About this file
This is a Notice of Proposed Sole Source Procurement Request for Information (RFI) issued by Salt Lake County's Division of Contracts and Procurement for stage flooring materials at the Mid-Valley Performing Arts Center. The procurement seeks StageLam Flooring, a proprietary composite material manufactured exclusively by GRT Genesis, Inc., which is the same flooring currently installed at the Eccles Theater. The RFI was issued on March 24th, 2026, with comments due by March 31st, 2026, before 1:00 PM Mountain Time. Salt Lake County is specifically requesting information regarding any other companies capable of providing materials comparable to StageLam proprietary flooring, while explicitly excluding inquiries about traditional pressboard layering products that lack the required durability and longevity specifications for this application.
The estimated cost for this procurement is $40,000. Salt Lake County justifies the sole source designation based on StageLam's proprietary composite engineering, which provides superior durability and performance compared to industry-standard alternatives, significantly reducing maintenance burden and extending replacement intervals. GRT Genesis, Inc. holds exclusive intellectual property and manufacturing rights for this material, making it the only authorized vendor. Alternative surfacing materials have been evaluated and determined to have performance limitations, lacking the proprietary composite density required to withstand heavy rolling loads. Interested parties must send comments directly to Bibi Whitehead at bwhitehead@saltlakecounty.gov rather than through Utah Public Procurement Place. All documents submitted will be treated as protected records under Utah GRAMA provisions until contract execution or expiration of two years from the RFI date.

NOTICE OF PROPOSED SOLE SOURCE PROCUREMENT
REQUEST FOR INFORMATION (RFI)
SALT LAKE COUNTY
Notice #: ART129893
The Division of Contracts and Procurement has received a request to purchase from a “sole source” vendor. If, for any reason, any party does not agree that this sole source purchase is applicable, please email the contact person for Salt Lake County Contracts and Procurement Division prior to the “Comments Due Date:” indicated below:
Title: StageLam Stage Flooring
SOLE SOURCE JUSTIFICATION
Sole source procurement is appropriate when goods or services are only available from a single vendor; when the most important consideration is the standardization or compatibility of equipment, materials, technology, software accessories, replacement parts, or service; where transitional costs are unreasonable or cost prohibitive; or if it otherwise qualifies under County Ordinance 3.20.030.
This sole source request is to work with GRT Genesis, Inc. to provide StageLam Flooring for the Mid-Valley Performing Arts Center. This is the same flooring used at the Eccles Theater and has proven to be able to withstand years of intensive wear while remaining in like-new condition, and significantly outperforms the industry standard.
StageLam is a proprietary composite flooring solution manufactured and distributed exclusively by GRT Genesis. Unlike Masonite materials, StageLam is engineered with a specific composition designed to maintain structural integrity under rigorous wear and tear usage. Because this material is unique to the vendor, we understand other commercially available products cannot meet the specific durability requirements for the stage floor.
As mentioned, StageLam is a proprietary product developed, manufactured, and distributed exclusively by GRT Genesis, Inc. As the sole holder of the intellectual property and manufacturing rights for this material, GRT Genesis is the only authorized vendor. Consequently, it is our understanding that no competitive bids can be solicited for this specific high-performance composite.
Alternative surfacing materials have been found to have performance limitations. These alternative products lack the proprietary composite density required to withstand heavy rolling loads, meaning they would not reduce the current maintenance burden or extend the replacement interval as required by this project’s specifications.
While traditional pressboard layering remains the baseline and industry standard, the product lacks the longevity required for the Mid-Valley Performing Arts Center. As such, the agency is not looking for information regarding products that consist of pressboard http://library.municode.com/HTML/16602/level2/TIT3REFI_CH3.20PUPR.html#TIT3REFI_CH3.20PUPR_3.20.030PRNORECOPR layering, but is seeking any information as to any other company that can provide materials comparable to the StageLam proprietary flooring.
