About this file

This is a Notice of Proposed Sole Source Procurement Request for Information (RFI) issued by Salt Lake County, Utah's Division of Contracts and Procurement and Behavioral Health Services (BHS) for Refugee Treatment Services. The County seeks to continue services with four providers: Refugee & Immigrant Center - Asian Association, International Rescue Committee - Salt Lake City Regional Office, Catholic Community Services - SLC, and THRIVE Center for Survivors of Torture (formerly UHHR). The services must align with those currently offered through the State Refugee Services Office to ensure continuity and fill existing service gaps within the refugee community. The RFI notice commenced on September 15, 2026, with comments due by September 22, 2026, before 1:00 p.m. Mountain Time. The proposed sole source contract would serve as a bridge agreement spanning 1.5 years, from January 1, 2027, through June 30, 2028, allowing time for the County to prepare for a competitive rebid process scheduled for 2028 while minimizing service disruption to vulnerable refugee populations.

The estimated costs for the sole source agreements range from $70,000 to $96,000 per provider agreement. Salt Lake County justifies the sole source procurement under the standardization exception, citing that the State Department of Health and Human Services will sever its contract with BHS effective January 1, 2027, and that these four providers currently deliver braided services coordinated with state offerings. The County determined that transitional costs would be prohibitive and that new providers could disrupt the established service flow. All documents submitted in response to this RFI are protected records under the Utah Governmental Records and Access Management Act (GRAMA) until contract execution or two years from the RFI issue date. Interested parties should direct comments to Bibi Whitehead at bwhitehead@saltlakecounty.gov rather than through the Utah Public Procurement Place.

NOTICE OF PROPOSED SOLE SOURCE PROCUREMENT

REQUEST FOR INFORMATION (RFI)

SALT LAKE COUNTY

Notice #: BHS091426

The Division of Contracts and Procurement has received a request to purchase from a “sole source” vendor. If, for any reason, any party does not agree that this sole source purchase is applicable, please email the contact person for Salt Lake County Contracts and Procurement Division prior to the “Comments Due Date:” indicated below:

Title: Refugee Treatment Services

SOLE SOURCE JUSTIFICATION

Sole source procurement is appropriate when goods or services are only available from a single vendor; when the most important consideration is the standardization or compatibility of equipment, materials, technology, software accessories, replacement parts, or service; where transitional costs are unreasonable or cost prohibitive; or if it otherwise qualifies under County Ordinance 3.20.030.

BHS for the last several years has had an interlocal agreement with the State Refugee Services Office (RSO), which is part of the State Department of Health & Human Services (DHHS). RSO subcontracts with 4 refugee services providers, Catholic Community Services, Asian Association of Utah, International Rescue Committee and THRIVE Center for Survivors of Torture. A DHHS leadership decision will soon sever the contract between BHS and DHHS effective January 1, 2027, cutting off funding to these 4 critical refugee providers.

BHS will be going out to bid in 2028 for all of its subcontracted services and is requesting approval to do a sole source contract with these 4 providers for 1.5 years (from Jan 1, 2027, to Jun 30, 2028) to ensure no interruption to services and allow time to prepare for this competitive process. Our hope by doing this contract bridge is to minimize service interruption to this population. It will also give BHS time to consider how best to address this service line in our rebid process to minimize harm to this population.

Services must align with those already offered to the refugee community by State ROS.

These services are braided with the State's services to fill gaps. New providers could disrupt this service flow. Thus, we are asking for the 1.5 years sole source bridge to our next rebid in 2028 to assess how best to ensure minimal disruption.

Our intent is to maintain consistency for these providers and their vulnerable clients, and we intend to piggyback off the State's current contract process.

Proposed Standardization Provider(s): Refugee & Immigrant Center - Asian Association; International Rescue Committee - Salt Lake City Regional Office;
