deadlines, deliverable requirements, applicable law, industry standards, data-security requirements, and County acceptance criteria.

Scope of Services and Deliverables Field verification: Visit designated properties and verify observable property characteristics, improvements, construction status, condition, functional design, dimensions, and other assignment-specific information.

Measurements and sketches: Take measurements and prepare or update sketches in the format and software specified for the assignment.

Photographic documentation: Capture clear photographs sufficient to support the collected information and upload them using required naming and file standards.

Record review and data entry: Review available property information and enter verified data into the

County-designated system with complete parcel references and supporting documentation.

Quality control: Review each submission for completeness and accuracy, correct identified deficiencies, and resubmit within the correction period stated in the assignment.

Public interaction: Interact professionally with property owners or occupants when contact is necessary, accurately identify the contractor's role, and avoid making valuation determinations or commitments on behalf of the County.

Assignment-specific services: Perform other property data collection services expressly described in an accepted written assignment.

Assignment and Acceptance Process

• The County may offer assignments based on workload, geography, complexity, contractor qualifications, performance, and availability. Each assignment will identify the parcels or deliverables, applicable rate, due date, required format, and County point of contact.

• The contractor may accept or decline offered assignments, subject to any minimum commitment expressly stated in the resulting contract. Estimated volume of work includes up to approximately 1,800 parcels of various nature which require completed data collection no later than December 31, 2026.

• Once an assignment is accepted, the contractor is responsible for planning and completing the work by the stated deadline. Work requiring site access must be performed at lawful and reasonable times.

• Deliverables are subject to County review. Payment is earned only for accepted work and any required corrections must be completed within seven (7) calendar days after notice.

• The County may discontinue offering work or terminate the contract in accordance with the resulting agreement.

Independent Contractor Responsibilities

• Provide and maintain the contractor's own vehicle, fuel, computer, internet access, phone, camera or camera-capable device, tape measure, and other ordinary tools necessary to perform the services, except for any County-provided system access for data reporting.

• Determine the sequence, route, schedule, and methods used to complete accepted assignments, provided that deadlines, deliverable standards, security requirements, and legal access restrictions are met.

• Bear all operating expenses unless a reimbursable expense is expressly authorized in writing before it is incurred.

• Be responsible for federal, state, and local taxes and for any assistants or subcontractors approved under the contract. No assistants or subcontractors may access County systems or confidential information without prior written authorization.

• Protect nonpublic property, taxpayer, and County information and comply with all County cybersecurity, records-handling, and confidentiality requirements.

• Not represent that the contractor is a County employee or has authority to bind the County. The County will provide approved identification language or credentials, if required.

Minimum Contractor Qualifications

• At least 18 years of age and legally authorized to contract and work in the United States.

• Valid driver license and reliable transportation suitable for travel throughout Tooele County.

• Ability to accurately measure structures, read maps and property records, perform basic mathematical calculations, take usable photographs, prepare sketches, and enter data using computer systems.

• Ability to communicate professionally with the public and County personnel and to complete work independently by established deadlines.

• Education or experience demonstrating the ability to perform the requested services. Preferred background includes experience using a similar skillset as that required by this scope of work.

• Ability to pass County background check.

Compensation and Invoicing Contractor may submit completed Appendix A as contractor cost proposal, or, may submit an alternative cost proposal in a format of their choosing to be considered during proposal evaluation.

The selected contractor(s) must submit an itemized invoice identifying each completed parcel or deliverable, the applicable rate, and the assignment reference. Invoices may be submitted monthly and will be paid in accordance with the contract and Utah law.

Submission Requirements

• Letter of interest, or brief statement describing relevant experience, planned approach, and availability.

• Resume or qualifications summary.

• Description of prior property data collection, appraisal support, construction measurement, inspection, GIS, or comparable work.

• At least two (2) professional references, including names, organizations, phone numbers, and email addresses.
