About this file
Lubbock County has issued an Invitation to Bid (ITB 250701) for Asphalt Mixes, seeking competitive bids for three types of asphalt materials. The six-month contract, with no renewal options, covers Asphalt Stabilized Base (Black Base/TxDOT Type B), Type C, and Type D mixes, with estimated quantities of 50, 1,000, and 5,200 tons respectively. Bidders are allowed to submit proposals for any or all line items, with awards to be made to the lowest bidders meeting or exceeding specifications. The materials will be ordered on an as-needed basis, and vendors are required to maintain pricing throughout the contract period.
All hot mix asphalt will be produced using PG Grade Asphalt (PG 64/22, 64/28, or 70/28), with specific minimum start-up and single order tonnage requirements. Vendors must disclose any deviations from bid specifications on a separate attachment. The bid document emphasizes that estimated quantities are approximations, and the county will purchase materials as needed. Bidders are cautioned to only bid on items for which they can guarantee pricing stability for the entire six-month contract duration.
