About this file

This Request for Interest ("RFI") is issued by the Salt Lake City Corporation Department of Airports (SLCDA) seeking qualified consultants to provide comprehensive support for the department's Disadvantaged Business Enterprise (DBE), Airport Concessions DBE (ACDBE), and Small Business Enterprise (SBE) programs at Salt Lake City International Airport. The scope of work encompasses seven primary service areas: outreach and engagement, certification and application support, compliance and program support, capacity building and business development, strategic program support, data reporting and technology, and additional services as needed. Statements of Interest must be submitted through the Utah Public Procurement Place Portal (U3P) no later than 2 p.m. Mountain Time on June 12, 2026. Respondents are required to submit statements limited to five pages that include contact information, relevant experience with federal regulations (49 CFR Parts 26 and 23), business development and outreach capabilities, and certification and compliance support expertise. While consultants may be located outside Utah, they must assign an account manager capable of responding to SLCDA inquiries within 24 hours and willing to travel for meetings and in-person training sessions.

The RFI serves as an initial qualification phase, with SLCDA planning to issue a formal solicitation to selected firms based on responses received. Respondents must provide an organizational overview detailing resources and personnel capabilities, along with a fee schedule overview for various program support services. This RFI does not commit the City to any contract award and is intended to identify qualified vendors for potential future engagement. Prospective respondents must register online through the U3P portal, with additional information and requirements to be communicated in writing through the same platform.
