About this file

This is a Notice of Proposed Sole Source Procurement Request for Information issued by Salt Lake County's Division of Contracts and Procurement for the upgrade of theater equipment at Clark Planetarium's Hansen Dome Theatre. The project involves the procurement of projectors and an upgrade from Digistar 7 to Digistar 2025 software, a hardware and software package developed exclusively by Evans & Sutherland (E&S), a COSM company. The notice was posted on March 10, 2026, with a comments due date of March 17, 2026 at 1:00 PM Mountain Time. No formal bidding process or bid opening date is specified, as this is a sole source procurement. The contact person for inquiries is Michael Emery, Jr. at MEmery@Saltlakecounty.gov.

The estimated total project cost is $388,200.00. The sole source justification is based on the exclusive availability of Digistar software from Evans & Sutherland and the requirement that only E&S can perform the necessary integration, alignment, setup, and installation of the projectors with the existing Digistar theater system and support systems including auto-alignment and auto-blending software. The new projectors will reuse existing projector lenses, reducing overall purchase costs. Documents submitted in response to this RFI are treated as protected records under the Utah Governmental Records and Access Management Act (GRAMA) until either a contract is executed or two years have elapsed, at which point they become public records unless they qualify as trade secrets or commercial information under GRAMA. Comments must be submitted directly to the contact person and not through Utah Public Procurement Place.

"Digistar" is the hardware and software package that is responsible for playing all live and recorded presentation content in Clark Planetarium's Hansen Dome Theatre.

The Digistar software is developed, sold and serviced exclusively by Evans & Sutherland. The projectors being purchased will be used exclusively with the Digistar theater system. These projectors will reuse our current projector lenses, significantly reducing the purchase cost. They require proper alignment and setup in order for it to be used with a Digistar system, which can only be done by E&S. Integration with multiple support systems including theater auto-alignment and auto-blending software can only be done by E&S.

The County is not willing to pay for additional services to re-create the design drawings, conduct further feasibility studies or extensive analysis of the structure to verify the existing design other than the services outlined in the Scope of Work and Tasks to be Completed below.

SCOPE OF WORK AND TASKS TO BE COMPLETED

Digistar is the planetarium software developed, sold and serviced by Evans & Sutherland. It is not available from any other vendor. This project is to upgrade our current version, Digistar 7, to the latest version, Digistar 2025. The setup and installation required to integrate the projectors into our existing theater system can only be performed by E&S.
