About this file

This is a Cost Proposal Worksheet for RFP27-40 issued by the Incorporated County of Los Alamos, New Mexico, Department of Public Utilities, for On-Call Power Line Contractor Services. The County is soliciting proposals from qualified firms to provide predominately make-ready pole changes for a fiber installation project related to the County's electric distribution system, with all work to be performed on a Task Order basis. The contract term is up to seven years, and proposers must provide fully loaded hourly wage rates for all labor classifications, including supervisory, electrical distribution and transmission, laborers, operators, and truck drivers groups. The worksheet requires itemized costs for equipment hourly and daily rates, including bucket trucks, digger derrick trucks, wire pulling rigs, directional drilling, and various other specialized equipment necessary for power line work.

Pricing must be submitted in U.S. dollars and must comply with New Mexico Department of Workforce Solutions prevailing wage requirements, including all applicable benefits, fringe benefits, labor burden, contractor overhead, and profit. Offerors may propose additional optional services and must include price escalation mechanisms for future years if applicable, which may be based on specified dollar amounts, percentages, capped not-to-exceed amounts, or indexed formulas such as Producer Price Index or Consumer Price Index. Material and specialty equipment rental costs are to be billed at vendor invoice cost with applicable administrative processing fees, while subcontractor costs are to be billed at the subcontractor's cost to the prime contractor plus administrative processing fees. Cost-plus-a-percentage-of-cost contracts are prohibited under County Code. Mobilization costs are billed as one-way mileage charges from the contractor's home office to the job site on a per task order basis. The County reserves the right to award for any term length up to seven years and to accept or reject any proposed price escalation mechanism.

d. or some other formula (e.g., a specific Producer Price Index or Consumer Price Index).

6. If proposing a price escalation mechanism for future years of an agreement where a specified dollar amount or specified percentage has not been proposed (e.g., if using a CPI), Offerors should also clearly describe the process and timing for Offeror to notify County of any such increase and the process by which County would approve such an increase in future years.
