The project requires the contractor to review the Historic Sandy National Listing and Historic Sandy Neighborhood Plan, prepare an initial draft with graphics and materials that includes an introduction with historical context, guidelines for residential contributing structures, guidelines for commercial structures, and guidelines for new construction, meet with the Historic Committee to review the initial scope, present draft guidelines to the Historic Committee, conduct two public presentations (one to the Planning Commission and one to City Council), and deliver a final digital copy of the complete Design Guidelines within two calendar weeks of City Council approval. The Guidelines must be reviewed by City Council no later than July 15, 2026. The award will be made to the responsive and responsible vendor with the highest overall rating, as determined by an evaluation committee. Proposals must include a cover letter, project understanding statement, proposed approach and methodology, qualifications and experience documentation with examples of relevant previous projects and team member resumes, and a completion timeline. Additional points may be awarded at the committee's discretion based on a vendor's presentation or interview.
