About this file
This document is a Notice of Proposed Sole Source Procurement Request for Information (RFI) issued by Salt Lake County for the SLCo Clark Planetarium. The project involves a reimplementation of the Galaxy Point of Sale (POS) system with Gateway Ticketing Systems (GTS), with the notice published on October 8th, 2025, and comments due by October 15th, 2025, at 1:00 PM Mountain Time. The project scope includes a review, recommendation, rebuild, expansion, and reimplementation of the existing POS environment, with an estimated cost of $89,300.00.
The sole source justification is based on GTS being the exclusive owner and service provider of the POS software, which the Clark Planetarium has used since 2003. An exhaustive review of comparable systems determined that switching costs would exceed $250,000, making the current optimization and reimplementation project with GTS the most cost-effective solution. The procurement is being pursued under Salt Lake County Ordinance 3.20.030, which allows sole source procurement when goods or services are only available from a single vendor or when standardization and compatibility are the primary considerations. Responses to this RFI will be treated as protected records under the Utah Governmental Records and Access Management Act (GRAMA).

NOTICE OF PROPOSED SOLE SOURCE PROCUREMENT
REQUEST FOR INFORMATION (RFI)
SALT LAKE COUNTY
Notice: #CLP100725
Title: Gateway Ticketing Systems (GTS), Reimplementation Project
The Division of Contracts and Procurement has received a request to purchase from a “sole source” vendor. If, for any reason, any party does not agree that this sole source purchase is applicable, please email the contact person for Salt Lake County Contracts and Procurement Division prior to the “Comments Due Date:” indicated below:
SOLE SOURCE JUSTIFICATION
Sole source procurement is appropriate when goods or services are only available from a single vendor; when the most important consideration is the standardization or compatibility of equipment, materials, technology, software accessories, replacement parts, or service; where transitional costs are unreasonable or cost prohibitive; or if it otherwise qualifies under County Ordinance 3.20.030.
This project involves a review, recommendation, rebuild, expansion, and reimplementation of the SLCo Clark Planetarium Galaxy Point of Sale (POS) environment. There is no independent or alternative vendor for this service as Gateway Ticketing Systems is the owner of and sole service provider for the POS software.
The SLCo Clark Planetarium has used the Galaxy POS system from Gateway Ticketing Systems since 2003. GTS is the sole authorized service provider for the software.
The SLCo Clark Planetarium did an exhaustive review of comparable systems and determined that the cost of switching is in excess of $250,000. There is no reason to believe that pursuing any similar process would be less expensive than the proposed optimization/reimplementation project with GTS.
