About this file
This is an Advertisement for Bid and Request for Proposal issued by Sandy City, Utah, for professional design services related to the City Council Chambers Remodel project. The City seeks an architect to provide comprehensive design services for the renovation and modernization of the existing council chambers and executive offices to improve functionality, accessibility, technology integration, and public engagement. The scope of work includes renovation of the council dais area, improvements to public seating areas while maintaining minimum seat capacity, incorporation of existing audio-visual systems and presentation technology, improvements to lighting and acoustics, ADA accessibility enhancements, renovation of support spaces, and a restricted-access restroom for elected officials and staff. The City has presented two design scenarios for consideration: a Level Council Chambers option that fills in the chamber floor recess and rebuilds the dais to the west, or a Stadium Council Chambers option that maintains the existing slanted floor with the dais in its current location. Both scenarios require reconfiguration of the executive suite to accommodate five to six staff offices, an enclosed entrance, a kitchenette, reception area, and a dedicated conference room with synchronized audiovisual technology. The project timeline anticipates a one-month concept development phase, one-month design development phase, three-month construction documents phase, followed by bidding and permitting, with substantial completion date to be determined. The deadline for submittal of questions is April 1, 2026, at 4:00 PM Mountain Time, and the closing date for bids is April 3, 2026, at 4:00 PM Mountain Time, with submissions directed to https://sandycity.ionwave.net/Login.aspx.
The evaluation process will be conducted by a Sandy City committee using a weighted scoring system totaling 100 points across five criteria: Strength of Architect's Team (20%), Qualifications for Similar Projects (20%), Construction Phase Services and Team (20%), Fees (20%), and References and Relevant Projects (20%). Proposers must submit qualifications including key personnel assignments, architectural team composition, organizational charts for both pre-construction and construction phases, and references for three similar projects with completion dates, addresses, square footage, cost, and contact information. Cost information should be included only in bid line items and not in the attached proposal documentation. The City may require interviews with selected architectural teams, allowing 30 minutes for architect presentation and 15 minutes for committee questions. Any addendums to the solicitation will be posted on sandycity.ionwave.net/login.aspx and the Utah Public Procurement Place (U3P), and offerors must acknowledge addendums in their proposal response. There is no LEED requirement; however, the City intends to implement energy-efficient lighting, mechanical, and electrical systems where feasible.
