About this file
This document is Attachment No. 1, a Prohibited Contracts/Purchases policy for a college (likely Houston Community College or HCC based on references). The attachment outlines strict guidelines preventing the college from contracting with business entities that have financial connections to board members, senior staff members, or their relatives within the first degree of consanguinity or affinity.
The policy specifically prohibits contracts with business entities where board members or senior staff have pecuniary interests, are employed in any capacity, or where officers/directors are relatives of board or senior staff members. The document provides detailed definitions of terms like "business entity", "director", "officer", and "senior staff member", with specific exceptions for publicly traded corporations, non-profit organizations, and religious/educational institutions. The policy mandates that any contracts violated will be voided within 30 days of notice, ensuring transparency and preventing potential conflicts of interest in the college's procurement processes.
