About this file
This document is an amendment to Request for Proposal No. 210000000701 issued by the State of Michigan for Camp Grayling Substation Fire Services. The RFP solicits proposals for fire and emergency services to be provided for five months annually (May through September) over an initial three-year contract period. Services include Basic Life Support (BLS) with Automated External Defibrillator (AED) capability, coordination with Advanced Life Support (ALS) medical evacuation providers, and both Airport Rescue and Firefighting (ARFF) and structural firefighting personnel. The contractor must provide all equipment, uniforms, trained certified personnel, and turnout gear. Facilities available to the contractor include exclusive use of one bay and administrative areas within Building 39 at Camp Grayling's main cantonment, plus six double-occupancy rooms and one single-occupancy room in Building 216Q for personnel sleeping quarters. The average call volume is 32 calls annually (9 EMS and 23 fire and rescue calls) based on a two-year average during the May 1 through September 30 period.
Staffing requirements mandate a minimum of one EMT-qualified person on each initial fire and emergency response, with personnel meeting either IFSAC or ProBoard certification standards. Evaluation criteria utilize a point-based system determined by evaluation team consensus rather than a weighted deduction formula. No performance bond is required based on Schedule A, and no mutual aid or automatic aid agreements currently exist. A Service-Disabled Veteran-Owned Business (SDVOB) receives a 10% price preference after technical requirements are met, though this preference does not apply to Prime/Subcontractor relationships. No upfront funding is available for equipment or uniforms, and the contractor must obtain appropriate State of Michigan licensure prior to award. Workers Compensation Insurance may be established upon contract award if not currently in place.
