About this file

This document contains Questions and Answers from a January 23, 2025 Pre-Proposal Conference for Request for Proposal S-10000-00012344, issued by the Oregon Department of Human Services (ODHS) Refugee Program for Oregon Refugee Children's Assistance Services (ORCAS) in Lane County. The ORCAS program aims to promote academic performance and successful integration of ORR-eligible children and youth while increasing schools' capacity to support these students. The contract term will run from execution through September 30, 2026, with the possibility of extension for additional periods up to a total of five years.

The contract amount is $186,440 for the initial period, with additional funding possible for extensions. Current ORCAS programming is provided by Lutheran Community Services Northwest in the Portland Metro area and Salem for Refugees in the Salem and Corvallis areas. The RFP does not specify limitations on FTEs or staff types that may be included in proposals. The ODHS Refugee Program is awaiting guidance from federal partners regarding potential impacts of Presidential Determinations on future funding. Evaluation criteria for proposals are detailed in RFP sections 4.10, 4.11, and 4.12, which will be used to assess proposals including those from organizations expanding services to Lane County.

Request for Proposal S-10000-00012344 Questions and Answers

From January 23, 2025 Pre-Proposal Conference

Q: Are there outcomes that need to be met?

A: The purpose of ORCAS is to promote academic performance and successful integration of ORR-eligible children and youth, and to increase schools’ capacity to support these children and youth.

Q: Confirming that one contract of $186,440 covers 19 months 3/25-9/26?

A: $186,440 is for one contract (and the contractor may subcontract).

The contract start date will depend on the length of the contract negotiation period. The contract will begin once the contract is executed and will continue until September 30, 2026. The ODHS Refugee Program reserves the right to amend the contract and may extend the contract for additional periods of time, and for additional money associated with the extended period(s) of time, up to a total contract period of five years.

Q: Funding can cover FTEs? What type of staff would you envision?

A: The RFP does not contain limitations on FTEs or the types of staff that may be included in Proposals.

Q: Is there any other organization in Oregon who has received this exact funding?

A: Lutheran Community Services Northwest provides ORCAS programming in the Portland Metro area. Salem for Refugees provides ORCAS programming in the Salem and Corvallis areas.

Q: Do we have any idea of how or whether this funding would be impacted by lower Presidential Determinations in the next four years?

A: The ODHS Refugee Program is awaiting guidance and updates from our federal partner and does not have a response at this time.

Q: We are newly expanding services to Lane County but have been providing similar services in greater Portland Metro area.

How much is prior service in Lane County going to be a factor?

A: Please refer to sections 4.10 Evaluation Process, section 4.11 Point and Score Calculations, and section 4.12 Ranking of Proposers of the RFP.
